    1. The total need to address Springs issues is $380 million
    2. Set policy to prioritize use of Clean Water State Revolving Fund ($50 million)
    3. Use state appropriations to insure local wastewater and stormwater bonds to
    incentivize local revenue ($200 million)
    4. Expand wastewater infrastructure in springsheds to facilitate economic growth ($50
    million, Department of Economic Opportunity)
