She directs the preparation and management of the districts $1.1 billion annual operating budget and alignment of its resources. The finance division has received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association and the Certificate of Excellence in Financial Reporting from the Association of School Business Officials every year under her leadership. Shirley also serves on the Plan Management Oversight Committee to provide financial leadership for the key district initiatives. She is also a liaison on several committees for the Board of Education and the Mecklenburg Board of County Commission. Prior to joining CMS, Shirley served as controller for Husqvarna and also held a variety of financial leadership positions, including director of accounting and corporate controller for Novant Health, Inc. (formerly Presbyterian Healthcare), a $1.3 billion healthcare organization. A certified public accountant, she began her career in public accounting with Coopers & Lybrand. She graduated cum laude with a bachelors degree in accounting from the University of South Carolina and holds an MBA degree from Wingate University.
