Frodo of the Shire..

You are the one in this small village named Shire. And you have
realized recently that your people need more power to light on the
houses in your village. Traditionally you are using windmills to
generate electrical power, but you have quite limited amounts of
electricity for your villagers. Light bulbs are installed solely in your
house. But others often gather together to claim their
inconvenience. To meet their requests, you decided to build a
hydropower dam in nearby your town.

Existing Condition
What kinds of conditions do you think you have to consider
constructing a suitable hydropower dam (Rp 100.000.000,-/10
years). Please assume that you dont have enough money and
resources (Rp 10.000.000,-) to build the dam and that you have to
persuade the villagers to afford the remaining money (Rp
90.000.000,-).
During the construction period (10 years), you are the only one
who will still have the electricity from windmill. Other option is to
build the coalfired plants within your budget (Rp 10.000.000,-/1
year). But in this time someone has to buy the coals from your
hostile neighbors in Mirkwood. If the coalfired plant is used, it
costs Rp 10.000.000,- per one year to generate enough electricity
in the Shire.
What is your choice? How can you persuade the other villagers in
the Shire?
