LANGUAGE PLANNING AND LANGUAGE POLICY
IS LANGUAGE PLANNING APPLIED LINGUISTICS? Every country has language planning and policy and they may be different from one country to another. It is usually made by the government of the country. The government regulates the the language planning and policy use in that country. In the case of our country , Indonesia also has language planning and policy. It is regulated in Indonesia nationa education system law number 20 year 2003. Before that, Indonesia has declared it. It is found in one of the three StatementYouth Pledge in 1928. It said that Indonesian as the national language. Language Policy VS Government Policy Language policy and government policy are two different terms. Language policy is a policy about the language. It is not made only by government but also other language decision makers, such as language guardians and reformers, language planning experts, language right activists, protectors of endangered languag, missionary linguists, and language policy scholars. While goernment policy is a policy regulated by the government of a certain country. In a case of family who speak Indonesian instead of local language, for example Minangnese family, the parents choose Indonesian as the primary language spoken with their children. the children can speak Indonesia fluently, but not for Minang language. Is it wrong to ban local language in the house by parents, while we know that local languages are also protected by the government? It may be wrong and right. Hall and friends stated in their book that everyone is language decision maker. Everyone has right to decide what language will be used to interact with other people in a community, including parents and their children at home. That is the language policy implemented in house. This kind of policy is unwriten and unstated. It is well-known as implicit language policy. Eventhough people are free to use language they choose, but they must remember of the government policy about protecting local language as core element of culture. because the policy of protecting local language is writen and stated. It means that, we can decide any languages we use to speak, but we also must protect our local language from endangered status.
