What basically its means?


The word missing children is used for a certain category of children who are
reported to the local police as missing.

Introduction:

Prior to 1988, little information was known about missing children in the USA.
May 25 as National Missing Children's Day.
The first reliable nationwide information on missing children, as a result of the
Missing Children's Assistance Act, was the 1988 survey of missing children
(published in 1990).
The first study is known as the National Incidence Studies of Missing, Abducted,
Runaway, and Thrown away Children, or NISMART.
In 1999 estimation of missing children in US 1,682,900

The KPK Police Missing Children Centre


Missing Children Centre On December 12, 2007 and shelter homes.

Drawbacks:
The center was established with no proper legal authority or administrative support from
the Central Police Office (CPO) which is the provincial police headquarters. All such
initiatives need necessary legal and administrative cover from the higher police authorities.
b. No proper standing order was issued by the police department which could have
identified the role and responsibilities of the staff/officials in the center, and so Terms of
Reference (TORs) were not determined at the very inception..
c. The pioneers of the center didn't design a proper record system for missing children, so
all information were entered into a self-styled registers which were maintained manually.
No senior officer ever checked and reported upon such record.
d. No extra funds were allocated to the Centre. Unfortunately, the Centre was not given a
separate telephone connection. Also, the Centre was not provided a police vehicle of its
own. The Centre depended on the local police station for communication facilities, which
was a burden on its limited resources and the only telephone line in the police station.

December, 2007 to September 2009, a total of 1700 missing children


were reported to the Centre, whereby 1349 children were shown as
recovered and reintegrated with their families (79.35% recovery). Due
to the initial drawbacks, many vital information indicators were
missing and the record of only -1238 children were put into the newly
designed data-base system.

Legal Aspects of Missing Children Issue

Establishment of child protection act 2010

CHILD PROTECTION ACT 2010


According to child protection act of 2010 the under mentioned crimes are cognizable
offences
According to the law any type of physical punishment is prohibited and in case of any
violation six months imprisonment along with penalty of PRs: 50000 will be charge.
Fraudulently involving a child in such jobs which are against his physical mental
psychological societal welfare is cognizable offence its punishment is three years
imprisonment or penalty of PRs: 100000 or both of them.
Trade of different organ of child is against the law and such criminals maybe hanged
or life imprisonment with PRs: 1000000 penalty.
Forcefully making a child beggar is a crime and punishment for such offence is three
years imprisonment along with PRs: 50000 penalty.
Punishment for child trafficking is the life imprisonment with minimum duration of
14 years along with 5-10 lac penalty.

Safety rules for children incase of prevention of being


Missing in sense of kidnaping & Abduction:
1.

Stay away from strangers is a popular phrase used when discussing safety with
children.

2.

Know where your children are and who they are interacting with.

3.

Do not allow your child to solicit (door-to-door) alone, even for school related fundraisers.

4.

Teach your child basic escape techniques.

5.

Babysitters should be instructed too incase.

6.

Parents must be aware of children visits to friends.

Conclusion
After all it was a great step taken by the government of Pakistan it was too late but Better late
than never. In the child protection act 2010 there are many important provisions for the child
protection under which the reported cases can be easily dealt/discussed in the child protection
court available in every district of the province under the supervision of Peshawar high court
(PHC).
Unfortunately there are some factors influencing the objectives of child protection act negatively.
Society, law enforcement agencies, political interference, corruption are some main factors
among them so it is the very need of time to take certain remedial steps in order to pursue the
child protection act properly.
Society always play a key role in uplift of the environment so citizens must be educated in this
respect. Besides teachers must educate the children of such issues. Similarly the law enforcement
agencies for instance the police should always be objective in this respect.
Moreover the political interference provide shelter to such criminals who commit crimes in this
respect, which is indeed unfair to whole society and the law is unable to punish the criminals
resultantly so the government must encounter such gaps, flaws and laws violation and properly
facilitate the child protection act 2010.
