The Issue
Amy Rowley was a deaf student attending Hendrick Hudson Central school district in New
York. She was placed into regular education classes in kindergarten to determine what
accommodations would be necessary. The decision was made to keep her in these
classes. In first grade, her IEP said that she would need hearing aid as well as speech
therapy. Her parents also insisted upon a sign-language interpreter. The teacher,
however, felt that this wouldnt be needed. Her parents, the district court and the
appeals court felt that she didnt receive a free and appropriate education.

school board. The district met the requirements of
IDEA. Amy received personalized instruction and
related services to meet her educational needs.
