During the frequent International Exhibitions at the Dusseldorf

and Cologne Fair Grounds it is virtually impossible to obtain
a hotel room in these cities or the surrounding areas. Visitors
should be advised not to plan an overnight stay when a fair is in
progress unless they have confirmed hotel reservations. In ad-
dition, hotels often are filled a few days immediately preceeding
and following a Fair and airlines are booked to capacity. The
dates of the Fairs through December 1979 are as follows:

TRAVEL ADVISORY - VENEZUELA - HOTEL SPACE IN CARACAS

It is becoming increasingly difficult to obtain hotel rooms in

Caracas. Plane reservations also are difficult to arrange, and
delays are frequent.

During the December 1979 OPEC Meeting, hotel rooms will be al-
most impossible to obtain.

Official visitors should notify Embassy Caracas well in advance.

Every effort should be made to adhere to a set schedule. Last
minute changes are extremely difficult to arrange.

Embassy Caracas will appreciate hearing from official visitors,

and will advise the monthly travel conditions and available
facilities.

Due to a shortage of adequate housing in Tripoli, hotel rooms
are now being used as permanent residences. Hotel space has
now become extremely scarce throughout the entire city. In
many cases, hotel have not honored confirmed reservations.
Hotel space in Benghazi has not become critical at th1s time.
However, the many conferences held in this city often make
hotel accommodations unavailable and confirmed hotel reserva~
tions.void.

OPEN FORUM JOURNAL SEEKS MATERIAL
Issue No. 21 (fall 1979) of the classified Open Forum Journal
has gone to the printers and will be distributed in late November.
It will feature a special section on declining US competitive-
ness, with emphasis on our trade relations with Japan. It will
also carry articles on missile proliferation in the third world,
a response to the recently published Open Forum Journal article
on Puerto Rico, and several articles on matters of professional
concern.
The Editorial Board of Open Forum invites all members of the
Official US Foreign Affairs Community, regardless of agency, to
submit articles for forthcoming issues. They may be unclassified
or classified up to secret. You may write about any matter of
foreign policy concern. This may include matters which are also
substantially if not entirely of domestic concern. You may also
deal with aspects of the relationship between domestic and for-
eign policy.
The Open Forum has no editorial policy and is completely indepen-
dent of official US government policy positions. The views ex-
pressed by writers in the Open Forum Journal are strictly their
own and are fully protected under the right to dissent.
Articles or letters for the winter issue of the Journal should
be submitted to the Open Forum (S/P-OF), Room 7419 NS, by Mid-
November. Contributors may submit articles by telegram slugged
for Open Forum, SIP.

The Geneva-Stockholm express has one deadly passenger abroad.

He is infected with a disease that could kill everyone on the
train. An Army Intelligence office diverts the train to a
former concentration camp in Poland to avoid infecting a whole
continent while doctors frantically seach for a cure. The
Cassandra Crossing is high adventure and taut suspense from
beginning to end. Starring Sophia Loren and Richard Harris.

Harvey Keitel is a pianist with an emotional problem. His

character defect causes him to start fights, molest women,
and run afoul of the underworld, Jim Brown is the gangster
who provokes Keitel into a final violent rage. Also starring

There must forever be a guardian at the gate from hell and

Christina Raines is the next candidate for the job. She is
recruited by undead demons who in the hUman form devise various
diabolical schemes to kill the lady to prepare her to become
the Queen of Hell. The Sentinel is a first rate horror thril-
ler with a grisly ending. Also starring Chris Sarandon. 92

Ryan O'Neal is the getaway man, the bad guy with all the
right moves, Bruce Dern is the city detective with a perfect
arrest record whose obsession is to capture the expert wheel-
man. The Driver relates an intense personal duel between two
