selected by a player always regardless of strategy selected by the other player.

The followings are steps to find out the strategy.
Step 1:
Find out the minimum value in each rows and maximum value in each columns.
Step 2:
Find out the maximum value in minimum column and minimum value in maximum row.
Step 3:
