Council Members,
As you know, my Administration continues to explore cost effective options to address
the City's public safety facility needs.
We were recently approached with an unsolicited offer to redevelop 800 Bell, formerly
occupied by ExxonMobil.
We have been performing due diligence to determine whether that facility meets
fundamental programming requirements of our Police and Municipal Courts
Departments. That work continues, and I am happy to arrange a briefing on the progress
and remaining challenges.
However, I must ensure that we use a process that encourages as many creative, but
feasible, options from potential "Justice Complex" partners.
Chief Business Officer Kelly Dowe has developed a recommendation to accomplish that
objective, which we are executing.
Attached to this memorandum are two documents:
Mr. Dowe's recommendation
Notification from Chief Procurement Officer Lourdes Coss that the Justice
Complex solicitation had been cancelled
Mr. Dowe's recommendation describes the process we will use to enable as wide a
response as possible from the private sector.
Short-listed bidders on the Justice Complex project were notified of this decision on
Monday, March 2, 2015.
