Everythingthatwehavelearnedinourjourneytobecomingschoolcounselorshasledto
learningtomanagetheprogramsthatwehavesuchapassionforworkingwith.Throughour
researchandreadings,wehavelearnedthattheschoolcounselingprogramiscomprehensivein
scope,preventativeindesignanddevelopmentalinnature(ASCA,2012).Wenowknowthatwe
mustbewillingtocareforstudentswhofallintothegaps.Weshouldbepreparedtobeboth
proactiveandreactiveatanymoment,ascrisismanagementisaveryimportantroleforaschool
counselorthatcanrequirevariousinterventions,suchastheSafeRoom(CrisisManagement
Institute,2011).Schoolcounselingprogramsaredesignedtoensurethateverystudentreceives
theprogrambenefits,asmanyschoolcounselorsinthepastspentmuchoftheirtimeresponding
totheneedsofasmallpercentageoftheirstudents,typicallythehighachievingorhighrisk
(ASCA,2012).Inaddition,weshouldbepreparedtobemandatedreporterswhoaimtomake
schoolssafeforeverystudentthroughpreventionandremediation(Morrislecture,2013).We
nowknowthattherearethreetypesofprevention(primary,secondary,andtertiary)andthat
preventionmodels:

Identifythosecharacteristicsthatplaceindividuals(groups)atrisk(Gibson&Mitchell,2008,p.
349ascitedbyMorrislecture,2013).Weknowthatthebestwaytoavoidremediationsituations
(afterthesituationsoccur)istobepreventativeandproactive!
Knowingtheimportanttextbookcomponentsofmanagingacomprehensiveschool
counselingprogram,thissemester,wehavehadtheopportunitytospeakwithnumerousschool
counselorsandadministratorstoseewhatlifeislikeinthefieldandtofurtherunderstandwhat
isneededtobeabletomanagesuchprogramseffectively.Itisclearthatwehavelearnedmany
ofthecoreingredientsthatareinvolvedinthedailylifeacounselor,suchasflexibility,empathy,
collaborationwithadministratorsandotherstakeholdersandcoworkers,andtimemanagement.
Still,wehavecometorealizethatthereisnotypicaldayasacounselorandthereisnoone
rightandperfectwaytobeaschoolcounselor.
Whoisthecounselor?
InthefourthweekofEDU665,Dr.Morrischallengedanddirectedeachofusas
preserviceschoolcounselorsinwhatittakestomanageacomprehensiveschoolcounseling
program,
Schoolcounselorsmustthereforetaketheleadininitiating,planning,designing,
executing,andevaluatingtheprogramsandprojectswithintheirscopeofpractice
(Morris
lecture,2014).Buildinguponthat,wehavelearnedthatmanagementisaboutmuchmorethan
sittingatadeskanddelegating.Italsorequiresthecounselor(s)tobeabletocollaboratewith
administrators,teachers,schoolboardandotherstakeholders,parents,communityresources,and
local,state,andfederalstandardgroupssuchastheAmericanSchoolCounselingAssociation
(ASCA,2012).Itrequiresthecounselortobeamandatereporterwhenabuse,neglect,orother
harmissuspectedagainstorbyastudent,eveninsituationswhenthevictimmaynotagreetothe

counselorsreport(Stone,2009).Itrequiresthecounselortobeanopenbookinplanningand
organizing,butnotintimidatedbyperformanceevaluationsandconstructivecriticismthatcan
improvetheschoolcounselingprogram.Simplyput,itrequirestheschoolcounselortobethe
drivingforceofthecomprehensiveprogramthatisreadytoreorganizeatalltimes,withhis/her
handinjustabouteverythingthatgoesonattheschool.Mr.Nicholson,AssistantPrincipalat
DavieHighSchoolsays,
Schoolcounselorsvisitclassesandconductinterestinventoriesas
theyrelatetoacademicsandsocialareas.Theycollectdataaswell.Theyarealsoinchargeof
thesmallgroupsessionswehavelikeourfreshmanandJunior/seniornights.Forfreshman,
theyhelpstudentsplanandunderstandwhathighschoolislikeatDavieHigh.For
junior/seniornight,theypreparestudentsforthestepstheyneedtotaketogetreadyforlife
beyondhighschool.Ourschoolcounselorsarealsoresponsibleforthe504plans.Asalready
mentioned,theyareresponsibleforschedulingtoo.
TherearealsodutiesthatschoolcounselorsoftengetputinchargeofthattheAmerican
SchoolCounselingAssociationsaysarentacceptabledutiesforthecounselor(s).Suchduties
includetestcoordinating,substituteteachingwhenateacherisabsent,deliveringstudentdress
codesuspensions,andbeinginchargeofdatastoragewithintheschoolcounselingoffice
(ASCA,2013).CharlaMartin,MiddleSchoolCounselorcertifies,
I'malwaysoncafeteria
dutyandspendquitesometimeindetention.
MichaelLeverriere,KennebunkHighSchool
counselorsays,
Weeachhaveanadvisoryof1012studentsthatweareresponsiblefor.
Advisoriesmeet4timesaweekfor20minutesbetweenfirstandsecondblock.Thisisatimeto
connectwithstudentstoshareinformationanddiscusspertinentissues.

So,howdoesonejuggleallofthedutiesthatarerequiredinordertomanagethe
comprehensiveschoolcounselingprogram?Mrs.OrgnonatShadyGroveElementarySchool
states:
IusecalendarsandIportionmytime.Ispendmoretimeonbehaviorandclassroom
guidancelessonsthananythingelse.Ineedtodoabetterjobofdividingupmytime,butit
seemsasthoughwereallyneedlessonsonbehavior.Atthisage,studentsforget(veryeasily)
whattheyhavebeentaughtfromweektoweek,soIfindthatIspendagreatdealoftimeon
behavior.
PartnershipsbetweenSchoolCounselorsandAdministrators
Thepartnershipbetweenschoolcounselorsandadministratorsisaspecialonethat
evolvesovertimeduetotheschoolseverchangingneedsandisdynamicandorganic(ASCA,
2014).TheAmericanSchoolCounselorAssociation(2014)positsthatthegoalofthe
principalschoolcounselorpartnershipistocapitalizeonthestrengthofthecollaborative
relationshiptoleadreformeffortsinschools.Ultimately,anoutcomeofincreasedachievement
for
all
studentsshouldbetheresultsofthecollaborativelyledreformefforts(ASCA,2014).
Whilethismayseemobvious,today,bothschoolcounselorsandprincipalsfacemanychallenges
astheyattempttoforgethiscollaborativerelationship.AccordingtoGraham,Desmond,and
Zinsser(2011),thismaybemorecomplicatedandmaynotbethecaseinmanyschoolsacross
thenation.Theystate,inthefieldofprofessionalschoolcounseling,thereisandcontinuesto
beapervasivestruggletowardprofessionalidentity,roledefinition,andservicedeliveryaswell
asgainingsupportfromadministratorstofacilitatetheworkoftheschoolcounselorasdefined
bytheAmericanSchoolCounselorAssociation(ASCA)NationalModel(2005)andstate
specificmodelsofschoolcounseling(pp.9596).

Ina2008combinedprojectofTheCollegeBoard,theAmericanSchoolCounselor
AssociationandtheNationalAssociationofSecondarySchoolPrincipals,aWebbasedsurvey
wasconductedtospecificallyexaminetheprincipalcounselorrelationship.Thosereceivingthe
surveysincludedprincipalmembersfromNASSP,counselormembersfromtheASCA,and
otherindividualswhoattendedCollegeBoardcounselingworkshops.Atotalof2,386people
respondedwithanoverallresponserateof14percent(Finkelstein&TheCollegeBoard,2009).
Accordingtotheseparticipants,themostimportantelementsoftheprincipalcounselor
relationshipincluded
communication
and
respect
.Interestingly,counselorscitedrespectas
beingmostimportant,whileprincipalsindicatedcommunicationbeingmostimportant
(Finkelstein&TheCollegeBoard,2009).Knowingtheimportanceofthecollaborative
relationship,bothwereaskedtoidentifythebiggestbarriertocollaboration.Bothstatedthat
timewasthebiggestbarriertocollaboration(Finkelstein&TheCollegeBoard,2009).Both
alsoagreedontheschoolcounseloractivitiesneededtoimprovestudentoutcomes,butdiffered
toalargeextentonhowmuchtimewasspentontheseactivitiesasopposedtotimespenton
othersupportiveadministrativetasks.Threeareashadthelargestdiscrepancies:clericaltasks
andrecordkeeping,testcoordinator/facilitator,andschedulingtasks(Finkelstein&TheCollege
Board,2009).Principalsviewedthesetasksastakinguplessofcounselorstimethandidthe
schoolcounselors.Whilethesearejustafewofthesurveysfindings,theyraisethequestionas
towhetherornotthesediscrepanciesstillexistsixyearslater.
Howdothesefindingscomparetotheresearchrecentlyconductedbypreservice
counselorsintheM.Ed.inSchoolCounselingProgramatSalemCollege?Afterexaminingthe
transcriptsofthefouradministratorsandtwelveschoolcounselorsatvariousschoollevels,it

appearsthatallbutoneoftheschoolcounselorsdescribeshisorherrelationshipwith
administratorsasgreat.Otherdescriptionsincludehelpful,close,interactive,andopen.In
addition,twostatethattheyhaveworkingrelationshipswiththeirprincipals.However,most
indicatethatbothsetsofprofessionalsarebusyand,whileseeingopportunitiestowork
collaborativelytogether,alsoworkindividuallyduetothenatureoftheirjobs.Onlyone
counselorstatedthefollowing,(We)workveryindependently.They(administrators)donot
understandwhatwedo.Fromtheadministratorsperspective,mostcharacterizedtheir
relationshipswiththeirschoolcounselorsasstrongandcollaborative.Onlyoneadministrator
saidthatthetypeofrelationshipformedisreallyuptothecounselor.Asforotherareas
investigated,mostschoolcounselorsandadministratorsfeelcommunicationisimportant.Most
indicatedthattheyalsotrytomeetwitheachotherregularlyeitherformallyorinformally.To
strengthentherelationshipthatexistswithschoolcounselors,administratorsprovidedfour
suggestions:1)Knoweachothersstrengthsandbuildonthem,2)Sharecommongoalsand
workonthemtogetherinthesamedirection,3)Trustandsupporteachother,and4)Keeplines
ofcommunicationopenwhilebeingabletodependoneachother.Comparingtheseresultsto
theformerlymentionedsurvey,itiscleartoseethattheseresultstoalargeextentdiffergreatly.
ChallengesFacingSchoolCounselors
Theschoolcounselingprofessionhasevolvedoverthelast100yearsfromoneorganized
asapositioninschoolswithalistofdutiestobeperformedtooneinwhichK12programsare
practicedasequaltoothereducationalprogramsfoundwithinschools(Gysbers&Stanley,
st
2014).However,inthe21
century,thereisaneconomicallyfragileclimatethatinvariably
changestheissueswithwhichstudentsstruggle.Asaresult,schoolcounselorsmustalsoface

andovercomechallengesinstrivingtoprovidethebestdevelopmentalcomprehensiveschool
counselingprogramsthatmeettheneedsofallstudents.Specifically,Dunlop(2013)states,
Schoolcounselorsareonthefrontlineswhenitcomestosupportingstudentsthroughthis
(economicinsecurity)andotherchallengesrangingfromincidentsofbullying,issuesathome,
academicstruggles,depressionandanxiety(p.1).Whathavethepreservicecounselors
discoveredastheyinterviewedcurrentschoolcounselorswithrespecttothechallengestheyare
facing?Resultsindicatethatthemajorityofschoolcounselorsseetimemanagement,whetherto
analyzedata,implementprogramactivities,orhelpstudentsasamajorchallenge.Whilethisis
somewhatsurprisingconsideringschoolcounselorsareexpectedtoorganizeandmanagetime
toimplementaneffectiveschoolcounselingprogram,itisthoroughlyunderstandable
consideringtodaysincreasedachievementstandardsandstudenttocounselorratios(ASCA,
2008,competencyIVB4).Additionalresultsindicatechallengesincludingthefollowing:
empoweringstudents,makingandenforcingchangesthatareagreeabletoeveryone,getting
paperworkdone,andbalancingstudentsneeds.
TheRelationshipBetweenSchoolCounselorsandHumanServiceAgencies
Today,someofthecommonchallengesfacedbystudentsaretheeconomy,violencein
homes,schools,andcommunitiesaswellasteenagesuicide,substanceabuse,andsexualabuse
(Gysbers&Henderson,2012,p.xii).Theseverychallengesarefacedbychildrenand
adolescentseveryday.Thesechallengesinreturnhaveahugeimpactononespersonalsocial,
career,andacademicself.Fromelementaryschoolthroughcollege,todaysstudentsfacean
everexpandinglistofpressures,bothinsideandoutsidetheclassroom(Morris,2014,p.4).
Thesepressuresonlycreateinstabilityandhardships.Thisiswhyitissoimperativethatour
ManagingtheK12ComprehensiveSchoolCounselingProgram:9

society,anditshumanserviceleaders,staytruetotheirobligationsandunderstandthe
importanceofrespondingtothesechallenges.
Luckily,bothhumanservicesandschoolcounselingareapartofthismovement.
Guidanceandcounselingisslowlyreformingfrompositionservicestoamorecomprehensive
programapproach(Gysbers&Henderson,2012,p.xii)aswehavelearnedthroughthis
semester.Acomprehensiveprogramapproachallowsschoolcounselingtobeanintegralpartof
educationandanequalpartnerintheoverallinstructionalprogram,focusingonstudents
academic,career,andpersonalsocialdevelopment(Gysbers&Henderson,2012,p.xii).In
orderforschoolcounselorstoplayastrongroleineducationandbeabletomeetthechallenges
thatsocietyfaces,itisimportantthataprogramisputinplaceandthatrelationshipsare
establishedbetweenhumanserviceagencies.Effectiveandefficientschoolcounseling
programssupporttheabilityoftheschoolcounselorincollaborationwithparents,community
agencies,andotherschoolpersonneltoaddressthechallengesofyouth.Theunderstandingof
thedynamicsofthemanagementofprogramsandpersonnelwithinacomprehensiveschool
counselingprogramisessential(Morris,2014,p.4).Havingacounselingprograminplacethat
hasahealthyrelationshipwithhumanserviceagenciesisimportantandmosteffective.This
relationshiphelpsenhancetheschoolcounselorprogramwhichmeetstheschoolsand
communitysneedsinbeingsuccessful(Gysbers&Henderson,2012,p.xii).
Bothhumanservicemanagementpersonnelandschoolcounselorsarecalledtobe
leaders.Schoolcounselors,asprofessionals,facemanyethicalandlegalcomplications.Noone
schoolcounselorcanexpectthedilemmasthatmayhappendayafterdaysuchasabortion,sexual
abuse,suicide,orbullying.TheASCAhasestablishedethicalstandardsasguidelinesforschool

counselorstorefertoinsituationsthatmaybeproblematicortendtocreateethicaldilemmas
(Stone,2009).TheseEthicalStandardsareaguidetohelptheschoolcounselormeettheneeds
ofeachstudent,parent,administrator,andreachdeepintothecommunity.Itisimportantto
alwaysworkwithotherprofessionalsandresourcesinthecommunitytoassistwithstudent
mentalhealthandwellness.Asamandatedreporters,schoolcounselorsoftenworkwithsocial
workersandotherhumanserviceagencies.Throughthesetoughsituationsandethical
dilemmas,weareremindedinSectionDofthe
ASCAEthicalCodeforSchoolCounselors
that
collaborationwithagencies,organizations,andindividualsinthecommunityisexpected
(ASCA,2012).
Aswehavelearnedthroughoutthisgroupproject,schoolcounselorsandhumanserviceagencies
bothvaluethestudentatneedbyprovidingappropriateandprofessionalservices.Inour
interviewswithschoolcounselors,wewereabletoaskabouttheirrelationshipswithhuman
serviceagencies.Wefoundthattheschoolcounselorsweinterviewedworkmostcloselywith
DSS,DHHS,orothercounselingagenciesforstudents.Someexamplesoftheserelationships
whenasked,Pleasedescribeanyrelationshipsyouhavewithhumanservicesagenciesinyour
communityand/orstateincludedthefollowingresponses:
Justaworkingrelationshipandsomethingweareworkingon.Onceayearweinvite
themtotalkduringaPLCtohelpbridgethegapfromschoolstotheiragencies.
OccasionallyDSSdoesnthandlethingsasIwishtheywouldbuttheyhavetogoby
theirbookoflaws,notwhatIthinkmorally.Workcloselywithoutsideagenciesto
helpassistusinstudentsituationsthatmaybeoutofourmeansofhandlingandfinally,
WehaveaverygoodworkingrelationshipwithDHHSandotherprivatetherapistsand

agencies.Wecollaborateandcoordinateourserviceswheneverpossible(KatieChilton,
DonyaHeaden,MaryJohnson,&MaryRoycroft,personalcommunications,
MarchApril,2014).Schoolcounselorsworkcollaborativelywithothersincluding
parents,schooladministrators,teachers,studentservicepersonnel,and/oreducators
(ASCA,2012).Whileconsultationisanelementthatschoolcounselorsneedtodowell,
theyalsoneedtorememberthattheyareworkingwithothersandthatcollaborationis
key.
CollaborationbetweenSchoolCounselorsandtheEducationalCommunity
Whetheritisinternalorexternalschoolcounselorsarecalledtobecollaboratorswith
membersoftheeducationalcommunity.Collaborationiswhenschoolcounselorsteamupwith
othereducators,students,andcommunitymemberstohelpwiththeschoolcounselingprogram
insuchawayastocreateacomingtogetherwithgoalsinmind.Managingresourcesis
extendingtheschoolcounselorprogrambeyondwhatjustthecounselorcoulddobybringingin
humanmaterialresourcessuchasparents,students,teachers,administrators,community
members,businesspartners,andtechnology.Resourcemanagementrequiresminimalorno
additionalfundstoaddsupportandredistributesomeofthedutiesoftheschoolcounseling
program(Dahir&Stone,2012,p.390).
Collaborationisoneofthebestwaysforschoolcounselorstohaveaneffectiveprogram.
Schoolcounselorshavealotontheirplatesandcollaborationhelpsschoolcounselorsrealizethat
theycannotdoitalone.Tomeetalltheneedsofstudents,theschoolcounselormustcollaborate
withothers.Collaborationisenteringintoapartnershiporliaisonwithotherindividuals,
groups,ormembersofotherinstitutionswhoshareacommonmissionofstudentssuccessand

whoworkwithschoolcounselorstoenhancethepersonal/social,career,andacademicoutcomes
ofeverystudentinschool(Dahir&Stone,2012,p.414).
Duringourinterviews,wewereabletoaskaboutcollaborationandwhetherornotthe
schoolcounselorcollaboratedwithanyoneoranyschoolintheirdistricts.Manyofthe
counselorscollaboratedwithpeopleintheirdistrictsandoftentimeswithotherschoolsintheir
districtstocreateprogramsforstudents.Someofthewaysinwhichtheschoolcounselors
identifiedhowandwithwhomtheycollaboratewithothersincluded:Themediaspecialistvery
often.Weeklyemailsfromthedistrictsupervisortocheckin,andwedoPLC's4timesayear
withtheothercounselorsinourdistrict,Othercounselors,socialworkers,andcentraloffice
staff,andteacherswithinourownbuildingandoccasionallyteachersoutsideofourschool.
Counselorswithinthecountymeettogetherwiththeirgradelevelcounselorsaboutfourtimes
peryearandwealsotalkquiteoftenonthephone,Wetendtomeetonfouroccasionsper
schoolyearandoncebeforethestudentsarriveforthefollowingschoolyear.Allcounselors
withintheschooldistrictareencouragedtoattendandweusuallyhaveaprettygoodturnout,
andAsoftenasIcan!Becauseofourbusyschedule,itisofteneasytofeelisolatedinyour
work.AtKHS,wehavethreeschoolcounselors,1socialworkers,andtwosecretaries.We
haveaoneandahalfhourmeetingweeklytodiscussandplanadministrativetypesofissues.
Wealsomeetonehourweeklyforpeersupervision.Weoftenusethistimetodiscussstudents
thataresignificantlyatriskacademically,sociallyorpersonally.Theschoolcounselorswere
alsoaskediftheycollaboratedwithanyschoolsintheirdistrictsuchasBigBuddiesprograms.
Whilesomedidnothaveanyprogramsorcollaborationswithschools,manywantedtoorsaw
theimportanceofdoingso.Thereisnothingspecificatthistime,butwedoencourageservice

learningandhaveverygoodsupportfrommentorsandcommunityleadersthatdesiretowork
withthem.DavieHighmeetsweeklyforanhour.Districtwide,theK12schoolcounselors
trytomeetfourtimesayear.Allleadcounselorsmeeteveryothermonth.Currently,Davie
HighcounselorsareintheprocessofdevelopingaPlanningforCollegebookletwiththeEarly
Collegetohelpstudentsasareferralsource.Thishasneverbeendonebeforethisyear(Katie
Chilton,DonyaHeaden,MaryJohnson,&MaryRoycroft,personalcommunications,
MarchApril2014).
Thisyear,wedidhavecollaborationwiththeEarlyCollege.Wealsowentintoour
middleschoolstoprovideinformationaboutandhelpwithregistrationforhighschool.
Earlycollegespoke,Daviehighspoke,andSTEMspokenotinacompetitiveway,butto
inform.Wealsowentintotheclassroomsandspokewiththestudents.Iworkedwith
th
MocksvilleElem.4
gradeclasstoexploreacollege.Theyhadtoinvestigateand
answer25questionsthattheyarecontinuingtoanswerandputintoabook.Ialsospoke
withthemaboutstartingtothinkaboutcollegeandwhattheywouldliketodoas
elementaryschoolstudents.Myoverallthemewasifyouareahardworkingstudent
now,youwillgrowintothekindofstudentthathastheskillstohandlewhatisneededin
highschoolandthenwillbeabletochoosethecollegeyouwouldliketoattend.Ireally
wantedthemtounderstandtheimportanceofbeginningwithgoodhabitsinelementary
school.Habitsdevelopedearlywillbeapartofthemfortherestoftheirlives(Mary
Roycroft,personalcommunication,April1,2014).
Thesearejustafewexamplesoftheincrediblecollaborationsgoingoninschools,andboth
schoolcounselorsandstudentsarereapingthebenefits.

Therearefourelementsthatconstituteaguidanceandcounselingprogram:program
content,organizationalframework,resources,anddevelopment,management,andaccountability
(Gysbers&Henderson,2012).Sincetheschoolcounselingprogramisdesignedtoassistall

theseissues.Fromattendancetocareerchoicetoadeathinthefamily,theschoolcounseling
programmustbereadyforthiskindofcontent.Whenwelookmorecloselyatwhatstudents
mayneed,itisimportantthattheorganizationalframeworkofaschoolcounselingprogramis
necessarytoservestudents.Undertheorganizationalframeworkwecanfindthepurposeof
guidancecurriculum,classroomactivities,schoolwideactivities,individualdevelopment,
studentplanning,responsiveservices,systemsupport,andtimeallocations(Gysbers&
Henderson,2012).Thethirdelementlooksatprogramresourceswhicharepersonnel,financial,
andpolitical.Lastly,thefourthelementlooksatthefivetransitionphasesrequiredforaprogram
whichareasfollows:planning,designing,implementing,evaluating,andenhancing(Gysbers&
Henderson,2012,p.86).
ThroughoutthissemesterwehavehadtheopportunitytolookattheGysbersand
Hendersonapproachtodevelopingandmanagingaguidanceandcounselingprogram.Each
chapterwasbuiltupononeanothertofurtherstrengthentheprocessandfoundationofthe
programdeveloped.Theorganizationalframeworkoftheschoolcounselingprogramishelpful
fornotonlyschoolcounselorstofollowandimplement,butalsohelpfulforstudentsandthe
community.Throughthemanyresources,management,development,andaccountability
features,wewereabletoseewhyhavingacomprehensiveprograminplaceisvital.Inour
interviewswefoundthatwhilemanyschoolcounselorsweregoodattheirjobs,therewasnota

programmodelsetinplace.Thisleavesroomforquestioning.Aretheyreachingstudents?Are
theyattainingdata?Aretheybeingevaluatedandifso,how?Dotheypromotegrowthfor
students?Whataretheydoingwiththeirtime?
School/DistrictBasedModelsofCrisisManagement
Morethanoftenthesedays,wehearstoriesonthenewsaboutshootings,bombthreats,
tornadoes,andotheruncontrolledorunexpectedsituationsthathavetakenplacewithinthe
schoolsetting.Thesesituations,amongothers,arewhatcausesaneedforschoolanddistrict
basedmodelsofcrisismanagementtobeputintoplace.Theschoolanddistrictbasedmodels
areverysimilarinstyleanddesignwiththegreatestdifferencebeingthatwiththeschoolbased
modelthecrisisresponseorinterventionteamismadeupofmostlystudentsandstaffofwhom
wouldprovidethemajorityofdirectservicesthatwouldbeneededduringacrisissituation.The
districtbasedmodelusesaninterventionteamthatismadeupofschoolbasedmembers,
membersofthedistrictoffice,andmembersofthecommunitysuchassocialservices,police/fire
departments,andothersasappropriate.Nonetheless,botharedesignedtoserviceacrisis
appropriatelybasedontheleveloftheneedofassistancerequiredatthetime.Moreformally
definedbyMargaretRouse(2013),crisismanagement"istheapplicationofstrategiesdesigned
tohelpanorganizationdealwithasuddenandsignificantnegativeevent"andincludestheactof
responsiveservicesorcrisisinterventionstodoso.Abetterwaytounderstandthetruepurpose
ofaschoolanddistrictbasedmodelofcrisismanagementistodescribetheaspectsinvolvedthat
makeupthemodelandshowhowtheseaspectsareeffective,asdemonstratedinthefollowing
excerpt.

"Tobeeffective,aschool'scrisisresponsemodelmustanticipatetheresultsofacrisis
andidentifythewaysitwillaffectindividualsandthecommunity.Thisincludesidentifyingand
preparingforthetypicalreactionsofyoungpeopleofallages.Inaddition,themodelmust
identifyandplanhowtousethebroadrangeofskillsandknowledgerepresentedbythoseonthe
schoolcrisisresponseteam,includingthoseofcollaboratingprofessions,suchasmentalhealth

Ascrisismanagementisconsideredtobeacentralkeycomponentofthecomprehensive
schoolsafetyprogram,itisimperativethateachandeveryschoolhavesometypeofcrisis
managementplaninplace.Havingthisplaninplaceisessentialforseveralreasonswiththe
majorityofthemsurroundingissuessuchashealthormedical,safety,andenvironmental.The
SchoolCounselorResponseInitiative(2003)listsfour
crisiscategories
ofwhichwouldrequire
orbenefitfromapplyingtheuseofaschool/districtbasedmodelofcrisismanagementthe
categoriesinclude:
Deathofastudent,astaffmember,oracommunitymemberwhosedeathaffectsa
significantportionoftheschoolpopulation.
Majorenvironmentalcrisis,suchasafloodorfire.
Situationthatinvolvesathreattothephysicalsafetyofstudents,suchasaschoolbus
accident,evenintheabsenceofinjuries.
Situationthatinvolvesaperceivedthreattotheemotionalwellbeingofstudents,suchas
maybeprecipitatedbyhatecrimegraffitiorrepetitivebombthreats.

Theabovelistedcategoriescreatesanoutlineofwhichmanydifferenttypesofcrisisusually
occurunder.Asalmostallcrisisareactualeventsthathappenunexpectedly,itisimportantthat
schools,staff,community,andthedistrictbeawareofits'existence.Therearealsonotrue
exemptionsofwhichlevelofschoolthatcrisiscanoccurin,however,the
type
ofcrisismay
differbasedontheageofthestudent.
Oftheseveralschoolcounselorsinterviewedbythisgroup,itisveryimpressivetosee
howallofthemreporthavingsometypeofschool,county,ordistrictbasedcrisismanagement
planinplace.Forexample,Mrs.Gordon(2014)ofDavieHighSchoolrespondstothe
questioningconcernedwithcrisismanagementmodelsbystatingthat"Thereisacountycrisis
teamandadistrictplanwefollowifthecrisisiswidespread.Withintheschool,therearepeople
whohavebeenidentified(certifiedEMTs)tohelpintimesofcriticalneed.Inourbuilding,we
wouldmeetwiththeleadershipteamandthendecidehowtoapproachacrisisthatisrelatedto
ourimmediateschool,students,orotherneed".Ateveryschoollevelthereisnotonlyjustthe
needforaschool/districtbasedmodelofcrisismanagement,butarequirementsetforthbythe
state.TheNationalAssociationofStateBoardsofEducation(2010)addresses
responseand
managementplans
byreferringtostatute115C105.47(1999)which"requireseachlocalschool
boardtodevelopalocalschooladministrativeunitsafeschoolplantoprovidethateveryschool
issafe,secure,andorderly.Whilecrisismanagement/emergencyresponseplansarenot
explicitlymentioned,theyareimpliedasacomponentforschoolsafetyunderthisstatute"
(NASBE,2010).RecognitionofthisstatuteforthestateofNorthCarolinagoesontobeyet
anothercriticalcomponenttotheimportanceandtheneedforschool/districtbasedmodelsof
crisismanagementtobesecurelyinplacewithintheschoolsystem.However,notallcrisesare

explosive,detrimentaltocommunity,orinvolvethewholeschool.Gysbers&Henderson(2012)
addressescrisisinterventionneedsfromtheleveloftheindividualstudentandareoftenviewed
tobemorepersonal.Theystatethat:
"Studentsinpersonalcrisisaredefinedasthosewhoare
injeopardyofendangeringtheirownorothers'healthsafetyand/orwellbeing.Studentsin
suchcrisismaybeforexample:thosewhothreatentocommitsuicide,torunawayfromhome,
ortoengagedin,orareseriouslycontemplatingengagingin,criminalactivity(e.g.,theft,arson,
propertydamage)"
(Gysbers&
Henderson,2012,p.453).
Theseindividual/personaltypesofcrisisarethosethatshouldalsoneverbeoverlooked.
Manytimestheonsetofthesetypeofcrisiscomesfromsituationssuchasbullying,deathofa
familymemberorclosefriend,orracial/ethnicconflict(Gysbers&Henderson,2012).They
oftenleadintonegativeissuesrelatingtothestudents'educational,career,andpersonal/social
developmentthatcouldhaveasmuchasa50/50chanceofresultinginapositiveoutcome.
Specialattentionshouldbepaidtostudentsthatareexperiencingindividualcrisisastheyare
oftentheonesthatmayplayaroleinfuturecrisisthatcouldaffectothersifnotresolvedina
positiveandtimelymanner.
TheAmericanSchoolCounselorAssociation(ASCA)NationalModel(2012)also
discussescrisismanagementintheirsectionof
responseservices
listedasacontentofthe
DeliverySystemwithinthemodel.Thismodelpointsoutthat"Responsiveservicesare
activitiesdesignedtomeetstudentsimmediateneedsandconcerns.Responsiveservicesmay
includecounselinginindividualorsmallgroupsettingsorcrisisresponse"(ASCA,2012).Their
statementsindicatethatschoolcounselorsmustengageinbeingpreparedfortheunexpected,
trainedincrisisinterventions,andbearmedwiththenecessarytoolsandinformationtohandle

whatevertypeofcrisisshouldoccur.Keepinginmindthatthereareseveralresources,
guidelines,andtrainingopportunitiesavailabletoassistcounselorswiththebetterormore
appropriateactiontotakewhenhavingtofaceacrisistypeofsituation.Oneofthegreaterand
morecommonguidelinescanbeviewedthroughtheASCANationalModelSchoolCounselor
Competencies(2012),whichdisplaysseveralstandardsthatsupportcrisismanagementandhasa
sectioncompletelydedicatedtoresponseservicesofwhichthecomprehensiveschoolguidance
counselorisresponsiblefor.Someofthesecompetenciesinclude(butarenotlimitedto)the

Thesecompetenciesarewhatcreatethefoundationandsupportthatschoolcounselors
mustbeabletodemonstrateasrequired.Theguidelinesprovidedirectstandardsthatshouldbe
metbyschoolcounselorswhenhavingtoassess,support,orintervenewithanytypeofcrisis.
Havingtheskillstobeabletoworksuccessfullywithothersisalsoextremelyimportantfor
counselorsasmanycrisismanagementmodelsrequiretheeffortofteamwork.Acharttitled

canbefoundinTable1andgivesabriefdescriptionofthetypes
ofrolesthateachteammembercouldbeassignedto.
Acrisissituationofanymagnitudecouldcausepersonal,social,andemotional
complicationsamongstudentsandstaff.Astheycanbeaffectedinmanyways,andforsomebe
moredetrimentalthanothers,itiscrucialthatfollowupsaredoneafteranytypeofcrisistakes

place.Thisresponsibilityisclearlythatofthecomprehensiveguidanceschoolcounseloras

availabletoassistandmeettheneedsofcounselorsandschool/districtbasedmodelsofcrisis

emergencyresponse"(NASP,2014).Additionalresourcesdesignedtohelpcreateandprepare
crisismanagementplansarelocatedinAppendixA.Therearealsoamultitudeofwebsitesand
bookstohelpguideschoolsandtrainstudents/staffonhowtoparticipatewithinacrisisresponse
orinterventionteam.Asthereisnowayforschoolpersonneltofullypreventacrisisfrom
occurring,theycanhowever,useaschoolordistrictbasedmodelofcrisismanagementtohelp
control
thesituationbyprovidinganorganizedandstructuredroutinetohelpensurethesafetyof
allstudentsandstaff.
Conclusion
Inconclusionofthisresearchproject,thisgrouplearnedvaluableinformationthatwill
greatlycontributetothesuccessofbecominganeffectiveandproactive,comprehensive
guidanceschoolcounselor.Theresearchinvolvedansweredmanyquestionsfromthedifferent

careerasschoolcounselors.Thisinformationpresentedthatofahugeimpactonhowtheactions
ofschoolcounselors(andlackofthem)couldcruciallyeffectpromotingtheoverall,wellbeing
