Palermo NW minutes 27 january 2015


Attendance: 22 residents plus Councillors Claudia Hector and Dan Filson and PCS Gulay and .
Safer Neighbourhoods Team report
Increased police presence in Harlesden due to Operation Equinox which aims to protect victims and
bring to justice those who commit violence, by working in partnership with local authorities and
other statutory and non-statutory organisations. This includes licencing inspections, enforcement of
non-drinking zones and rigorous spot checks carried out in high profiles venues.
Operation Bumblebee which deals with stolen goods - mobile phones etc, should be operational in
the next few weeks.
Burglaries have gone down since the introduction of smart water pens and more police on the
streets, from approximately 5 per week to less than 2 per month.
Changes within the teams Ronald Edema and Pilavi Vardhaman joined the team and PC Kasia
Hryneieweka has moved over to emergency response.

Residents concerns
Rubbish collections- From 1st April if you have a garden waste bin and wish to carry on using this
service you pay 40 per annum and have to register with Brent council to keep this service. There
will be approximately 20 collections per year and they will be more frequent in the Summer and less
in the Winter. A number of residents raised objections to this new charge. Clr Dan suggested that
residents could perhaps consider sharing the cost with a neighbour! If you do not have a food waste
caddy contact Brent Council and they will issue you one free of charge. These will be collected every
week. Blue recycling bin will be collected on a weekly basis and the grey bin fortnightly. DO NOT
overfill your bins, as it might not be collected.
A question was asked to see if street cleaners can report on waste dumped in the street, however it
was suggested that the cleaners are there to sweep the streets and it would be questionable as to
whether or not reporting dumping is within their capabilities.

Kensal Green Streets report
Last years activities included clean up days, a community mosaic in Furness pocket park, a Green Big
Lunch, a picnic in Furness pocket park, replanting Chelmondeley rd raised bed, etc.
This years programmed activities are:
A Clean Up day on the 25th April between 10am and 2pm.There will be skips placed in the areas
covered by the 5 residents groups that form Kensal Green Streets. We expect to have one skip at
Rucklidge Road and another at Palermo rd near the shops. There will also be the opportunity for
people to recycle unwanted (working) items. We will have tables at Furness Pocket Park for items
that can be reused/recycled/exchanged.
A Big Green Lunch Party on the 27th June similar to the last couple of years, there will be face
painting /bring food to share /music if you are able to assist with any other activities please do let
us know
Social event at Furness Rd and Tubbs Road pocket parks to be held on 19th September .

It has been agreed for new benches at the pocket park in Furness Road and we are waiting for a
confirmation of date when these will be installed.
The flower beds at the end of Palermo rd near Wrottesley Road are to be refurbished, if you are able
to help, please let us know.
A question was asked as to whether or not the proposed outdoor gym equipment at Furness Pocket
Park maybe useful? This will be considered again in the future as there is no money for it now.
Councillors reports and follow up on previous residents concerns
The mental hospital in Park Royal will not be closing
Proposed housing development in Disottos land at the bottom of Furness rd the last planning
permission has not been agreed and the next proposal has not gone to the committee yet.
New road layout in Harlesden Town Centre- requests have been made for more signs to be put up as
drivers are still thinking and driving with the old layout in mind. There are also some new weight
restrictions for vehicles over 7.5 tonne.
The repairs / road re-surfacing is currently out for tender.
Traffic lights at the corner of Furness Road /Harrow Road- there will be a new filter light to allow cars
to turn from the Harrow rd into Furness rd. This should be implemented in 2015/2016. The concerns
raised previously about traffic on the Wrottesley rd roundabout have also been registered and are
due to be dealt with in 2015/6
Landlords must register for licences to rent or they will be fined. There is an energy grant available
for registered landlords which can be obtained from Brent Council
Vote registrations have gone down quite considerably due to new registration system. It is very
important to encourage people to register.
There will be an enquiry into A@E in West London. It follows concerns after the closure of A@E in
Central Middlesex and Hammersmith Hospitals. The enquiry will be led by Michael Mansfield.
Cllr Dan Filson has asked for feedback on how peoples shopping experience in Harlesden can be
improved.
AOB
Colin informed that there will be grants for anyone who wants to install a CCTV camera to film hot
spots of fly tipping. These will hopefully take good enough pictures to catch the culprits
The return of Harlesden Jubilee clock will be on the 14th February from 12 to 16pm- there will be
celebrations with food, live music, etc.
Elmwood residents have recently formed a neighbourhood watch group. Marcia Green is the chair,
Fausto the treasurer and Colin the secretary. Marcia asked if we thought it would be a good idea to
have a hustings meeting at St Marks church. We agreed. She will contact prospective candidates and
will organise it. If various groups get together we will have a stronger voice to raise issues.
