The apartment is known and numbered as 2621 Vanity Fair Drive, St. Louis, Missouri 63136 Affiant states that he has reason to believe such goods are being secreted therein because: 1. Now on this 15th day of March, 2015 comes Detective Joseph Percich, SN 3661, and first being duly sworn states that he is a law enforcement officer certified by the State o! Missouri and employed by the St. Louis County Police Department. At the times described herein, he was employed by said police department. The affiant, a police officer with over eight years of Izw enforcement experience, is ‘currently assigned to the Division of Criminal Investigation, Bureau of Crimes Against Persons. 2. On the evening of Wednesday, March 11, 2015, at approximately 8:20 PM, uniformed patrol officers from police departments throughout St. Louis County responded to th: Ferguson Police Department, located at 222 South Florissant Road, Ferguson, Missouri 63135, in reference to an unruly crowd of subjects who were protesting the shooting death of Michael Brown by a police officer in the City of Ferguson on August 9. 2014 3. At the direction of the on scene commander, the patrol officers established what is commonly referred to as a skirmish Line in the immediate area in front of the Ferguson Police Department. 4, At approximately 10:00 PM, additional patrol officers from surrounding police departments were requested to respond to the scene, as portions of the crowd became increasingly hostile. 5. On Thursday, March 12, 2015, at approximately 12:07 AM, as the patrol officers stood in the skirmish line, two uniformed police officers were struck by gunfire. A police of icer from the St. Louis County Police Department sustained a gunshot wound to right shoulder, causing serious physical injuries. Additionally, a police officer from the Webster Groves Police Departrent sustained a single gunshot wound to the right side of his face. 6. Both patrol officers were transported, via ambulance, to an area hospit:l where they were admitted for emergency treatment, 7. Detectives from the Si. Louis County Police Department's Bureau o! Crimes Against Persons wererequested to respond to the scene and assume the investigation. 8. As such, detectives contacted numerous subjects who reported the gunfire originated from the area near the intersection of Tiffin Avenue and Harrison Avenue. The mentioned intersection was positioned immediately west of the location where the officers were shot. 9. Afier an extensive area canvass, detectives located two fired .40 caliber cartridge casings and a single unfired .40 caliber handgun cartridge in the street in the 100 block of Tiffin Avenue, a short distance ‘west of Harrison Avenue. 10. Through a review of video surveillance footage which was captured from surrounding properties, investigators observed a red Pontiac Grand AM passenger vehicle travel south on South Florissant Avenue and turn west on Tiffin Avenue in the immediate period of time before the gunfire. 11, On Saturday, March 14, 2015, Ferguson Police Department Detective Robert Brannan, who is assigned as a Task Force Officer (TFO) with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), ‘was contacted by a confidential source of information, who shall hereatver be referred to as the CS, in regard to this investigation. The CS has been proven reliable through previous law enforcement investigations, 12, The CS reported he/she had a phone conversation with a subject who claimed he was involved in the shooting of two police officers in the City of Ferguson. The CS indicated he/she knew the suspect to operate a red Pontiac Grand AM passenger vehicle. 13, A short period of time later, the CS and Detective Brannan met in @ secure location. The CS was outfitted with an audio and video recording device at which point in time he/she proceeded to the suspect's residence, located at 2621 Vanity Fair Drive, St. Louis, Missouri 63136, while under both electronic and visual surveillance. The suspect. later identified as Jeffrey L. Williams, exited the listed residence and entered the front passenger's eat of a vehicle operated by tne CS. 14, The CS then drove throughout North St. Louis County while he/she spoke with the suspect regarding the shooting. The CS ultimately proceeded to the area near the scene of the sooting in the City of Ferguson while continually engaging the suspect in conversation regarding the inc dent. The suspect then told the CS that he discharged a handgun at unknown individual(s) from an area which was consistent with the location of the fired cartridge casings. 15, Through an additional conversation, the suspect acknowledged that he remained in possession of the hhandgun used in the assault. 16, Following the described conversation, the CS returned the suspect to his residence at 2621 Vanity Fair Drive. Jeffrey Williams then exited the vehicle and entered the listed residence at which point in time the CS departed the residence. 17. Detectives from the St. Louis County Police Department's Bureau of Drug Enforcement then initiated static surveillance on the residence at 2621 Vanity Fair Drive. 18, Shortly thereafter, Jeffrey Williams exited the residence, leaving the front door ajar, and approached a red Pontiac Grand AM passenger vehicle, which was parked on the park:ng lot within close proximity to the residence. With prior knowledge that the suspect was wanted on an outstanding felony arrest warrant, the detectives converged on the area and took the suspect into custody.19. For the safety of the detectives at the scene, investigators then approached the doorway and announced themselves as law enforcement officers. The suspect's gitlfriend, later identified as Danielle Deer, descended a staircase from the home's second floor and approached the doorway. 20. Based on the circumstances of the incident, particularly the violent nature of the assault, the detectives initiated a protective sweep of the residence for any subjects who may have remained inside, During the protective sweep, a black Hi-Point .40 caliber semi-automatic pistol wes located in plain view on the floor of the front bedroom. 21, The home was then secured without incident. 22. The suspect was later fully identified as Jeffrey L. Williams (B/M 03/30/1994; SSN: 618-72-5418). A computer inquiry of Williams revealed multiple previous felony arrests Williams was assigned to the Missouri State Board of Probation and Parole for “Stolen Property”. Williams was being sought for a probation violation, along with several additional outstanding arrest warrants including “Flourishing Weapon”, “Assault 3 Degree”, and “Domestic Assault”, 23.
