PRIVILEGE SPEECH

October 7, 2014
The Presiding Officer, Colleagues in this august body, ladies and gentlemen, Good
Morning.
I rise today as a matter of privilege.
Deeply entrenched in our culture is the practice of respecting our elders and of giving
commendation where such commendation is due.

It is only fitting that we recognize the

invaluable contributions of those who came before us and faithfully served in this Sanggunian.
One of those predecessors is VICTORIO SABULANA ADVINCULA, SR. Manong Vic
served this august body for almost 40 years while he continued his career as a lawyer. He is
known for his expertise especially in handling criminal cases. During his tenure as a member of
this council, he helped pass several landmark ordinances. The most famous of which is the
Ordinance prohibiting the manufacture, sale and use of firecrackers in our city. This, of course,
has made Davao City the envy of other cities.
Another former council member who deserves the same appreciation is EMMANUEL
DELLERGAN GALICIA, SR. Nonoy also served for several terms in this distinguished body.
Among the landmark Ordinances he helped pass is the Ordinance on the implementation of the
Grow Micro Program Magnegosyo Ta Day. But, even before he joined the council, he served
as a Prosecutor for over 32 years. Nonoy is not only a pillar in the legal community and public
service but he is also a church leader as he has been a pastor for the Independent Baptist
Churches of the Philippines for many years.
Both Manong Vic and Nonoy have indeed been living exemplary lives. They were both
successful in their political and professional careers while balancing this with healthy family
lives.

Together with their respective wives, they have raised respectable and responsible

children. Manong Vics son, Hon. Victorio U. Advincula, Jr. is even one of our associates here,
while one of Nonoys daughters Emma Beth Galicia Estrella works with our Secretariat.
The two accomplished gentlemen are our role models whom we should try to emulate.
In line with this, I would like to ask to pass the following resolutions:
First, a Resolution commending the outstanding public service of Victorio Sabulana
Advincula, Sr.; and
Second, another Resolution commending Emmanuel Dellergan Galicia, Sr. for his
outstanding service as a public official.
