A BILL TO BE ENTITLED

Breeding Regulations for Dogs and Puppies
12PURPOSE SECTION
13 The purpose of this act is to provide consumers with increased reporting and
14record keeping of the conditions of dog breeding facilities by authorized
15veterinarians and veterinary facilities or 501C(3) organizations.
16PREAMBLE
17WHEREAS there are an estimated 10,000 breeding facilities in the United States and,
18WHEREAS over 167,388 dogs are kept in breeding facilities and,
19WHEREAS 40% of puppies purchased with held a disease and,
20WHEREAS 90% of puppies sold in pet stores come from breeding facilities and,
21THEREFORE BE IT ENACTED BY THE CONGRESS OF THE UNITED STATES OF
22AMERICA that every breeding facility in the United States maintain accurate and regular
23records regarding their facilities to increase the health and care of dogs and puppies.
24Puppy Mill means: an establishment that breeds puppies for sale, typically on an
25intensive basis and in conditions regarded as inhumane.
26Section 1 - ENACTMENT CLAUSE
27Every enclosure must have a minimum of 2 cubic feet per puppy and 5 cubic feet per
28adult dog. Enclosures may not have exposed wire bottom grates and each enclosure must
29be provided a 24 by 24 inch blanket. All dogs are to be provided with nutritionally sound
30meals including fresh water twice a day, and water bowls must be filled when empty.
31Enclosures must be cleaned at least three times a day. Breeding facilities located in
32climates with weather colder than 30F must keep the dogs indoors with a maximum of 1
33and a half hours exposure outside. Locations with temperatures of 80F or higher must
34keep the dogs in an air-conditioned room or provide them each an area of shade and
35ventilation. Breeding dogs must be examined by a veterinarian quarterly and puppies

36must be given a health check before adoption. Breeders must provide a statement of
37disclosure about any possible illness or conditions that are known at the time of adoption.
38Enclosure means: an area that is sealed off with an artificial or natural barrier.
39Section 2 - ENFORCEMENT
40A breeder or any person in charge of running the facility has 14 days to resolve any
41sighted violations by an inspector. If they fail to rectify the situation within 14 days the
42facility is subject to fines beginning at $1,000 per violation. If no effort is made to adhere
43to the standards the breeder is subject to a court order to shut down the facility.
44Section 3 - CLOSING SECTION
45To allow time for breeders to get their facilities up to date and finding a veterinary center,
46this bill will go into effect on February 1st, 2016.
47SECTION 4. All laws in conflict with this legislation are hereby declared null and void.
