Phase 2 Route (Vine Street to Clifton)


Cost Estimate to Relocate Duke Energy Gas & Electric Utilities

City of Cincinnati requested Duke Energy to provide approximate budgetary cost estimate to relocate Duke Energys
utilities based on 30% engineering drawings provided by Parsons Brinckerhoff. City started holding engineering
meetings in March 2014 to consider moving forward with this (Phase 2) of the streetcar project. Duke was requested to
provide budgetary estimates by 4/21/14 to City and Parsons Brinckerhoff. Meetings were held to initiate activities to
develop the estimates.
The following assumptions and conditions were identified for consistency. 30% Drawings were reviewed. Current
Clearance Agreements and Operating Agreements with the city would be followed, i.e 3 ft. clearance, Shutdown of
streetcar operations as needed for access and repair of Duke Energys equipment left within 3 to 8ft. clearance distances,
etc.
Budgetary estimates were developed as follows for the approximate 1.2 mile phase 2 streetcar route;
Electric Overhead Equipment; Replace, relocate and/or re-conductor of approximately 66 poles along the route for
additional height to accommodate the streetcar Overhead Catenary System (OCS) assuming the OCS poles are 30 ft. tall.
Estimate considers additional lift poles on the west side of Vine street to maintain service to customers and allow
clearance above the streetcar.

Underground Electric Equipment; Install new solid dielectric 3 phase underground transmission circuit from Charles
street substation to Rochelle substation (Glendora and Rochelle street). Estimate includes $ 7.76 Million for retirement of
existing Pipe Type equipment in Vine Street.

$33.7 Million

Gas Operations Equipment; Estimate was developed without any test holes or field verification of record drawings.
Estimate assumes no final restoration due to multiple utility relocation activities, similar to current work along phase 1 of
the streetcar project. Due to congested road along Vine street with 2 sets of streetcar tracks, Gas Ops assumes gas mains
could be installed beneath the sidewalks.
