Aujourd'hui, Les tudes de gestion des ressources humaines ont pris un grand importance
entre Les Managers et les Chercheurs, en particulier aprs qu'elle a confirm son rle substantiel
en soulevant l'efficacit et l'efficience des entreprises contre les dfis et la concurrence dans un
environnement trs vari, o le secret du succs de ces entreprises pour raliser ses objectifs ne
se situe pas seulement dans la capacit d'employer leurs ressources financires et matriels,
mais galement la capacit d'employer des ressources humaines plus efficaces et les encourager
dcouvrir leurs potentiels innovatrices.
Cette recherches a pour objectifs de dterminer le niveau d'adaptation des politiques de
gestion des ressources humaines aux collectivits locales, principalement au niveau du Wilaya,
a ce qui est connu galement parmi les spcialistes et les chercheurs dans ce domaine.
particulirement la lumire de l'intrt croissant du question rcente de la rforme des organes
et des structures de l'tat Algrienne en particulier la Wilaya, qu'il se passe invitablement par la
rforme et l'amlioration de leurs ressources humaines.
Cette recherche est divis en quatre chapitres, le premire forme le cadre thorique de cette
tude. le deuxime et le troisime chapitres expriment un mlange de thoriques et pratiques.
lors le quatrimes chapitre forme le cot
pratique de l'tude.
le premier chapitre s'est concentr aux politiques de gestion des ressources humaines en tant
que norme, et parmi les conclusions les plus importantes :
- Les approches modernes de gestion des ressources humaines s'oriente vers augmenter et
activer son rle dans la gestion des entreprises, o il est devenu ncessaire de dvelopper une
stratgie intgre de gestion des ressources humaines qui assure l'adaptation aux changements
rapides de l'environnement. donc les ressources humaine sont devenus la source de l'avantage
concurrentiel et la valeur ajoute;
- Les politiques de gestion des ressources humaines sont un ensemble de principes, varies d'une
entreprises l'autre, qui aident les entreprises a la prise des dcisions de gestion des ressources
humaine, concernant par exemple le recrutement, la motivation, le dveloppement,etc. En
outre, ces politiques ont plusieurs divisions, mais la diffrence entre ces divisions est en
formalit seulement, et il demeure le mme contenu qui reflte les fonctions de la gestion de
ressources humaines en gnral ;
Le deuxime chapitre montre les politiques de gestion des ressources humaine dans les
institutions et les administrations publiques en Algrie. parmi les rsultats les plus importants
de ce chapitre :
- Le systme de la fonction publique est le cadre qui rgit les politiques de gestion des
ressources humaine dans les institutions et les administrations publiques en algrie. et le
concept de "carrire" forme la base qui s'tablir ce systme ;
- le plan annuel de gestion des ressources humaines est la base qui oriente la gestion des
ressources humaines dans les institutions et les administrations publiques en Algrie, et ceci est
labor en forme de tableaux par l'tablissement public concerne dans le dbut de l'anne
aprs avoir le carnet des postes financires, et incarne ainsi le concept de la gestion
prvisionnelle des ressources humaines, principalement ce qui concerne le recrutement et la
formation.
En outre, Le troisime chapitre s'tait concentr sur l'organisation des ressources humaines
dans les collectivits locales particulirement au niveau du Wilaya en tant qu'elle est une
institution et administration publique. est parmi les rsultats les plus importants de ce chapitre :
- L'administration locale reprsente une forme de l'organisation administrative de l'tat, base
sur l'ide de la dcentralisation administrative, qui exige la distribution des pouvoirs et des
devoirs entre les structures centraux et les assembls populaires locales, avec une exigence de
contrler ces assembls par les structures centraux ;
- La Wilaya est une Communaut territoriale locale situe entre l'tat et la commune, qui a une
personnalit juridique et indpendance financire, et qui a des fonctions politique et
conomique, sociale et culturelle, qui vise raliser le dveloppement local en tant qu'un
condition pour raliser le dveloppement complet de la nation. en particulier, La Wilaya
emploie une combinaison varie des ressources humaines telles que les corps commun et
techniques.
De plus, le quatrime chapitre montre la ralit des politiques de gestion des ressources
humaines dans la Wilaya de MILA, et les compare avec les cots thoriques de l'tude. En
consquence, il nous a apparut que ces politiques essayent d'adapter apparent en rponse a ce
qui est connue parmi les chercheurs et les spcialistes de ce domaines, poses en ce sens sur les
lois et les rglements de l'tat qui dirige ces politiques. Mais ce que l'on remarque dans la
ralit est loin de cela, a cause des procdures et pratiques du bureaucratie qui ont un impact
ngatif sur la performance des ressources humaines employes, et ouvre la porte pour les
pratiques indsirables comme la ngligence et la destruction des proprits publique.
Finalement, on pose une srie de propositions qui peuvent probablement contribuer des
solutions pour certaines des erreurs que nous avons constat lors de notre tude de cas au
Wilaya de MILA. Parmi les propositions les plus significatives :
- La ncessit de crer un vrai dpartement a la Wilaya qui assure la gestion des ressources
humaines, non seulement des employs, et ont la donne l'autonomie ncessaire pour s'assurer
ses fonctions efficacement loin des pressions. et nous proposons galement de grer cette
dpartement par des spcialistes en gestion des ressources humaines;
- laborer un plant annuel complet de gestion des ressources humaines, touche tous les
domaines de gestion des ressources humaine prvus, et inclut aussi toutes les ressources
humaines employs, soit sur budget d'tat ou budget wilaya. dfinissant le dbut du mois de
Mai comme dernier dlai pour l'adoption de la premire partie de cet plant, quoi que les
circonstances ;
- Annuler le mode de recrutement "concours sur titre", et gnralis le recrutement avec
concours sur preuve et avec les examens professionnel ;
- La ncessit de Surveillance directe de la direction gnrale de la fonction publique sur tous
les concours pour le recrutement dans les fonctions publique au niveau national en
coordination avec les institutions concerns ;
- annuler les examens oraux dans les concours sur preuve et dans les examens professionnels,
et les remplacer par un examen crit indique les buts des examens oraux ;
- La ncessit d'annuler le seule option alternative de recrutement interne et externe (les
relatives des modles lgaux du recrutement), et on le remplace par un systme flexible inclut
plusieurs solutions de rechange pour choisir entre les deux manires de recrutement (interne et
externe) selon le nombre de fonctionnaires candidats au recrutement dans le grade concern ;
- la ncessit de soumettre les processus de recrutement sur budget de Wilaya aux mmes
conditions du choix entre les candidats spcifique de recrutement sur budget d'tat, dans la
mesure o confrent le statut de justice pour accder aux fonctions publique ;
- La ncessit de soumettre toutes les nouveaux recruts de au formation avant dbut de travail,
pour garantir une meilleure intgration et excution des nouveaux personnels ;
- Souligner le besoin des programmes de formation continus au profit du personnel du Wilaya,
pour corriger les insuffisances trouves dans leurs niveaux par rapport aux dveloppements
rapides de l'environnement, attachant bien sur ces programmes par une politique de motivation
pour avoir ces buts ;
- Devoir dvelopper le carrire du personnel, et prparer des brochures pour chaque corps ou
grade distribus tous le personnel concerns montrent les caractristiques et les fonctions du
fonctionnaire et comment dvelopper leur carrire par exemple, avec une engagement parfaite
du dprtement du personnel pour donner tous les clarifications ncessaires sur les questions du
personnel ;
- il faut adopter une nouvelle philosophie d'valuation du personnel bass sur "l'entrevue
d'valuation", afin d'identifier les dviations dans un opportun et les modifier sous un cadre
consultatif. et souligner des programmes de formation au profit des responsables tournent
autour des thmes du processus d'valuation des ressources humaines et comment dvelopper
le mcanisme juste avant, et en plus aussi des programmes concernant la motivation ;
- La re-analyse et re-description des postes en tant qu'intrts radicaux chargs par les services
de la fonction publique, et devraient tre impliques tous les institutions et les administrations
publiques concernes dans cette processus dans un cadre consultatif ;
- La ncessit de reconsidrer la structure des salaires identifis par les lois spcifiques
courantes de la fonction publique depuis 1985, qui n'est plus en conformit avec les
changements sociales et conomiques de l'environnement, avec la ncessit de se concentrer
sur les concessions et les rcompenses qui sont directement lies la performance et au nature
du poste occup ;
- La ncessit de fournir des postes financires pour le rglement du statut du personnel qui n'a
pas tir bnfice de la promotion dans le grade il y a long temps ;
- il faut donner un marge d'autonomie aux collectivit locales en ce qui concerne la gestion des
ressources humaines, pour garantir l'application, en plus des lois et des rglements en vigueur,
des modles techniques dans la gestion des ressources humaines permettent l'utilisation
optimale de ces ressources ;
- La ncessit d'loigner le contrefaire insens des lois et des rglements sur ce qui ont exist
dans les pays occidentaux particulirement en France, et il doit dcrter des lois flexibles de la
fonction publique, en concidrant le principe de participation les enrichir partir de la base.

Today, the studies of human resources management took large an importance between the
Managers and the Researchers, in particular after it confirmed its substantial role by raising the
effectiveness and the efficiency of the enterprises against the challenges and competition in a
very varied environment, where the secrecy of the success of these enterprises to carry out its
objectives is not only in the capacity to employ their resources financial and material, but also
the capacity to employ more effective human resources and to encourage them to discover their
potentials innovating.
This research aims to determine the level of adaptation of the policies of human
resources management in the local authorities, mainly on the Wilaya, has what is known also
among the specialists and the researchers in this field. particularly in the light of the interest
growing of the recent question of the Algerian reform of the bodies and the structures of the
state in particular Wilaya, which it inevitably occurs
by the reform and the improvement from their human resources.
This research is divided into four chapters, it first forms the theoretical framework of this
study. the second and the third chapters express a mixture of theoretical and practical. at the
time the fourth chapter the with dimensions one forms practices study.
The first chapter concentrated with the policies of human resources management as a
standard, and among the most important conclusions:
- The modern approaches of human resources management is directed towards increasing and
activating its role in the business management, where it became necessary to develop an
integrated strategy of human resources management which ensures the adaptation to the fast
changes of the environment. thus resources human became the source of the competing
advantage and the added value;
- The policies of human resources management are a whole of principles, vary from one
enterprise to another, which help the enterprises with the catches of the decisions of human
resources management, relating to for example recruitment, the motivation, the
development,etc. Moreover, these policies have several divisions, but the difference between
these divisions is in formality only, and this residence the same contents which in general
reflect the functions of the management of human resources;
The second chapter shows the policies human resources management in the public
institutions and administrations in Algeria. among the most important results of this chapter:
- The system of the public service is the framework which governs the policies of human
resources management in the public institutions and administrations in Algeria. and the concept
of career(statute) forms the base which to be established this system;
- The annual plan of human resources management is the base which directs the human
resources management in the public institutions and administrations in Algeria, and this is
elaborate in the shape of tables by the publicly-owned establishment concerned in the
beginning of the year after having the notebook of the financial post offices, and thus incarnates
the concept of the estimated management of human resources, mainly what relates to
of recruitment (intern and external) according to the number of the employed candidates to
recruitment in the rank concerned;
- need for subjecting the processes of recruitment on budget of Wilaya to the same conditions
of the choice between the candidates specific of recruitment on budget of state, insofar as
confer the statute of justice to reach in the public service;
- Need for subjecting all the new ones recruited to the formation before beginning of work, to
guarantee a better integration and execution of the new personnel;
- To underline the need for the continuous training schemes to the profit of the personnel of
Wilaya, to correct the insufficiencies found in their levels compared to the fast developments of
the environment, attaching well on these programs by a policy of motivation to have these
goals;
- To have to develop the career of the personnel, and to prepare booklets for each body or rank
distributed to all the personnel concerned show the characteristics and the functions of the
employed and how to develop their career for example, with an engagement perfect of
department of the personnel to give all the clarifications necessary on the questions of the
personnel;
- it is necessary to adopt a new philosophy of evaluation of the personnel based on the
interview of evaluation, in order to identify the deviations in convenient and to modify them
under an advisory framework. and to underline training schemes to the profit of the persons in
charge turn around the topics of the process of evaluation of human resources and how to
develop the front mechanism right, and in also of the programs concerning the motivation;
- Re-analyzes and Re-description of the posts as radical interests charged by the department of
the public service, and should be implied all the public institutions and administrations
concerned in this process within an advisory framework;
- Need for reconsidering the wage structure identified by the current specific laws of the public
service since 1985, which is not any more in conformity with the changes social and economic
of the environment, with the need for concentrating on the concessions and the rewards which
are directly related on the performance and the nature of the occupied post;
- The need for providing financial post offices for the payment of the staff regulations which
did not draw benefit from promotion in the rank long time ago;
- it is necessary to give a margin of autonomy to the community local with regard to the human
resources management, to guarantee the application, in addition to the laws and of the
payments in force, of the technical models in the human resources management allow the
optimal use of these resources;
- The need for moving away to counterfeit it foolish laws and payments on what existed in the
Western countries particularly in France, and there must issue flexible laws of the public office,
by considerate the principle of participation to enrich them starting from the base.

The subject of the research study is dealing with human resources management
(HRM) policies applied in local authorities, principally at the prefecture (wilaya), with
the objectives of determining the extent to which the pattern of human resources
management at the prefecture matches what is commonly known among the specialists
and the researches in the field of human resource management.
Our research study is based on four main chapters, where the first concern with the
theoretical context of human resources management. whereas the second and the third
chapters are expressing a mixture of both theoretical and practical matters related to
human resources management policies applied into public institutions and
administrations in Algeria, and its organization into the prefecture.
further to that, the final chapter express, purely, the experiment work, which studying the
reality of human resources management policies applied with the prefecture of Mila.
The first chapter is divided into four subchapters, after a presentation of some notions
related to human resources management field in the first subchapters, the second deals
with the procurement policies, which is composed for the analyzing and describing the
posts, the human resources planning, and recruitment. while the third subchapter present
a Motivations policies, and in the fourth subchapter we introduce the human resources
development and maintenance policies.
In addition, the second chapter is divided Into three subchapters, the first of which has
been dedicated to the study of the public service with the emphasis the case of Algeria.
which the rest of the other subchapters are organized in a way to clarifies policies of
procurement and motivation of human resources, and development and maintenance,
applied in Algerian's public institutions and administrations.
Furthermore, the third chapter contains two subchapters, in the first we introduce the
characteristics of local public administration system in Algeria and its evolution with the
highlighting of the prefecture, while in the second subchapter we present the structure of
the human resources employed at the prefecture and highlighting their recruitments, their
missions and their classifications.
Finally, the fifth and the last chapter is divided into three subchapters, after the
presentation of the prefecture of Mila and the structure of the human resources employed
in it, we introduce in the second and third section the procurement policy, the
development, the motivation and the maintenance policy at the prefecture of Mila. As a
result it appeared to us that these policies try to act in response to what is among the
researches and the specialists in the field trough government regulations. what is noticed
in the reality is far away from this, which is due to bureaucracy practices which have a
negative impact on the human resources performance, and open the door for undesirable
practices like negligence and the public sites destroying.
