Research Question: Should the government fund womens shelters?
Working Thesis Statement: The government should fund womens shelters.
Refined Thesis Statement: The government should fund womens shelters because if the
government does not provide the fund, then the shelters will shut down and the women will have
no safe place to turn to.

Although domestic violence has experienced a recent boost in awareness, shelters around
the country are still struggling to overcome the funding insufficiency which directly affects their
ability to provide resources for women and children fleeing abuse. The Mary Kay
Foundation(SM) is awarding grants to 150 domestic violence shelters in all 50 states, the District
of Columbia, Puerto Rico and Guam. The funds that the Mary Kay Foundation(SM) provides to
the 150 shelters provide the necessities to nearly 400,000 women and children. In 2014 nearly

700 womens domestic violence shelters applied for funding from the Mary Kay
Foundation(SM), however only 150 shelters were awarded grants. This article is useful to the
research because it shows that someone is trying to help fund domestic violence shelters so that
they stay open.

Governor Andrew M. Cuomo announced New York will be receiving more grants for
programs that serve domestic violence victims across the state. The funding is provided through
the Federal Family Violence Prevention and Services Act. Funding is split into two different
types of grants, a non-competitive grant and competitive grant. The non-competitive grants were
awarded to domestic violence programs in smaller counties with fewer resources, while the
competitive grants were based on county poverty rates, type of model, county Child Protective
Services reporting rates, regional office ratings, and racial equity and cultural competence. This
article is useful to the research because it proves that the government is aware of domestic
violence and wants to help prevent it.

In Missouri about 15 domestic violence shelters have been denied the state grant fund, or
the Emergency Solutions Grant (ESG). This Grant provides up to $50,000 for each shelters
annual budget. Without the money being provided towards the shelter many things could happen

to the shelter. The budget cuts in the domestic violence shelters could leave many women and
children with no place to go. The House of Hope is one of the domestic violence shelters that
was denied the state grant money. The director of the shelter is now worried because she does not
know where she will find the money to keep the doors of the shelter open. This video is useful to
the research because it tells how many shelters are depending on government funding to keep the
shelter operation going.
