2014-2015 Budget Plan
Early childhood programs should be fiscally sound. This allows the program to better meet the
needs of the children and the parents they serve.
As educators and active members of the community, at NHLB Child Development Center we
engage in and encourage our students eagerness to learn and problem solve.
Through the practice of Vygotskys active learning and our anti-bias developmentally appropriate
curriculum, NHLB Child Development Center is devoted to helping infants, toddlers, and
preschoolers explore their identities, and to enjoy learning through the practice of challenging
activities in diverse cultures and learning environments. Considering every child has different
learning strengths, at NHLB Child Development Center we assist our students in fulfilling their
developmental domains to the highest extent possible. This is made possible by meeting
Maslows hierarchy of needs gaining and actively participating in conversation, increasing the
childs independence, and creatively participating, all the while facilitating a safe environment.
Both outside and inside the classroom at NHLB Child Development Center, parents, guardians,
community members, and government officials actively and appropriately encourage the desire,
devotion, and opportunities placed before the children.
At NHLB Child Development Center, we are more than teachers, we are; friends, role models, a
communication system and educarers of your children. Because your children come first, we
strive to make their learning experiences memorable ones. We assure you your children will
come home happy, healthy, and successful young members of society.
event that a student has an Individualized Education Plan (IEP) or and Individualized Family
Service Plan (IFSP), the center requests that the family submits the document to ensure we put
the guidelines into practice. Nevertheless, the document is protected by privacy laws and
families do not have to provide the information if they do not wish to do so. However, children
with IEP/IFSP will be promises undivided attention from the NHLB Staff. Itinerant staff from
outside agencies may provide services to the children. Itinerant staff includes, but is not limited
to, TSS, Speech Therapist, Occupational Therapist, etc.
The following schedule is tentative for our Toddler and Preschool Classrooms (Morning
and Afternoon Sessions):

School-age students arrive anywhere between 3:00-4:30 and are dismissed by 6:30.
Transportation (2)
In order to create the best learning environment possible, the director, cooperating teachers, and
teacher aides need ample time to arrive and prepare for the school day. Children are to arrive
promptly between 8:00AM/1:00PM-9:00AM/2:00PM. When arriving late, children are to be
walked into the center with a parent/guardian present to sign them in. The NHLB staff will assist
children one-by-one out of their cars and into the center at arrival and visa-versa at dismissal. We
ask that parents have their cars in park at this time.
Parents are required to designate emergency pick-up personnel on the All About Me form. If
the pick-up changes (and if carpool exists), the center requires written documentation of that
change.
Space
In accordance with Pennsylvania Department of Public Welfare, NHLB Child Development
Center abides by 55 Pa. Code, Chapter 3270.61. The indoor space dimensions for each age group
are as follows (same for morning and afternoon sessions):
Infant Room: 24x18= 432 sq. ft. (allows 10 infants, only 6 enrolled)
Toddler Room: 28x20= 560 sq. ft. (allows 14 toddlers, only 12 enrolled)
Preschool Room: 32x26= 832 sq. ft. (allows 20 preschoolers, only 18 enrolled)
School Age Room: 36x28= 1008 sq. ft. (allows 25 school age, only 24 enrolled)

Preschool Space: 48x42=2,016 sq. ft. (allows 31 preschoolers, only 18 enrolled)
School Age Room: SAME AS PRESCHOOL (allows 31 school age, only 24 enrolled)
