Director, Elections Compliance Unit
Louisiana Secretary of State Office

Dear Mr Day:

This letter serves as a formal complaint against the Claude Mauberret Campaign for Assessor
in New Orleans, Louisiana, with a request that they be ordered to cease and desist any further
potentially illegal activity.

In the week beginning January 18, 2010, several thousand voters in New Orleans Council
Districts A and B began receiving the attached flyer regarding Assessor candidate Janis Lemle.

The flyer states it was produced by a group called “Citizens for Fair Assessments” which has
never been registered as a Political Actions Committee with the Secretary of State. Based on your
rules governing campaign and election materials, that potentially makes the production and
distribution of the flyer illegal.

The postage number on the flyer is “33,” which strongly suggests the flyer was printed at and
sent from M Press (4100 Howard Avenue, New Orleans, LA 70125). The Mauberret Campaign is
the only assessor campaign that has repeatedly used M Press. Additionally, one of the Mauberret
Campaign’s chief consultants, Bill Schultz, is not only notorious for producing such slanderous
campaign material, but he has frequently done so with M Press.

We request immediate action against the Mauberret Campaign for the production of the flyer,
and an order requiring them to no longer engage in illegal and immoral campaign activities.

Please feel free to contact me if you need any further information. Thank you very much.

Yours very truly,

Shaun B. Rafferty, Esq., Chairman
