Dear Colleagues,
Back in November after President Obama announced his executive actions on immigration, I
began co-chairing the Task Force on New Americans along with Cecilia Muoz, Director of the
White House Domestic Policy Council. Today, after months of assessing existing federal
initiatives on immigrant integration, interacting with stakeholders, and listening to public
recommendations, we released a report titled Strengthening Communities by Welcoming All
Residents: A Federal Strategic Action Plan on Immigrant and Refugee Integration. The report is
available at whitehouse.gov/newamericans.
This report outlines an immigrant integration plan that will advance our nations global
competitiveness and ensure that the people who live in this country can fully participate in their
communities.
This initial action plan provides specific recommendations on how to:

Build welcoming communities;


Strengthen existing pathways to naturalization and promote civic engagement;
Support skill development and entrepreneurship while protecting new American
workers; and
Expand opportunities for immigrants to learn English.

The task force members, who come from 16 federal departments, agencies, and White House
offices, will begin implementing the recommendations outlined in the action plan over the
coming months. We intend to continue engaging with stakeholders at local and national levels,
and to further refine and review the plan.
