of Your Babys Birth Certificate House Bill 6891: AN ACT CONCERNING ACCESS TO BIRTH RECORDS BY SCHOOL SUPERINTENDENTS. The Connecticut Parental Rights Coalition strongly opposes this amendment. HB 6891 gives private, privileged information on babies and their parents to Superintendents and to undefined authorized agents. It is a gross violation of privacy. There are no security provisions for the handling of documents or, penalties for its misuse. There is no notice to parents or informed parental consent. This bill poses harm to babies, children and families, by subjecting them to CTs unregulated data sharing, selling and exchange of ownership. As such, CPRC calls for CT Representatives to vote NO on HB 6891. The Commissioner of the Department of Public Health, Jewel Mullen, MD, testified against HB 6891in public hearing on March 16, 2015 as unnecessary to give districts enough information to achieve their goals.
