The Need for a Network Parameter Management System
Maintaining quality services is indispensable in Malaysias competitive cellular markets. However, DIGI realized that it was also
vital to control the time, effort and skills it had been investing
in solving network problems in order to keep operational costs
under control.

Being a multi-vendor network with massive


expansion and rapid growth over the years, the
operator recognized that the management of data
and handover parameters had become increasingly difficult to control. With the launch of DiGis
WCDMA network nationwide, this task was made
even more critical especially in the areas where
the network performed; Inter-System Handover
(e.g. between WCDMA and GSM channels),
between BSS and core network (i.e. BSC/RNC to
MSC), and Intra-Frequency Handovers (e.g. across
multi-vendor equipment within the same
frequency band).

handover environment without ensuring parameter consistency are dropped calls due to incorrect handover parameters between 2G and 3G
systems. Such drop calls, if not resolved immediately, would eventually impact network quality
and reduce customer satisfaction.
