combinationofDeputyministerforTelecommunicationAffairsdirectorateGeneralof
Telecommunications.TheaimofestablishingofCRAwastoexecutegovernmentalpowersas
wellassupervisionandexecutivepowersoftheMinistryofInformationandCommunication
Technologytoregulateradioandcommunicationmatterssothatasasupervisoryfoundation,it
couldpavethegroundsforcompetitivemarketoftelecommunicationandincrement,promotion
andoptimizationofservicequality.Runningthesecretariatandsupervisingoverexecutionof
ratificationsofCommunicationsRegulatoryCommissionisanotherpartoftheCRA'sduties.

In2006,CRAissuedanordertoallregisteredISPstolimitprovidingInternetconnectionsto128
kbps.ThisordermadeIrantheonlycountryintheworldtohaveinstitutedanexplicitcapon
Internetaccessspeedforhouseholds.
Whatisthecurrentlawsituation:
Althoughitisstillinorder,therearealternativesforADSLanddialupconnectionsavailablein
themarketsuchasWiFiandWiMax.This,tosomeextent,coversforsaidspeedlimitationby
offering128kbps256kbps512kbps1Mbps,3Mbps,and5Mbps.tosomeextent.However,
thecostofWiMaxconnectionandthefactthatonly

WiMaxconnectionswithonlyonecoveringallprovincesandthepartialcoveringoftherest
yetcountforimpedimentstohighspeedconnections.

Thebanremainswiththeexceptionofuniversitiesandprivatebusinesseshavingaccessto
highspeedbroadbandservices.Inpractice,however,therearemoreoptionsavailabletobypass
thisregulation.
Istherealobbycampaignagainstthislaw,ifyes,whosbehindit:(names+links
topubliccontentaswebsites,blogs,FBpage,Twitter,etc,..)
InresponsetotheintensecriticismsfromtherepresentativesofParliamentbackin2006,itwas
suggestedthattherestrictionswouldbeliftedoncemoreeffectivecontentcontrolmechanisms
wereimplemented.
