McCarthy: EPA aiming for June with 2014 RFS

EPA' s final renewable fuel standard volume mandates for 2014 should be out in the next three
months, EPA Administrator Gina McCarthy told two House Energy and Commerce
subcommittees today.
"We are hoping for a June timeline. If I can do it earlier, I'd like to,'' she said in reponse to a
question from full committee Chairman Fred Upton.
"We have certainly heard from many folks on the Hill here that they didn't appreciate the
proposal that came out,'' McCarthy added, saying that the agency plans to take into account "a
lot of good data" the agency has seen since then. She did not indicate just how the agency might
change the proposed rule.
In the 2014
EPA for the first time dialed back the amount of ethanol it required refiners
to blend into the nation's fuel supply. The agency said it was reacting to developments in the
energy markets that have occurred since Congress established and updated the RFS in 2005 and
2007, such as a boom in domestic oil drilling and lower-than-expected demand for gasoline.
EPA has a mixed response in Congress for the move, but heavy pressure to backtrack from a
group of pro-ethanol senators.
The final rule is due by the prior November each year, but EPA is typically late, Upton pointed
out, noting that the 2014 mandate is not yet final. He asked if EPA will be able to be on time
moving forward.
"Hope springs eternal,'' McCarthy said. "I'm hoping we can do better. One of the things we tried
to do with this proposal is to try to provide more certainty moving forward."
