SENATE BILL 5078

WHAT IS IT?
Funding recovery programs for persons with mental illness
and chemical dependency disorders.

Twenty-two percent of the proceeds from the marijuana excise


tax that are deposited in the Basic Health Plan Trust Account
must be used to fund evidence-based or research-based
intensive community interventions shown to promote recovery
and reduce the need for inpatient hospitalization for persons with
mental illness or persons with co-occurring mental illness and
chemical dependency disorders (Senate Bill Report, 2015).
Programs include; evidence-based and research-based programs, Peer
bridger programs, Mobile Crisis Outreach, Crisis stabilization, crisis
triage, inpatient transition support programs, and supported housing.
These programs can be more easily accessed by those whose primary
care does not cover these services.

WHAT ARE THE BENEFITS OF THIS BILL?


Reducing the need for inpatient hospitalization can help support the
economy by keeping people working in their communities.
These programs promote a healthier community by offering
sustainable services that help transition those who suffer with mental
illness and chemical dependency back into their community.
