LEGISLATIVE ACTION REGARDING PROHIBITING CERTAIN SUBSTANCES FROM PUBLIC RIGHT OF

RECOMMENDATION:
That Council considers legislative action to further prohibit substances from being applied to the public right of way
in order to mitigate safety concerns.
BACKGROUND:
Recently we have become aware of a new substance that has been used to provide messages on public right of way.
This substance can become slippery under wet conditions. In the interest of protecting the safety of the public, it
has been recommended that the use of this and other substances creating similar concerns should be prohibited.
Legislative action would include amending Section 521.04, regarding Sidewalk Obstructions; Damage or Injury, and
legislation accepting the annual painting of strawberries on the City's streets based on a specific map. In light of the
pending 2015 Troy Strawberry Festival, we are requesting that the legislation be considered as emergency measures.
REQUESTED ACTION:
It would be appreciated if you would assign to a Committee of Council consideration of legislation discussed herein.
