Appendix A: Plumbing Permit Fee Schedule General Comments _ Appendix A is a sample, guide or prototype of a permit fee schedule. Once established, the schedule should be made available to all plumbing contractors to ald them In preparing bids and applying for permits. This sample fee schedule will more than likely have to be modified to ac- ‘count for local contractor licensing laws, local practices ‘and the typical work seen in the particular Jurisdiction. The Ultimate goal Is to develop a fee schedule that is fair to all permit applicants. The permit fee schedule needs to bal- ance the revenues necessary for department funding without becoming @ financial burden to the contractors and building owners purchasing the plumbing permits. Purpose Section 106.6 requires that fees be collected for the Issu- ance of plumbing work permits. The purpose of these fees is to supportthe departmentof plumbing inspection. Many department costs must be funded, Including inspector sal- aries, clerical worker: Salaries,’ legal assistance .costs, office space costs, equipment casts, insurance costs, ed- uation costs and, transportation costs, The majority of pl inspection departments are elther totaly or per- tially funded by permit fees. is ‘Section 106.6.2 requires the creation of a permit fee schedule: for permit! issuance. in. the jurisdiction. This schedule sets the ‘ees for permils based on the total cost ‘of the proposed work or the total number of fixtures, de- vices, water and drainage outlets and systems or some ‘combination of the above. Some jurisdictions simply charge a fee for he number of each type of fixture; others ‘charge a fee based on a percentage ofthe total plumbing job cost. For example, 2 $10 fee per $1,000 of job cost ‘would be a t-percant fee. In all cases, the fees must be determined at the local level based on the needs of the plumbing department. The fees will be dependent upon the emount of funding, if any, that the plumbing cepart- ment receives from sources other then permitfees. ce en see Permit Issuance 1. For issuing each permit... 2.
