I continue o he concerned about financial management issues atthe Washington Metropolitan Area Transit Auhorty (WMATA), Accordingly. fally suppor the actions taken last yearby the Board of Directors overhaul procurement and financial contol, policies, and procedures in order to restore sound financial management and ensure compliance with all Tegal and regulatory equtements 1 was therefore surprisedto lear of the WMATA contract that involves the resignation of WMATAs former General Counsel, Ms. Kary Pett and her immediate retention as a “consultant” contractor ‘Kathryn Pet, PLLC” Lreviewed a copy ofthe contract that has browsht to ight a litany of very ‘conceming procurement regularities, most notably section X. () ofthe contract, “Officials Noto Teneft” which clearly states “No member oF employee ofthe Authesity ra local public Body during his tenure or one year thereafter shall have any intrest, iret onde, in ths contacto the proceeds Thereof” Ms, Pett was the WMATA General Counsel uni the dite of her resignation on January 23, 2015, Ms. Pets consulting contract was executed on the same day January 23,2015. Ms. Pet clearly has a iret imerest “inthis contractor the proceeds thereof." and such “intrest” is clearly within the one year Deiod after her tenure as General Counsel, which isin direct contavention of section X If there are extenuating circumstances to justify this apparent confit of interes and breach of contact, ‘would welcome the exphnation.
