Uncontrolled if printed Page 2 of 52 LNG Plant Project , Operating Manual - Acid Gas Removal & Hot Oil 157883-011-CG-MA-0001 Re PERU LNG Executive Summary ‘The Peru LNG Plant Project is to be constructed in Pampa Melchorita, situated on the west coast of Peru, approximately 170 km South of Lima. CB&l's work encompasses treatment of the inlet gas, liquefaction, LNG storage, ship loading facilities, power generation, plant utilities, and related ancillary buildings and systems, Feed gas will arrive by a high pressure pipeline to the site from the Camisea Gas Project in the Camisea region, 500 km east of Lima. The gas delivery pressure at the plant inlet ranges from 81 bara to a maximum of 150.2 bara under line pack conditions. The feed gas to the LNG facility has been processed to remove virtually all propane and heavier components at the Malvinas facility located upstream near the gas production in the Camisea region. The Acid Gas Removal Unit (AGRU) is used to remove the CO, from the feed gas to give a ‘sweet gas’ with acceptable levels of CO, (less than 50 ppm(v)) for the downstream LNG liquefaction process. This Operating Manual describes the commissioning, operations and maintenance requirements for the Acid Gas Removal Unit (AGRU) facilities supplied on the Peru LNG site. Health and Safety aspects are also considered. Operating Manual - Acid Gas Removal & Hot Oil 157883-011-CG-MA-0001 Revision C1 Kista Ca} 1 INTRODUCTION Acid Gas Removal (AGR) ‘The AGR unit is used to remove carbon dioxide (CO;) from the feed gas to give a ‘sweet gas’ with acceptable levels of CO: (less than 50 ppm(y)) for the downstream LNG liquefaction process. The process is a licensed proprietary design from BASF using a proprietary solvent solution of activated Methyl-Di-Ethanol-Amine (aMDEA) which reacts with the CO> in the gas in an exothermic reaction. The process has a continuous circulation loop of aMDEA solvent where the clean ‘lean’ solvent is contacted with the process gas at high pressure and reaction with CO, takes place giving a ‘rich’ aMDEA solvent solution. The ‘rich’ aMDEA solvent is then regenerated at low pressure using heat to boil off the CO, and revert back to a lean solution. The design of the AGR unit allows for a possible future design condition where the regeneration gas from the dehydration unit is recycled and mixed with the inlet feed stream. Acid gas contaminants in the natural gas (principally CO;) are removed to acceptable levels by amine absorption. Acid gas contaminants are removed by counter-current contact of the feed gas with the circulating amine solution in the AGR Absorber (C-1101). The inlet feed gas at 18°C and 75.4 bara is cross exchanged in the Inlet Gas Heat Exchanger E-1105 with the treated gas leaving the AGR Absorber to raise the feed gas temperature to 35°C. The higher gas temperature is required to promote the reaction of the CO> in the feed gas with the amine solution in the absorber. The sweet treated gas exits the absorber at 58°C and 74.8 bara. C-1101 has two beds of packing to contact the gas and circulating solvent. The column also has a hydrocarbon skimming compartment in the liquid sump section which can be used occasionally to collect any oil/heavy hydrocarbon liquid layer that may accumulate in the column. This occasional operation would be carried out manually by the operators by adjustment of the fevels in the bottom of the column to allow overflow into the compartment. The compartment is drained manually to the Amine Solvent Sump Drum (V-1106). Alter the CO, is removed the treated gas is cooled to between 11°C and 34°C by cross exchange with the feed gas in E-1105. This also condenses water from the gas stream that is picked up in the amine absorber. The cooled gas enters the Treated Gas Wash Drum (V-1105) where make-up water is used to wash the gas stream and remove amine carryover from the sweetened gas. The vessel has three trays to contact the treated gas with the demineralised water. The wash water is supplied from the Demineralised water system and the flow is controlled by the adjustable stroke reciprocating type AGR Water Make-up Pumps (P-1 105A/B) which operate on a duty and standby basis. The make-up water and the condensed water from the Treated Gas Wash Drum (V-1105) are sent under level control to the HP Flash Vessel (C-1103) to act as water make-up to the amine unit. The treated sweet feed gas from V-1105 at 43°C and 74.2 bara is then sent to the Dehydration unit Treated Gas Air Cooler (E-1301). The sweet gas quality is monitored by a CO; gas analyzer AT-111001 in the outlet line from V-1105. Page 5 of 52 LNG Plant Project , Operating Manual - Acid Gas Removal & Hot Oil peau LNG 157883-011-CG-MA-0001 Revision C1 1.2 ‘Amine Regeneration The rich amine solvent leaves the bottom of the AGR Absorber (C-1101) at 74.9 bara and 39.7°C under level control and is flashed to 5.5 bara in C-1103. The vessel has 3 trays at the top to wash the flash gas with the reclaimed wash water stream from V-1105 and a section of packing for degassing the flashed aMDEA below the aMDEA inlet The column also has a hydrocarbon skimming compartment in the liquid sump section which can be used occasionally to collect any oil/heavy hydrocarbon liquid layer that may accumulate in the column. This occasional operation would be carried out manually by the operators by adjustment of the levels in the bottom of the column to allow overflow into the compartment. The compartment is drained manually to the Amine Solvent Sump Drum (V-1106). Flash gas from the HP Flash Vessel is fed via a back pressure control valve to the LP fuel gas system, which operates at 5 bara. The rich amine solution from the HP Flash Vessel is then heated against lean amine in the plate type exchanger AGR Rich / Lean Solvent Cooler (E-1103), before being passed under fevei contro! to the top of the AGR Regenerator (C- 1102). In the AGR Regenerator the acid gases are thermally stripped from the amine solution. The AGR Regenerator has 3 trays at the top to aid reflux then two sections of packing with each bed having a liquid distributor, a chimney tray for the reboiler liquid draw-off and liquid sump at the bottom of the column for the reboiler liquid return. The AGR Regenerator also has a hydrocarbon skimming compartment in the bottom liquid sump section which can be used occasionally to collect any oil/ heavy hydrocarbon liquid layer that may accumulate in the column. This occasional operation would be carried out manually by the operators by adjustment of the levels in the bottom of the column to allow overtiow into the compartment. The compartment is drained manually to the Amine Solvent Sump Drum (V-1 108). The kettle type AGR Regenerator Reboilers (E-1104A & B) use 170°C hot oil from the hot oil system to reboil the amine at the bottom of the AGR Regenerator (C- 1102). The hot oil system operates with a maximum oil temperature of 170°C to avoid degradation of the amine solution in the reboiler. The water in the overheads gas from the AGR Regenerator is condensed in the AGR Regenerator Overhead Condenser (E-1102) air cooler at 50°C. The water is retumed from the AGR Regenerator Reflux Drum (V-1104) as reflux under level control to the stripper tower by the AGR Regenerator Reflux Pumps (P-1102 A/B) which operate on a duty/standby basis. The overhead vapour from the AGR Regenerator Reflux Drum is vented directly to the atmosphere by a back pressure controller. The lean amine solution from the AGR Regenerator bottoms is cooled from 114°C. to 58°C by cross exchange with the rich amine solution in the AGR Rich / Lean Solvent Cooler (E-1103). The lean amine solution is then pumped to 10.4 bara by the AGR Lean Solvent Booster Pumps (P-1101A/B) to the AGR Lean Solvent Charge Pumps (P-1103A/B) where it is raised in pressure to 81.4 bara. The high pressure lean amine satution from the AGR Lean Solvent Charge Pump is cooled in the AGR Lean Solvent Cooler (E-1101) to 50°C, and returned to the top of the AGR Absorber. Both sets of pumps are operated on a duty/standby basis. Page 6 of 52 LNG Plant Project ) Operating Manual - Acid Gas Removal & Hot Oil 157883-011-CG-MA-0001 Revision C1 ee 13 14 A slipstream of the amine solution from the discharge booster pumps is passed under flow control through a set of filters to remove solids and hydrocarbons from the lean amine solution and returned back into the pump suction. The filtration is required to maintain the performance of the AGA primarily fo reduce foaming caused by build-up of heavier hydrocarbon fractions in the aMDEA to reduce erosion. There are three filters in series, these being; 2 S101 AGR Lean Solvent Filter _- particulate filter * §-1102 AGR Solvent Carbon Filter - activated carbon filter © $1103 AGR Solvent Afterfilter - activated carbon fines filter Provision is made for the injection of antifoam using portable containers at the AGR Regenerator Reflux Pumps (P-1102A/B) and the AGR Lean Solvent Charge Pumps (P-1103/B). Amine Storage/Recovery The aMDEA solution is made up/stored in the Solvent Tank (T-1101) which has a nitrogen blanket gas arrangement to prevent degradation of the solvent by oxygen and corrosion in the AGR circuit. The aMDEA solvent will be supplied in drums or containers and transferred by portable pumps in to the tank. Demineralised water is added manually to the tank to dilute the solvent to the desired concentration. The contents of the tank can be mixed by circulation or transferred to the AGR Regenerator (C-1102) by the AGR Solution Make-up Pump (P-1 106). . The AGR unit has a dedicated closed drain system allowing recovery of the aMDEA solvent to the AGR Solvent Sump Drum (V-1106). This vessel is located in an in-ground sump and is provided with a nitrogen blanket system to avoid the ingress of any air to the circuit and a demineralised water connection for solvent dilution. The vessel contents can be transferred to the Solvent Tank by the AGR Solvent Drum Pump (P-1104) through the Solvent Drum Sump Filter (S-1104) which removes any particulate contamination. V-1106 also has a connection for complete emptying via a vacuum truck for inspection which also can be used for solvent make-up. The drum also has a hydrocarbon compartment which can be used to skim off any layers of oil residue that may accumulate in the drum. This skimming operation would be manual by adding demineralised water to fill the compartment and induce overflow into the compartment. Any recovered oil would be removed by vacuum pump. Hot Oil General process heating, primarily for AGR regeneration reboilers, inlet gas heating, and fuel gas heating is provided from a circulating hot oil system using two direct fired heaters. The direct fired heaters are rated for 96 GW/hr for the normal operating case and 118 GJ/hr for the start-up case to provide reliability and adequate capacity for all potential scenarios. The hot oil system provides heat to: * Inlet Gas Hot Oil Heater, E-1001. AGRU Regeneration Reboilers, E-1104A/B. * HHP Fuel Gas Heater, E-5203. The equipment associated with the Hot Oil system, Unit 4100, is located within the Common area of the plant. The hot oil storage facility (T-4101 & P-4102) is provided for charging and making up losses (from leakage and maintenance drains) for the hot oil system. PERU ING 24 OVERVIEW OF THE PROCESS The Acid Gas Removal Unit (AGRU) is located between the Infet Area (Unit 1000) and the Dehydration unit (Unit 1300). The AGRU is required to remove CO, contained in the feed gas supply to less than 50 ppmvy, in the treated gas stream, to prevent freezing of CO; and blockage in the downstream liquefaction unit. ‘The proprietary BASF aMDEA (activated MDEA) has been selected as the solvent for CO, removal. During initial plant operation the feed gas to the LNG plant will contain 0.57 mol% CO,. However, it is anticipated that the CO, concentration may increase up to a maximum of 1.5 mol% in the future. Therefore the AGRU is designed for a CO, concentration of 1.5 mol%, The AGRU is designed to operate with the CO, concentration ranging from 0 to 1.5 mol% in the feed gas supply. The unit is also designed to turn down to 15% of design feed gas flow during start-up. Feed Gas Conditions and Compositions The feed gas supply to the LNG plant is from the Camisea Gas Plant, an NGL facility, where the heavy hydrocarbons, propane and heavier, are Separated and removed from the natural gas. In this process the natural gas is dried such that it contains less than 1 — 2 ppmy of water. : The CO, concentration in the feed gas supply will vary over the life of the project. The feed gas supply is not expected to contain any elemental sulphur nor any sulphur compounds. The acid gas removal unit design is based on two main operating cases, the normal case with a CO, concentration of 0.57 mol%, and a design case with a CO, concentration of 1.5 mol%. The feed gas supply temperature at the LNG plant battery limit will vary between 11 and 21°C. As the pressure is let down in the inlet area from the supply pressure to the LNG plant operating pressure there will be a cooling effect, significantly cooling the gas to well below the supply temperature. The gas supply temperature to the AGRU will be controlled to approximately 18 °C by the inlet gas hot oil heater. In addition to the natural gas feed, the AGRU will also be required to treat the spent regeneration gas recycled from the downstream molecular sieves. The design case for the AGRU includes the addition of spent regeneration gas to the natural gas feed. The regeneration gas recycle flow (30,830 kg/hour) ties into the feed downstream of the Inlet Gas Heat Exchanger (E-1105). The molecular sieve bed may pick up some of the residual CO) in the treated gas. The CO; picked up by the molecular sieve may peak into the regeneration gas at some Point in the regeneration cycle, but is still expected to be only in the ppmy range. 3, The dehydration recycle stream is not dry. 4, The composition of the regeneration stream is very similar for all feed gas CO. concentrations. For design purposes it has been assumed to be the same for all feed gas CO, concentrations. Treated Gas Conditions ‘The AGRU treated gas shall be guaranteed to meet the following specifications: * CO; concentration to less than 50 ppmv The AGRU treated gas specification shall be satisfied for all natural gas feed compositions (as defined in section 2.1). Acid Gas Product The CO, waste gas stream is vented directly to atmosphere at a safe location, HP Flash Gas Product ‘The HP flash gas vessel operates at 5.5 bara and vents the flashed vapour into the LP Fuel Gas system. The amine is a 40 weight % aqueous solution Design Case The design case for the AGRU is feed gas containing 1.5 mol % CO, at a feed temperature of 18°C plus the spent regeneration gas recycle stream. Equipment design is specified to enable plant operation at a tumdown to 60% of gas flow, and for the initial gas feed composition (0.57 mol% CO;) Equipment Design Margins The AGRU equipment has no design margin except for those items req BASF performance guarantees. These are: * Lean Solvent Booster Pump, 5% on flow * Lean Solvent Charge Pump, 5% on flow * Regeneration Reboiler, 5% on reboiler duty. Guarantees BASF gives the following guarantees on aMDEA for the AGRU: . Feed gas throughput for AGRU: —_ As specified in Section 2.1 CO, spec. in treated gas: 50 ppmy Solvent circulation rate: As calculated + 5% Reboiler duty: As calculated + 5% “As calculated” represents the maximum calculated value of all the design cases. No further margins (over and above the 5% for the solvent circulation pumps and the reboiler) have been added to BASF's heat and material balance for the controlling case for Acid Gas Removal Unit equipment and line sizing. Turndown, Flexibility and Run Length Turndown The AGRU is designed to 60 % turndown of the natural gas feed rate. The dehydration recycle stream flow remains unchanged at the 60% natural gas tumdown rate, However, the unit is capable of operating at 15% of the design feed gas flow during start up. Flexibility The AGRU design is sufficiently flexible ta handle the vatiations in the natural gas feed flow rate, composition, and temperature. The lean solvent circulation rate can be varied with respect to feed gas flow and feed gas CO, content to minimise the reboiler duty and hence reduce fuel gas consumption in the fired heaters. This is conditional on maintaining stable operation of the AGRU. Design Information for Hot Oil System (Unit 4100) ‘A maximum operating temperature of 180°C (normal operating temp. 170°C) will be used to prevent degradation of the solvent in the acid gas removal unit. The design of the Hot Oil System is based on Therminol-5§ consisting predominantly of hydrocarbons with carbon numbers in the range of C20 through C50. The hot oil is anticipated to last. 15 years and will only require make-up, no replacement. The hot oil design conditions tor the LNG Plant are as follows: * Pressure: 15 barg / Full Vacuum . Temperature: 200°C Hat Oil ‘The Hot Oil Unit consists of the following items: Hot Oil Storage Tank, T-4101 Hot Oil Transfer Pump, P-4102. Hot Oil Expansion Drum, V-4101. . Hot Oit Circufation Pumps, P-4101A/B. Hot Oil Heaters, H-4101 A/B. Hot Oil Slipstream Filter, S-4101 The Hot Oil Circulation Pump, P-4101A/B draws oil from the expansion drum to the hot oil heaters (H-4101A/B) where it is heated to 170°C. The hot oil outlet temperature controls the fuet gas to the heater. Each user has its own temperature control, varying the oil flow with process duty. A common bypass under pressure differential control maintains a constant flow through the heater. Each return combines into a common header back downstream of the expansion drum. The expansion drum provides a buffer for variations in the system volume and allows the removal of gasses generated from degradation of the hot cil or leaks into the hot oil system. The drum is blanketed with nitrogen to maintain a constant system pressure during changes in system volume and to exclude air. The hot oil circulation pump will start automatically on low differential pressure. The stand by pump is kept warm with a bleed around its check valve. The hot oi! from draining of equipment during maintenance will be discarded. Environmental ‘The AGRU meets or exceeds all environmental emission requirements established by the World Bank. Vapour Emissions The acid gas stream from the regenerator is routed to atmosphere at a safe location. Dispersion analysis of the acid gas stream has been performed, using PHAST, to demonstrate that vapour emissions are within the Workplace Exposure Limits. Solvent storage tanks have a dyke. Solid Emissions Filtration systems are employed that minimize the amount of waste generation. Subject to environmental approval, spent filter cartridges shall be sent to a suitable landfill or thermally incinerated. Flare PSV releases from the Absorber, Regenerator and the Flash Vessels are sent to the Wet Gas Flare system. Reference Documents Acid Gas Removal (Unit 1100) . Normal Hot Oil return temperature: 130°C, Cooling Medium All AGRU cooling requirements (Condenser, Lean Solvent Cooler etc) are performed using air cooling. The design air temperature for AGR lean solvent cooler is 19°C and 30°C for the AGR Regenerator Overhead Condenser. Both include an allowance of 1°C above the design air temperature to allow for the impact of hot air recirculation, The ambient air temperature ranges between: ‘Maximum: 29°C, Normal (plant design) 18°C Minimum: 11°C, Wash Water/Make Up Water The LNG facility does not have boiler feed water or steam condensate. The water used to replace losses in the AGRU or to dilute premix AGRU solvent to operating strengths must be free of minerals or contaminants that could increase solvent losses. The water make up quality should meet the tollowing specifications: max. 1 to 2 ppmw of Cl” max. 3 ppmw of Na* max. 3 ppmw of K* max. 5 ppmw of Si. max. 10 ppmw of dissolved Fe. max. 50 ppmw for total hardness, expressed in terms of Ca?" max. 100 ppmw of suspended solids, max. particle size 10ym, max. 35 % (wt.) of these, i.e. 35 ppm (wt. in range of 5 to 10 um, remainder below 5 ym. © Electrical conductivity @ 25°C should be less than 10uS/em. Plant demineralised water meets this requirement and will be used as make-up along with recycled water from the Dehydration Unit. Nitrogen Nitrogen is used in the AGRU to prevent air ingress and to blanket atmospheric equipment such as storage tanks or sump vessels. The nitrogen must be free of oxygen. AMDEA for make up is stored in the Solvent Tank. The activator toss may be greater than the MDEA loss. Initial start-yp requires flushing of the plant with a 3% potash (KsCQ;) solution. If potash is not available, tr-sodium phosphate or sodium carbonate may be substituted. PROCESS AND OPERATING PRINCIPLES Equipment Description, AGR Inlet Gas Heat Exchanger (E-1105) The Inlet Gas Exchanger is a horizontal counter current flow shell and tube exchanger. The exchanger is designed to pre-heat the 1.5 mol% CO, feed gas at 18°C and 75.4 bara to 35°C by using the hot treated AGR Absorber overheads. The exchanger is designed with a fouling factor of 0.0018 m’K/W and a maximum allowable pressure drop of 0.5 bar for both the shell and tube side. The design condition of the Inlet Gas Heat Exchanger is 83 barg and 70°C. AGR Absorber (C-1101) The AGR Absorber is a 23m (tan to tan) carbon stee! column, with a maximum design pressure and temperature of 83 barg and 80°C. The column comprises of two packed sections (each 7m high). The CO, rich feed gas enters the AGR Absorber above the column maximum liquid level and below the bottom packed section. Each packed section comprises of high performance random packing (Koch-Glitsch’s Intalox Metal Tower Packing no. 50). The packing material is of stainless steel construction and is supported and held down by random packing grids, each with a minimum of 95% open area. ‘The other internals present within the AGR Absorber are as follows: + Demister — this is located at the top of the AGR Absorber. This provides a liquid separation efficiency of 99% at 15 um diameter droplets with a clean operating pressure drop less than 0.5 mbar. * Inlet distributor/teed pipe — this is designed to evenly distribute the lean solvent entering the AGR Absorber across the cross sectional area of the liquid distributor, which in turn provides good distribution of liquid to the packed bed below, + Liquid distributor — this is located at the top of each packed bed section to evenly distribute Jean solvent across the cross sectional area of the packed beds. ‘* Bed limiters — this is located at the bottom of each section of packed bed and is designed to retain the individual packing pieces during any minor process upsets whilst not interfering with the liquid flow from the distributor above. * Feed Gas Inlet Device ~ a slotted device for flow distribution * Packing in hemispherical head — Intalox Metal Tower Packing no. 70 is located at the hemispherical head at the bottom of the column to avoid/minimise entrainment of gas and to provide a liquid residence time of 30 seconds. * Anti swirl baffle — located at the liquid outlet nozzle. The column also has a hydrocarbon skimming compartment in the liquid sump section which is used to collect any accumulation of hydrocarbon liquids. This compartment is then manually drained to the AGR Solvent Sump Drum, V-1106. Treated Gas Wash Drum (V-1105) Gas leaving the AGR Absorber is cooled down the 43°C by cross exchanging with the Inlet Feed Gas via E-1105. The treated gas is then washed with demineralised water to remove any amine carryover from the sweetened gas in the Treated Gas Wash Drum: The Treated Gas Wash Drum is a vertical, carbon stee! vessel designed for 83 barg and 70°C. This vessel is equipped with a 150mm thick stainless steel demister pad which provides a liquid separation efficiency of 99% at 15um diameter droplets and a clean operating pressure drop below 0.5 mbar. The vessel also contains three bubble cap wash water trays, constructed of stainless steel. The wash water at the bottom of the drum is removed under level control via LV- 111002 to the HP Flash Vessel. HP Flash Vessel (C-1103) Rich amine leaving the AGR Absorber under level control is sent to the HP Flash Vessel and flashed to 5.5 bara to recover any entrained gases in the solvent. Wash water from the Treated Gas Wash Drum and reject water from the Dehydration system is also routed to the HP Fiash vessel. This also aids washing of the flash gas recovered from the rich amine. Flash gas under pressure control is routed to the LP Fuel Gas system. The HP Flash Vessel is a vertical, carbon steel vessel with stainless steel cladding designed for 10.7 barg and 80°C. The vessel consists of a 3 m stainless steel packed bed and a vortex breaker located at the bottom liquid outlet. The HP Flash Vessel also contains a hydrocarbon compartment in the liquid sump section which can be used to collect any heavy hydrocarbon liquids that may accumulate in the vessel. This occasional operation requires manual operator intervention to adjust the column liquid level to allow overflow into the hydrocarbon skimming compartment. This compartment is then manually drained to the AGR Solvent Sump Drum, V-1106. AGR Lean/Rich Solvent Coolers (E-1103 A/B) Rich amine from the HP Flash Vessel is heated against the lean amine in a single pass, counter current plate and frame exchanger. There are two 100% exchangers, operating on a duty/standby basis and each exchanger is designed for 12 barg and 370°C. The temperature and pressure of the lean amine exiting the AGR Lean/Rich Solvent coolers are monitored via TI-111023 and PlI-111023. A high exit temperature from E- 1103A/B will initiate the AGR Absorber trip and AGR Lean Solvent Booster pump trip. AGR Regenerator (C-1102) Rich amine solution is removed from the bottom of the HP Flash Vessel under level control via LV-111013 and passed to the top of the AGR Regenerator. The top section of the AGR Regenerator consists of a demister pad with three calming section trays for washing the acid gas with the returning reflux. The packing material is of stainless steel construction The feed inlet arrangement and liquid distributor of the regenerator are designed to handle the fiashing liquid stream entering the column. The liquid sump section of the AGR Regenerator is designed for 6 minutes residence time at the design solvent flow rate. The AGR Regenerator also has a hydrocarbon skimming compartment in the liquid ‘sump section which is used to collect any accumulation of hydrocarbon liquids. Due to the high operating temperature this should only be used during start up or shutdown, whilst the system is relatively cold. The ‘quid level in the AGR Regenerator is manually adjusted to enable hydrocarbon skimming, with the hydrocarbons routed to V- 1106. AGR Regen, Overhead Condenser (E-1102) Saturated acid gas leaving the top of the AGR Regenerator is cooled to 50°C in the AGR Regenerator Overhead Condenser and returned to the AGR Regenerator Reflux drum, V-1104, The condenser is a stainless steel, finned fan air cooler consisting of a single bay with 2 fans. The exchanger is designed to operate with an ambient air temperature of 30°C, which includes a 1°C allowance for hot air recirculation and a maximum allowable pressure drop of 0.2 bar. . AGR Regen, Reflux Drum (V-1104) ‘The AGR Regenerator reflux drum is a vertical, stainless steel vessel designed for 9.3 barg and 100°C. The vessel collects vapour and liquids condensed in the upstream AGR Regenerator Overhead condenser, E-1102. The vapour is vented to atmosphere via a 12” butterfly valve, operating on back pressure control. The liquid reflux is retumed to the AGR Regenerator under level control, regulated by LIC-111045, by the AGR Regenerator Reflux Pumps, P-1102A/B. On low low liquid level, an independent level transmitter LT-111046 will stop the AGR Regenerator. AGR Regen. Reflux Pumps (P-1102 A/B) ‘The AGR Regenerator Reflux Pumps are two 100% stainless steel, centrifugal pumps with a rated flow of 8m’/h and differential head of 52.8m. These pumps are designed for the maximum reflux and operate on a duty/standby basis. AGR Regeneration Reboiler (E-1104 A/B) The AGR Regenerator Reboilers are horizontal, kettle type reboilers used to reboil the amine at the bottom of the AGR Regenerator. Each reboiler provides 50% of the total required duty and utilises hot oil from the hot oil system. The hot oil system operates with a maximum hot oil temperature of 170°C to avoid thermal degradation of the amine solution in the reboiler. The AGR Regenerator Reboilers are of carbon steel construction with stainless steel tubes. The design conditions for the reboilers are 10 barg and 200°C on the shelt side and 15 barg and 200°C on the tube side. The lean amine solution is then pumped to 10.4 bara by the AGR Lean Solvent Booster Pumps, P-1101A/B to provide sufficient NPSH to the AGR Lean Solvent Charge Pumps, P-11034/B, These pumps are two 100% stainless steel, centrifugal pumps with a rated flow of 351m*%hr and differential head of 89.3m. The pumps are designed for the maximum solvent flow rate, including a 10% slip stream recycle through the solvent filters and operate on a duty/standby basis. AGR Lean Solvent Charge Pumps (P-1103 A/B) The AGR Lean Solvent Charge Pumps are two 100% stainless steel, centrifugal pumps with a rated flow of 320m*%hr and discharge head of 712m. The pumps are designed for the maximum solvent flow rate and operate on a duty/standby basis. AGR Lean Solvent Cooler (E-1101) Lean solvent being pumped into the AGR Absorber is finally cooled to 50°C in the AGR Lean Solvent Cooler, E-1101. The AGR Lean Solvent Cooler is a finned fan air cooler consisting of a single bay with two fans. The cooler is designed with a maximum allowable pressure drop of 2 bar to allow high tube velocities to promote heat transfer. The air cooler also has variable pitch fans, controlled by the lean amine solvent outlet temperature and manual adjustable louvers to ensure that the lean amine solvent temperature remains above 50°C AGR Lean Solvent Filter ($-1101) The AGR Lean Solvent Filter is the first in a series of three, used to remove solids, solvent degradation products and hydrocarbons. The filtration system is required (0 maintain the performance of the AGR by reducing foaming caused by build up of heavier hydrocarbon fractions and solids in the amine solution. The filter is a 150# carbon steel, cartridge type filter designed for 10% of the lean solvent flow rate. The filter is designed for a particulate separation efficiency of 99.5% of 5um or larger. The pressure drop across the filter is 0.1 bar during clean service, with a maximum pressure drop of 0.5 bar during dirty service. The design conditions of the filter are 17 barg and 80°C. AGR Solvent Carbon Filter (S-1102) The AGR Solvent Carbon Filter is a vertical, 150# carbon steel vessel with an ID of 2.8m and T/T height of 3.3m. The filter medium is Activated Carbon Norit 1-3 and is designed for a minimum residence time of 36 minutes. The pressure drop across the activated carbon bed during clean service is expected to be less than 0.1 bar, whilst the maximum dirty pressure drop across the filter bed is 0.5 bar. The AGR Solvent Carbon Filter is also designed for 17 barg and 80°C. Solvent Tank (T-1101) The Solvent Tank is a fixed roof tank with a nominal diameter of 6000mm and nominal height of 10900mm. The tank is nitrogen blanketed with a normal working capacity of 268m: (1685 bbl) and maximum capacity of 277m? (1740 bbl). The tank is designed for a maximum pump in rate of 294m3/h and maximum pump out rate of 12.7m¥h. The design external and internal pressure of the tank is Smbar and ‘16mbar respectively, with a maximum design temperature of 70°C. AGR Solution Make up Pump (P-1106) The AGR Solution Make-Up Pump is designed for a capacity of 12,7m‘%h and a differential head of 36m. The pump capacity is based on a loop filling time of 48 hours is not spared. AGR Solvent Sump Drum (V-1106) The AGR Unit has a dedicated closed drain system which allows recovery of the amine solution to the AGR Solvent Sump Drum, V-1106. The AGR Solvent Sump Brum is a horizontal, carbon steel vessel with an intemal diameter of 3000mm and T/T length of 10250mm. The drum has a capacity of 260m°. The AGR Solvent Sump Drum is located in a sump below grade, and provided with a nitrogen blanket to prevent air ingress. It is also provided with a demineralised water connection for solvent dilution as well as a connection for the removal of the contents by a vacuum truck. This same connection can also be used for solvent filling from drums. The drum also has a hydrocarbon compartment which can be used to skim off any oil residue which may accumulate. AGR Solvent Sump Pump (P-1104) The AGR Solvent Sump Pump is a submerged pump designed for a capacity of 25min, AGR Solvent Sump Filter {S-1104) The AGR Solvent Sump Filter is a carbon steel, cartridge type liquid particulate filter designed for a removal efficiency of 99.5% of 5jm or larger. ‘The pressure drop across the filter is 0.1 bar during clean service, with a maximum pressure drop of 0.5 bar during dirty service. The design conditions of the filter are 10.3 barg and 80°C. AGR Water Make up Pumps (P-1105 A/B) The demineralised water used to remove any amine carryover from the treated gas is supplied from the Demineralised Water system. The flow is controlled by a variable speed reciprocating type AGR Water Make-Up Pumps, P-1 105A/B. The AGR Water Make-Up Pumps are two 100% stainless steel positive displacement pumps which operate on a duty/standby basis and are designed for a maximum capacity of Sm. HP Flash Vessel Off Gas Line The HP Flash Vessel Off-Gas Line is designed for 200% of the design flash gas flow rate. Rich Solution Line Vibrations, caused by 2-phase flow, may occur in the rich solution line downstream of the HP Flash Vessel. In order to avoid damage to the rich solution fine, it is designed for two phase flow. Solvent Velocities To avoid erosion corrosion, lines are sized such that solvent velocities do not exceed 2 m/s in lines made from carbon steel. An optimum velocity of approximately 1.5 m/s has been targeted. Corrosion Allowance For columns, vessels and piping of carbon steel, a corrosion allowance of 3 mm is used Analyser The treated gas line has a CO, analyzer. ‘Sampling Solvent samples (to measure solvent concentration, activator level or water content) should preferably be taken downstream of the Lean Solvent Cooler. Equipment Description, Hot Oil Hot Oil Storage Tank (T-4101) The conically roofed hot oil tank is constructed of carbon steel and is 8m in height and 3.6m in diameter. The maximum fil height of the tank is 5.6m giving a working capacity of 50m?, The tank operates at a pressure of Smbarg which is maintained using a nitrogen blanket and vent to atmosphere. The slight positive pressure is required to prevent air ingress which minimises oil degradation and prevents water ingress. A draw-off sump is provided in case water does accumulate in the tank. The tank is used to store make-up hot oil for the hot oil system. When make-up to the system is required, hot oil is pumped from the tank using the Hot Oil Transfer Pump (P- 4102) into the Hot Oil Expansion Drum (V-4101), Uncontrolled if Printed Page 21 of 52 LNG Plant Project d Operating Manual - Acid Gas Removal & Hot Oil © PERU LNG 187883-011-CG-MA-0001 Revision C1 43.2 43.3 4.34 43.5 The tank is filled by road tanker from a connection fitted in the P-4102 suction line and is sized for 120% of truck volume. Hot Oil Transfer Pump (P-4102) The Hot Oil Transfer Pump (P-4102) is provided for filing the hot oi! system from Hot Oil Storage tank (T-4161). The transfer pump shall be started and stopped manually due to the intermittent service. The pump is a Flowserve centrifugal type unit powered by a 10 HP (7.5 kW) General Electric motor. The rated capacity of the unit is 14.7m%h with a differential head of 37.2m. Hot oil is drawn from T-4101 and pumped to the hot oil expansion drum (V-4101). Minimum flow protection is provided by a restriction orifice in the pump recycle line that returns to the tank T-4101. Hot Oil Expansion Drum (V-4101) The drum is a horizontally mounted, cylindrical, carbon stee! vessel located at the system high point which provides the buffer volume for hot oil as it expands and contracts with varying temperature. It is 10m (T/T) long with an 1D of 3.1m and a maximum liquid level of 2.8m to provide a working volume of approximately 65m? (3 times the expansion volume). The capacity allows time for operator correction due to losses, leaks, maloperation, expansion and contraction. The vessel operates at a pressure of 0.2 bary and under a nitrogen blanket to reduce the possibilty of hot oil degradation. The drum also provides separation of any gas from oil and process leaks, routing any gas to the wet gas flare. Initial fill and any make-up of the hot oil system is via the hot oil expansion drum inlet nozzle. In normal operation there is no flow through the drum; hot oil is circulated around the system with the hot oil expansion vessel located on a branch from the return header. Hot Oif Circulation Pumps (P-4101A/B) The Hot Oil Circulation Pumps (P-4101A/B) provide the driving force to circulate hot oil to. the hot oil heaters and then the users. The pumps are 2 x 100% with one operating continuously. The pump is a Flowserve centrifugal type unit powered by a General Electric motor with @ rated power of 331kKW. The rated capacity of the unit is 1420m%h with a differential head of 62m. Minimum flow protection is provided by flow control through FV-141046 which opens to allow a flow back to the pump suction via the retum header. A slipstream of hot oil is taken from the pump discharge upstream of the recycle line to flow through the Hot Oil Slipstream Filter (S-4101). Hot Oil Heaters (H-4101 A/B) Two 50% heaters are installed to provide heat to the hot oil for use in the inlet gas hot oil heater (E-1001), the AGR regeneration reboilers (E-1104A/B) and HHP fuel gas heater (E-5203). Hot oil is pumped to the heaters by the Hot Oil Circulation Pumps (P- 410148). The heaters are fired with fuel gas from the low pressure fuel gas system which feeds 6 (per machine) Hamworthy low NOx burners. Each burner has an associated pilot which is electrically lit by a manual push button. Pilot flame detection is by ionisation rods; main burner flame detection is by fireeye. Under normal operating conditions the Hot Oil Heater, H-4101 A/B duty is based on heating the oil from 130°C to 170°C. A maximum operating temperature of 180°C is used to prevent degradation of the solvent in the acid gas removal unit. Temperature control valves within L-4101A/B control fuel gas flow rate to correct the fired heater duty and heater turndown. The heaters are controlled to remain within their minimum turndown by flow control on FIC-141011A&B which regulates the hot oil system by-pass valve FV-141011. The heaters are each rated for 38.3 Gu/hr (10.6 MW) for the normal operating case and 59.1 GJ/hr (16.4MW) for the start-up case to provide reliability and adequate capacity for all potential scenarios. Hot Oil Slip Stream Filter (S-4101) The Hot Oil Slip Stream Filter (S-4101) is @ woven glass filter provided to remove any accumulation of particulates over time. It is designed for 122m’/h (approximately 10% of the maximum hot oil circulation flow rate). The hot oil will be routed through a filter and back to the return header upstream of the outlet of the expansion drum. Flow to the filter is set by manual adjustment of a globe valve to meet the desired flow rate. Pre-commissioning covers those activities required to bring the unit to a “ready for commissioning” condition following construction. In general, it consists of inspection, checking and testing activities required to ensure that all components of the unit are property installed and mechanically complete. The most important requirement is that the unit can be started up in a controlled, efficient and safe manner. The information and procedures described hereafter concer the preliminary operations for the first start up of a new unit. Procedures are slightly adapted for normal and subsequent start-up. Preparation Prior to Initial Start up The requited pre-commissioning activities include, but are not limited to, ensuring that the following requirements are satisfied: Step Activity Completed 1_| All safety equipment is in place and is fully operable, All pipe-work has undergone pressure testing, cleaning and/or flushing and draining. All vents and drains must therefore already be closed. A nitrogen (ie. oxygen free) atmosphere must be maintained to reduce degradation of the aMDEA solvent. Note: The aMDEA make up section of the unit has a lower design pressure than 0.2barg and will be inerted accordingly. (Commission PCV-111056 and establish the nitrogen bianket ‘on the system. This will require the hydraulic seal on the overflow line to be installed). 13 The system has been completely punch listed and all necessary punch items have been signed off. All pre- commissioning test documentation has been completed and signed off. Ensure that the following safety considerations are in plac - Step Activity ‘Completed 1 All necessary fire fighting equipment and facilities are available, Unit 7600. The Fire and Gas detection system has been fully commissioned and is available with all outstanding alarm and trip indications cleared. All pressure safety valves must be ‘in test’ and correctly lined Up. All temporary blinds must have been removed. All other pressure relief devices (i.e. bursting discs etc) must be correctly installed All personnel must be fully briefed on the start-up procedure and their responsibilities at this time 6 All necessary Risks Assessments, Method Statements and Permits to Work must be in place. SAFETY AND HEALTH CONSIDERATIONS 64 General 6.1.1 Permit To Work System 6.1.1.1 Purpose During plant operation it is necessary to take all practicable steps to protect personal safety, assets, property and the environment, and to conserve material resources. This will be achieved through the Permit to Work System. Essential features of the Permit to Work System are: ‘Aclear definition as to who may authorise particular work and who is responsible for specifying the necessary precautions. Instruction and continuous training in both the issue and receiving of work permits. Monitoring to ensure that permit procedures are being followed and that the system functions correctly. All work will be assessed and granted written permission to proceed by the issue of a work permit. The Work Permit will: Specify the conditions and impose limitations under which potentially hazardous work may be carried out. Control entry into contined spaces that might contain, or might have contained, a hazardous atmosphere or material. Ensure that the safe conditions established at the time of issuing the work permit remain so throughout the operation. 6.1.1.2 Function The functions of a Permit to Work System are as follows: To ensure the appropriate authorisation and control by Permit Authorities for all work other than routine activities. To inform those carrying out the work of the potential hazards of the work and the precautions and safety equipment required. To ensure that the work site is prepared and safe before work commences. To ensure that work starts and continues to be carried out, in a safe manner and that safety in the surrounding areas is not jeopardised, To enable a number of unrelated jobs to be carried out, possibly in close proximity, safely and with the full knowledge of the person(s) in charge. To provide a written record to show that the method of work and any precautions needed have been specified and checked by competent persons. To provide checks that the work site is returned to its original state. To provide a system of formally handing over responsibility for the work site at the commencement and completion of the work. Provide an opportunity to obtain a second opinion, where necessary, to minimise errors of judgement or the taking of short cuts which may increase risks. Uncontrolled if Printed Page 44 of 52 LNG Plant Project ¢ Operating Manual - Acid Gas Removal & Hot Oil = PERU LNG 157883-011-CG-MA-0001 Revision C1 6.1.2 6.1.3 6.1.4 Operator Training All hydrocarbons and chemicals can be dangerous if not properly handled therefore the operators should be thoroughly acquainted with the hazardous properties of all materials in use and should be properly trained in the correct procedures for handling these materials, Because of the hazardous nature of the some of the materials being used and stored in the Plant it is necessary to carry out regular inspections of all items of equipment, piping and valves. Any leaks must be reported immediately and remedial actions, which may include a unit shutdown, initiated as soon as possible. ‘The operators should familiarise themselves with the location and use of fire fighting equipment i.e. hydrants, hose reels, monitors, deluge skids, extinguishers, and safety equipment i.e. safety showers, eye baths, breathing apparatus and all other safety equipment installed on the units. In addition the operators should be thoroughly familiar with basic first aid measures and should be able to take appropriate action in case of an incident. Periodic practice drills, and more specifically fire fighting drills should be carried out in order to instruct operators in the hazards involved and the proper emergency actions required to ensure that the maximum protection for both personnel and equipment is achieved, Fire Hazards The first action to be performed on discovery of a fire, (regardless of size), is to raise the alarm and evacuate personnel from the hazard area immediately. In this way adequate support in the form of trained fire fighting personnel and mobile fire fighting equipment will be rapidly mobilised to assist in dealing with the fire. Then, should the incident escalate, personne! and equipment are already on the scene and prepared. Before attempting to tackle a plant fire of any magnitude the operators must be aware of the nature of the fire. It is essential that they are familiar with the capabilities and limitations of any particular piece of fire fighting equipment (e.g. water must not be used on an electrical fire; burning liquid spills should be tackled with foam, not water, etc). Operating personnel shall not endanger themselves while attempting to deal with a fire. White small scale fires can be tackled with hand held extinguishers or steam lances, major fires should be dealt with from a distance using deluge systems, firewater monitors and fire hoses. The operators should familiarise themselves with the location and the details of operation of all fre fighting and safety equipment. It is the responsibility of the Safety Officer to periodically check the fire fighting and safety equipment to ensure that all systems are in full working order. Any items which are noted as being faulty, non-functional or missing should be immediately reported to the Safety Officer. Personnel Protection Equipment Safety showers and eye wash stations are located within buildings, in process areas and utility areas, wherever there is a hazard of chemical spillage or splashes. They are self-contained and supplied with potable water. Piping is insulated where necessary to prevent high water temperatures due to solar radiation. Upon activation of an eyewash station or safety shower an alarm shall be generated at ‘the control room. Operators and maintenance crews attending pipe fittings, valves, etc. on LNG duty shall wear gloves, face shields and suitable clothing to protect them from frost bite and cold splashes of LNG and liquid nitrogen. These personnel protection devices shall protected against the cold liquid temperatures for at least 10 minutes. Hot and Cold Surfaces and Steam Leaks Particular attention should be taken to PPE regarding personal injury resulting from hot and cold services and steam leaks. Despite personnel protection i.e. insulation, cages etc there is always a potential for direct contact between hot/cold surfaces and the skin which can result in skin buns. The appropriate clothing including gloves, overalls with long sleeves etc must always be worn on site. More serious is the possibilty of coming into contact with an unexpected steam leak, hence safety goggles should also be worn. It is important to note that superheated steam leaks can not be seen and therefore particular care should be exercised when in the vicinity of superheated steam lines. On no account should a superheated steam leak repair be carried out on a pressurized system. The system should instead be first shutdown and depressurized. * Material Safety Information for aMDEA. This section contains information about the physical and hazardous properties of aMDEA,. Included is information on the toxic nature of the substance, physiological effects of exposure and first aid procedures to affect recovery from methanol poisoning. ‘The procedures outlined in the following pages are offered as a quide only. Adherence to the information detailed_on the current Material Safety Data Sheet (MSDS) accompanying the delivery of the chemical to site is mandatory. Avoid liquid, mist or vapour contact, Skin contact or inhalation may cause sensitization of the skin.
