ORDER
During South West monsoon (01.06.2012 to 30.09.2012), the State has received an
average rainfall of 631.1 mm as against normal rainfall of 624.1 mm, with a deviation of (-)1%.
However, in Ananthapur district the deficit was (-)24% until 28.09.2012, when heavy rainfall
was recorded due to a low pressure system that developed from 29.09.2012 to 3.10.2012
reducing the deficit to (-)19%, as on 30.09.2012.

As per the Andhra Pradesh Handbook for Management of Drought, 1995 and Manual for
Drought Management published by Ministry of Agriculture, Govt of India, 2009, the proposals
for declaration of drought should be examined with reference to the following norms and the
Collectors should send specific report to the government taking Mandals as a unit:
a) Deficiency in rainfall of (-) 25% and above in Mandals where the annual normal
rainfall is more than 1000 mm., followed by (-) 20% and above in Mandals where
the annual normal rainfall is 750 mm to 999.9 mm and (-)15% and above in
Mandals where the annual normal rainfall is less than 750 mm i.e 749.9 mm.
b) Compression/reduction in the cropped areas of 50% and above under all principal
crops.
c) Normal reduction in crop yields of 50% and above, comparative with average
yields. However, in the case of high input oriented (seed rate heavy and cost also
prohibitive) crops like groundnut, Bengal gram, hybrid sunflower etc. reduction in
yield of 40% and above also should be reckoned as affected by drought, yield
compared with previous 5 years.
d) Dry spells and its impact on crop damages.
e) Normalized Difference Vegetation Index (NDVI)
f) Moisture Adequacy Index (MAI)

The National Agricultural Drought Assessment and Monitoring System (NADAMS), instituted by the National Remote Sensing Centre (NRSC),
issues a bi-weekly drought bulletin and monthly reports on detailed crop and seasonal condition during the kharif season. These present the
Normalized Difference Vegetation Index (NDVI) and Normalized Difference Wetness Index(NDWI) from the data obtained from National
Oceanic and Atmospheric Administration- Advanced Very Wide Field Sensor (WiFS) data. These reports provide quantitative information on
sowings, surface water spread and Distrcit/Tehsil/Taluk/Block level crop condition assessment along with spatial variation in terms of maps. At
present, 11 agriculturally important and drought-vulnerable States of Andhra Pradesh, Bihar, Gujarat, Haryana,. Karnataka, Maharashtra,
Madhya Pradesh, Orissa, Rajasthan, Tamil Nadu and Uttar Pradesh are covered through these reports.
The values obtained for a given NDVI always ranges from-1 to +1. A negative number or a number close to zero means no vegetation
and a number close to +1 (0.8-0.7) represents luxurious vegetation. For declaring drought, States need to obtain NDVI values through the
NADAMS. All the above- mentioned States receive NADAMS reports on regular basis. Those States which do not receive the report could
approach the NRSC for receiving the information. It is necessary that the States declare drought only when the deviation of NDVI value from the
normal is 0.4 or less. However, the NDVI value needs to be applied in conjunction wioth other indicators and values. The NDVI must not be
invoked for the declaration of drought in isolation from the other two key indicators.

Moisture Adequacy Index (MAI), which is based on a calculation of weekly water balance, is equal to the ratio (expressed as a percentage) of
Actual Evapo transpiration (AET) to the Potential Evapo Transpiration (PET) following a soil water balancing approach during a cropping
season., MAI is obtained by using the following equation:
MAI = AE/PE
where, AE is actual evapotranspiration and PE is portential evapotranspiration (in %) during different phonological stages of a crop.
Water balance calculation takes into account the soil characteristic, crop growth period and water requirements of major crops.
Drought is specified crop wise on a real-time basis.
MAI values are critical to ascertain agricultural drought. The State agriculture
department needs to calculate the MAI values on the basis of data available to it and provide it to the Department of Relief and Disaster
Management, which would ascertain that MAI values conform to the intensity of moderate drought as shown in the table above before
drought is declared. As mentioned above, MAI values need to be applied in conjunction with other indicators such as rainfall figures, are under
sowing, and NDVI values.

The District Collectors were instructed in the Video Conference held by Honble
Minister for Revenue with the District Collectors on 05.10.2012, to submit the proposals as
per the above criteria for declaration of Drought affected Mandals. In order to scrutinize the
proposals received from the District Collectors, and to recommend, the names of the Mandals
to be declared as drought affected, the Government constituted a Committee as per
G.O.Rt.No.233, Revenue (DM.II) Dept., dt:14.11.2012, with the following members to meet and
scrutinize the proposals received from the District Collectors and recommend names for
declaring as Drought affected Mandals for Kharif, 2012..

The Committee constituted as in the reference 15th read above met on 29.11.2012 and
Group for Scientific Review of Drought affected Mandals lists of Rev (DM) Dept & National Crop
Forecasting Center (NCFC) met on 12.12.2012 and examined the proposals received from the
Collectors, NCFCs report and considering the criteria and other factors finally suggested 234
Mandals in 9 Districts as eligible for declaration as Drought affected Mandals during Kharif,
2012. The particulars are as follows:

The Committee further observed that the following categories of Villages & Mandals
shall be deleted from the list of mandals as Drought affected at the time of notification of
villages by the respective District Collectors concerned.
a. Exclusion of Villages & Mandals covered by Irrigation Projects:
The District Collectors shall exclude the Villages and Mandals which are covered with
Major and Medium Irrigation Projects subject to the condition that water for
cultivation / irrigation was supplied / released by I&CAD Dept., during Kharif, 2012.
b. Exclusion of Urban Mandals
The Urban Mandals shall not be declared as drought affected for the purpose of
enumeration of crops damaged due to Drought. However, Urban Mandals in the may
be considered as Drought affected for the purpose of supply of drinking water.

Government after careful examination and keeping in view of the reports furnished in
the references cited above, have decided to declare 234 mandals [as Annexure-II] as drought
affected. The District Collectors concerned shall issue the notification in the District Gazette as
mentioned in Annexure-I in the Telugu language, which is the Official Language of the State,
as per the Andhra Pradesh Official Languages Act, 1955, besides being popularly and
affectionately referred to as Italian of the East and DESHA BHASHALANDU TELUGU LESSA.

The District Collectors are also directed to conduct enumeration of crop damages within
7 days from the date of receipt of this order and submit the proposals to Government through
their respective Secretariat Departments/HODS concerned. However, the above shall also be
sent by mail Id: commr_relief_rev@ap.gov.in so as to consolidate and submit a detailed
Memorandum on Drought in Andhra Pradesh to the Ministry of Agriculture, Government of
India at the earliest. The instructions which were already issued regarding display of the list of
beneficiaries in the Gram Panchayat notice board and inviting objections shall also be followed
as in the reference 12th cited.
Test Check shall also be conducted in respect of 10% of the enumerated details of crop
damages by the District Officers of other Departments (excluding Agriculture, Horticulture and
Sericulture Departments) including the District Collectors and the Joint Collectors, to have
transparency and fairness in the assessment of damages. The Bank Account details of the
beneficiaries Ryots shall be collected at the time of enumeration of damages to crops for
Drought 2012 for online transfer of input subsidy, as stated in the reference 19th cited.

As per the intimation received from the Andhra Pradesh Accountant General, that 121
Abstract Contingent bills (AC bills) worth Rs.759.86 crores are pending adjustment by the
Commissioner & Director of Agriculture and Commissioner of Horticulture. Similarly,
Consolidated Audited Utilization Certificates (CAUCs) worth Rs.1967.73 crores are pending
receipt from them. Commissioner & Director of Agriculture and Commissioner of Horticulture
are requested to adjust all the pending AC bills and transmit all the Consolidated Audit
Utilisation Certificates (CAUCs) immediately without further delay. The Head of the Department
wise details are shown hereunder.

9. Online Disbursement of Input Subsidy


The Commissioner & Director of Agriculture and Commissioner of Horticulture
Departments shall disburse input subsidy directly to the bank accounts of the ryots including
Kavuludars as was already ordered in respect of Drought-2011. In case of ryots, who are not
having bank accounts, the Agriculture and Horticulture Departments shall ensure that bank
accounts are opened at the earliest in respect of all the ryots affected by above calamity. Any
amounts remained undisbursed for whatever may be the reasons, shall be remitted into the
Andhra Pradesh State Treasury within 90 days from the date of release of money by the Finance
Department without fail.

10. Uploading of List of Beneficiaries of damages to crops due to Drought 2012 in the official
websites of the Line Departments#
During the course of discussion, in the Andhra Pradesh Legislative Council, on
10.12.2012, an assurance was given by the Honble Minister for Revenue, Relief &
Rehabilitation (Disaster Management) that the list of beneficiaries along with all the details
shall be uploaded in Telugu language in the websites of respective District Collectors/Joint
Directors of Agriculture and Horticulture/Commissioner & Director of Agriculture &
Commissioner of Horticulture and Commissioner of Sericulture/ Principal Secretary to Govt.,
Agriculture & Special Chief Secretary to Govt., Horticulture, Prl.Secretary to Government
(Sericulture) and Commissioner for Disaster Management & Ex-Officio Principal Secretary to
Government (Disaster Management) website, to have transparency in the management of
disbursement of input subsidy. Accordingly, Government hereby direct that the details in the
Proforma already communicated shall be uploaded in the above websites both in Telugu (which
is the official language in the State) and English.

Government further directs that there is need for giving details of damages/losses to
Agriculture, Horticulture & Sericulture crops, district wise/crop wise so as to include the same
in the sanction order to be issued by Revenue (Disaster Management) Department with the
concurrence of Finance Department. Accordingly, Commissioner & Director of Agriculture &
Commissioner of Horticulture and Commissioner of Sericulture Departments are requested to
send the details of damages and losses, district-wise, crop-wise, farmer-wise along with
details of bank account details of farmers for online disbursement through (RTGS- Real Time
Gross Settlement/ NEFT- National Electronic Funds Transfer), through the Secretariat
Departments.
12. Further Government directs that at the time of getting proposals from Joint Directors of
Agriculture, Commissioners of Agriculture, Horticulture & Sericulture shall ensure that the
double/ triple names of same ryots of the same village shall be checked and deleted from the
list of farmers whose crops were damaged. Similarly, there shall not be any unclaimed / nonresident and absentee farmers in the above list. Further, the details of non-resident and
absentee farmers shall be deleted from the list of beneficiaries before submission of the
proposals to Government .

NOTIFICATION

In the circumstances reported by the respective District Collectors, the Government


declare that drought exists during the South West Monsoon during the current year 2012 in the
234 mandals annexed to this order. The concerned District Collectors are requested to take
necessary further action and notify the specific mandals/specific areas in the mandal in the
District Gazette to enable farmers to avail credit facilities and to take up relief operations. The
concerned District Collector shall ensure deletion of the notified Municipal/Urban areas and
areas falling under permanent assured irrigation sources where water is being supplied for
crops from drought affected mandals though for purpose of drinking water only they shall be
treated on par with drought affected mandals.
The concerned District Collectors are requested to furnish (10) copies of the District
Gazette Notification to the Government.
