Cooperative, the Cooperative was organized on June 10, 1970 pursuant to the
provisions of the National Electrification Administration (NEA) Republic Act 6038 as
amended by Presidential Decree (P.D No. 269).The Cooperatives franchise area
covers the following 15 municipalities within the Province of Iloilo namely Oton,
Tigbauan, Guimbal, Tubungan, San Joaquin, Igbaras, Leon, Miag-ao, Pavia, Sta.
Barbara, Cabatuan, Leganes, San Miguel, Alimodian and Maasin.
On June 8, 2001, R.A. No. 9136 known as the Electric Power Industry Reform
Act of 2001 the Act was passed into Law. The salient provisions on the
implementing Rules and Regulation of the Act, among others are the, 1 st is the
Division of electric power industry into sectors namely GENERATION,
TRANSMISSION, DISRIBUTION and SUPPLY, 2nd is the Creation of the Wholesale
Electricity Spot Market or WESM, which will provide the mechanism for determining
the prize of electricity not covered by bilateral contacts between sellers and
purchasers of electricity, 3rd is the Unbundling of retail rate into 5 function, namely,
generation, transmission, distribution, supply and metering, thereby making the
rate components cost-based and transparent and Granting the option to electric
cooperative to convert either: (1) a stock cooperative under the Cooperative
Development Authority; (2) a stock corporation under the Corporation Code of the
Philippines or; (3) remain as a nonstock cooperative registered with NEA and
