Prelims:
Note: All participants / delegates of student parliament
must report to the registration desk by 12 noon on day 1
(10-07-2015)
Topics:
1. Euthanasia the good, the bad, the ethical
2. Fertility clinics boon or bane
3. Exit exam A miracle cure for medical
education?
Rules :
1. Delegates are required to be well versed with
ALL topics.
2. A delegate will be assigned a topic through lots
system and will have to speak immediately on
receiving the topic.
3. Time Limit : 3 minutes
4. Delegate will be questioned by the judges.

Finals: (6 DELEGATES WILL BE SELECTED


FOR FINALS)
Topics :
1. Compulsory rural service for medical students in
India- When and how?
2. What ails medical research in India?
Rules :
1. Delegates are required to be well versed with
BOTH topics.
2. A delegate will be assigned a topic through lots and
will have to speak immediately on receiving the topic.
3. Time Limit : 4 minutes

HOW IT WORKS
PRELIMS :
Date: 10-07-2015
Time: 4:00 to 5:30 PM
Venue: 1st Floor Library Seminar Hall (Contact
volunteers for directions)

Briefing:
Delegates must report fifteen minutes prior to the
event.
Delegates will undergo an initial briefing on the
format of the event.
Following which, delegates will be segregated into
three pools on the basis of lots. (POOL A, POOL B,
POOL C)
Each pool will have a student moderator.
Moderator will escort the delegates of each pool to
their respective event locations.
Each pool will have ONE faculty judge.
Delegates will pick lots to determine their order of
speaking.
According to the order chosen, the first delegate
should approach the moderator.
Now the first delegate will pick lots to determine
the topic he is to speak upon.

On receiving the topic, he must announce his topic
and deliver his speech immediately.
The delegate will have three minutes to deliver
his speech. A bell will ring to signal the last fifteen
seconds.
The delegate is expected to complete his speech
within the remaining time.
Points will be deducted if the time limit is
exceeded.
Judges may ask questions at the end of the speech.
Once the first delegate has finished, the next
delegate must approach the moderator to pick his
lot to choose his topic.
Again the second delegate begins his speech
without delay and the same procedure is repeated
for all the delegates.
Once all the delegates have finished, they will be
escorted back to the library seminar hall.
Once the delegates from all the pool have
assembled, the judges will announce the results.
The top two delegates from each pool will be
selected for the finals.

Additional Rules:
Delegates are allowed to use a reference
paper/chit paper/memo sheet during the course of
their speech.
This MUST NOT contain the entire speech
Only headings, bullets points, facts and figures etc
will be permitted. The paper will be scrutinized
before it is allowed for use on stage.

MOBILE PHONES ARE STRICTLY PROHIBITED
DURING THE EVENT. If you have your phone,
please hand it over to the moderator prior to the
start of the event. If mobile phone is found, the
delegate will be disqualified immediately.
No accessory audio-visual aids will be allowed.
All speeches must be in ENGLISH only.

FINALS
Date: 12-07-2015
Time: 10:30 AM to 12:00 Noon
Venue: PSGIMSR AUDITORIUM

Briefing:
The selected finalists should assemble at the

auditorium half an hour prior to the event.


Finalists will be briefed before the event by the
student moderator in charge.
A panel of 2 or 3 judges will judge the event.
Delegates will pick lots to determine their order of
speaking.
Delegates will be seated on stage according to
their lot number
Delegate number one will pick lots to determine his
topic and begin his speech immediately.
The delegate will have four minutes to deliver his
speech. A bell will ring to signal the last fifteen
seconds.

The delegate is expected to complete his speech

Points will be deducted if the time limit is

After the speech is completed, Delegate two can
ask one question to Delegate one.
Delegate one will answer the question within one
minute
Next Delegate three can ask Delegate one a
question.
Delegate one is again required to answer the
question within one minute.
The panel may or may not choose to ask questions.
Now Delegate one will return to his seat.
Delegate two will now approach the moderator to
pick lots to choose his topic.
The delegate will begin his speech on the topic
received.
Once the speech his completed, Delegate 3 and
Delegate 4 will address one question each to
Delegate 2 in the same format described above.
The panel may or may not choose to ask questions.
The same procedure is repeated for the remaining
delegates.
Once all the delegates have finished, they are
requested to leave the stage.
The scores will be calculated and the decision will
be announced by the judges.

The judges could give a bonus point for every
smart question raised by the delegate(s) next to
the speaker.
