Stadium Reconstruction Project (Supplemental Council Item S500)

The Council President has docketed an item for Council consideration on Tuesday, July 14, 2015
which would establish a Stadium Reconstruction Capital Improvement Program project,
authorize funding for use in the Stadium Reconstruction effort, and amend an existing agreement
with AECOM to provide expedited environmental review.
In preparation for Tuesdays Council hearing, I request your office provide two documents:
1. As the environmental review process has been questioned in the media, by CEQA experts,
and by the Chargers representative, please provide a written legal opinion from Mr. Michael
Zischke, the CEQA expert retained by the City, as to the legal validity of the environmental
review process contemplated by Tuesdays proposed action.
2. The Citizens Stadium Advisory Group (CSAG) Financing Plan depends on a Developer
Purchase (sale of 75 acres at $3 million an acre) as a major part of the financing of a new
stadium complex. The Plan references a Building Industry Association of San Diego letter
(http://www.apexstrat.com/assets/files/BIA%20Qualcomm%20Site%20Conclusion
%205.4.15.pdf) to estimate land value of the Qualcomm site at $2-3 million per acre. Please
provide a professional appraisal document demonstrating the land value of at least $2 million
per acre without entitlements, or confirm that the City is not in possession of such an
appraisal.
