PRESS RELEASE

At the January 6, 2010 meeting of the Ansonia Board of Police Commissioners, Frank Heusser, Jr., made public allegations that
Sergeant Louis Owens had been involved in criminal activity concerning stolen car parts over a decade earlier. I immediately ordered
an Internal Affairs Investigation and assigned it to Lieutenant Cota. The Lieutenant interviewed all involved; however, he found no
basis for any criminal wrongdoing on the part of Sergeant Owens. After reviewing this thorough investigation, I have determined
that the public allegations made against Sergeant Owens are completely unfounded as the complainant provided no supporting
facts or evidence whatsoever to back up his claims. This case is now closed.

As a rule, my office normally does not comment on Internal Affairs matters; however, in this case, because Sergeant Owens was
accused both at a public meeting and in the media, I felt it necessary to publicly reveal the results of this investigation.
