The systematic perversion of court records in criminal proceedings is a blatant
violation of Human Rights, and is enabled by the implementation of fraudulent IT
system in the courts and abolishing the office of Chief Clerk.

indicatedinthefabricatedsummons(seebelow),andalsofromtheJuly16,2015hearing,
RotemwasnotpresentintheApril29,2015hearing,andArraignmentcouldn'tpossiblytake
place.TheCourtCalendartabalsoindicatesthattwoprotocolsanddecisionswere
registeredinthiscourtfile.However,theDecisionsdocketshowsnodecisionatall.(see

ThefabricatedsummonsalsoshowsthattheDefendantwasn'tpresentintheApril29,

DecisionsDockettabshowsNodetailsfound.AsisthecustomtodayintheIsraeli
courts,MagistrateShmuelMelamedisengagingindoublebookkeepingforthedocket.
Regardlessofthefactthatthecourtfileisunsealed,thepublicdocketshowsnodecisionat
all.Israelilawprovidesthatallcourtdecisionsthatarenotlawfullysealed,areopentothe
public.However,inpractice,judgeshidetheirdecisionsasaroutine,bykeepingdouble
booksfordockets.

RelatedCourtFilestabintheJuly16,2015hearing,MagistrateShmuelMelameddecided
tounitethiscourtfilewiththerelatedcourtfile[StateofIsraelvRafiRotem10740213].
However,therelatedcourtfileisnotlistedamongRelatedCourtFiles.Ontheotherhand,
ahyperlinkappearsinthistabtoanExternalFile(46234/2014)apparentlyanIsraelPolice
investigationfile.ThehyperlinkisinaccessibletothepublicortheDefendant.TheIsraeli

CriminalCourtProcedureActprohibitsthefilingofevidencematerialincourt,priorto
providingtheDefendantanopportunitytoinspectit.However,NetHaMishpat,ITsystemof
thecourt,enablesthefilingofevidencewiththeopeningofthenewcriminalcourtfile.
Intherelatedcourtfile(10740213),seven(7)IsraelPoliceinvesigationfilesare
hyperlinked,althoughtheDefendanthasn'tbeenprovidedaccesstotheentireevidence
materialtothisdate.
Overthepastdecade,withtheimplementationofthefraudulentITsystemNetHaMishpat
judgesareengagedinpervertingcourtrecordsasaroutine.
TheCourtsOrdinanceRegistrationOffice,1936,enactedbytheBritishMandate,established
theofficeofChiefClerk,whosedutiesincludetheexcellentmaintenanceofcourtrecords
andregistrations.However,theRegulationsoftheCourtsOfficeoftheClerk,2004effectively
abolishedtheoffice,andtodaythereisnolawfullyappointedChiefClerkinanyofthecourts
thathavebeenexamined.
TheProfessionalStaffReportoftheUNHumanRightsCouncilonIsrael(2013)includeanote
regarding,LackofintegrityintheelectronicrecordsystemsoftheSupremeCourt,the
districtcourtsandthedetaineescourtsinIsrael.Anacademicreport,publishedsubjectto
international,anonymouspeerreviewinthe2014EuropeanConferenceonEgovernmentis
