Transforming Care Update

Winterbourne View Time is Running Out

Sir Stephen Bubb has published his 6 month review of the
progress being made by the Transforming Care
programme to act on the recommendations of his earlier
report Winterbourne View - Time for Change.

Sir Stephen says that while there is a lot to praise about

NHS England and their partners in the approach they have
taken to try and change things, there has not been a lot of
real progress.

You can see the report here http://bit.ly/1eiFs0D

There is an EasyRead version of the report too

Urgent action pledged on over-medication

NHS England has promised quick and on going action to
stop the over-prescribing of psychotropic drugs to people
with learning disabilities after three separate reports
highlighted the need for change.

Research has found that there is a much higher rate of

prescribing of medicines associated with mental illness
amongst people with learning disabilities, often without
clear reason, medications being used for too long without
review and poor communications between parents, carers
and different healthcare providers.

You can read more about this at

http://bit.ly/1VAeC5Y

There is guidance for patients, families and carers that you

can read at

Supreme Court overturns DWP's 'grossly unfair'

withdrawal of DLA from child in hospital

In 2010, The Department for Work and Pensions (DWP)

stopped giving Cameron Mathiesons family his Disability
Living Allowance after Cameron went into hospital.

Camerons family took the DWP to court, and in early July

the Supreme Court judges agreed that the DWP had been
"grossly unfair" when it stopped his payments after 84
days.

A panel of three judges concluded they "violated

[Cameron's] human rights under article 14 of the
convention" and "acted unlawfully in making the decision."

Cameron died in 2012, his family said they had continued

the fight over Disability Living Allowance (DLA) "on behalf
of other families".

This judgement enables around 500 other families in a

similar situation to seek to get their DLA reinstated too.

Safeguarding Booklets and DVDs

Speakup have already produced a series of resources that
councils, providers, trainers, teachers in Colleges and self
advocates can use to support the understanding of abuse
and also developed a Safeguarding booklet for support
staff, or self advocates to use with vulnerable people to
enable them to understand what abuse is.

They have now added to this a new booklet on elder abuse

to aid understanding for this age group, in full colour with
graphics and plain English text.

If you want to find out about getting copies of this, you can

Dominic Slowie interviewed by My Life My

Choice
My Life My Choice interviewed Dominic Slowie, the
National Clinical Director for Learning Disabilities for NHS
England. They talked about a lot of different issues that
affect the healthcare of people who have a learning
disability.
They talked about so many different things that My Life My
Choice will be releasing short videos of parts of the
interview over the next 15 weeks.
This week they have videos of Dominic introducing himself
and explaining what he does for the NHS, and talking
about his experiences of caring for his daughter Mia who
has a learning disability.

A Magna Carta for learning disabled people

The Magna Carta was a law document the king signed 800
years ago, that is seen as the first time people in England
were given rights.
Kaliya Franklin and Gary Bourlet of People First England
have written about how they think learning disabled people
need a Magna Carta of their own, to give them rights so
that they are not so vulnerable to decisions about their lives
being made for them by commissioners, social workers,
doctors or care providers.
You can read their article here http://bit.ly/1Ik7W8k
