The document discusses Filipe Lourenco's thesis challenging the idea that Paris cannot change or compete with other major cities due to its limitations. Lourenco explains the history of urban planning in Paris and how it has changed over time in response to various influences. While Paris was once a model city for planning, Lourenco argues it can no longer compete effectively due to issues like gentrification and an inability to adapt within its boundaries. However, he believes Paris still has untapped potential to transform and grow into a competitive metropolis without relying on surrounding urban areas.

In this thesis lourenco challenged the conception that Paris cant change because of its limitation and to compete with other world metropolitans it has to rely on urban agglomeration. In doing so he first explain the urban planning, how it changed throughout the time and what were the main cause behind it. Talks about rules, norms, model and standardization in planning and how it helped in creating the Paris as a model city. A city which is referenced and been a model in planning, is not able to compete with contemporary metropolis. Unable to fight gentrification, social stratification, maintain a hygienic environment because of resulted boundary of model city. To be in race with strong competitor within its limits it has to grow which gave the idea of grand Paris by commission of grand Paris 2009 and stated Paris could not become a competitive metropolis without its urban agglomerations. The author challenged this thought and firmly believed that the city has its potential to grow, compete and transform itself into metropolis.
