Bylaws of the
Collegiate Texas
Music Educators
ARTICLEIFinances
SECTION1.Funds
A. TMECshallbethecustodianofallCTMEfinances.
B. AccesstoCTMEfundsshallbelimitedtotheExecutiveSecretaryofTMEC.
C. TheSecretary/Treasurershallreceivemonies,requestthedrawingoffunds
andassistwiththepaymentofexpenditures.
D. AllmoniesmaintainedandspentintheoperationsofCTMEshallbeexpended
onlyinaccordancewiththepurposesthereof.
E. NomoniesorfundsofCTMEshallbedistributabletoitsmembers,officers,
advisors,orotherprivatepersons,exceptwherereasonablecompensationmay
bepaidforexpensesand/orservicesincurred.
SECTION2.Dues
CTMEshallnothavethepowertosetduesorlevyanyadditionalduesfor
membership.
SECTION3.Expenses
A. ExpensesfortheoperationofCTMEeventsshallbedirectlypaidforbythe
ExecutiveSecretaryofTMEC.
B. NomemberoftheExecutiveBoardshallpayforanexpenseofCTMEwithout
thepriorconsentoftheAdvisorsandExecutiveBoard.
SECTION4.AnnualBudget

BYLAWS

A. TheSecretary/Treasurer,inconjunctionwiththePresident,shallpresentthe
proposedannualbudgetatthefirstExecutiveBoardmeetingofeachfiscal
year.
B. ItshallbethedutyoftheSecretary/TreasurerandthePresidenttoestablish
lineitemsfortheoperationsofCTME.
SECTION5.Sponsors
A. TheExecutiveBoardshallprovideanannualfinancialreporttoitssponsoring
organizationsdetailingexpensesandappropriationsoftheirfunding.
B. Anylineitemdirectlyfundedbyasponsoringorganizationmaybeamended
bythatorganization.
SECTION6.Reimbursements
A. ItshallbethedutyoftheSecretary/TreasurertoprovidetheExecutiveBoard
withExpenseVoucherFormsuponrequest.
B. TheSecretary/TreasurershallfacilitateandcreateallformsofExpense
VoucherreimbursementunlessdeemedinappropriatebytheAdvisors.
C. ExpenseVoucherFormsshallbesubmittedtoappropriateAdvisorsinatimely
fashionfollowingaCTMEeventortravelinconductofCTMEoperations.
ARTICLEIIWebsite
SECTION1.Function
CTMEshallmaintainanactive,updatedwebsiteforthedisseminationofinformation
andmasscommunicationofoperations.
SECTION2.Composition
TheCTMEwebsiteshall:

i. BehostedbyTMEC.
ii. Maintainrelevantpagestoinclude:AboutCTME,Officers,News,
Photos,GoverningDocuments,ChapterServices,Expansion
Initiative,aForum,aCalendar,ChapterSpotlightandContact
Information.
iii. Providecurrentminutes,andunrestrictedformsreadilyavailableto
members.
iv. Maintaincurrentinformationandbeupdatedmonthly.
SECTION3.Revision
A. EachnewlyelectedExecutiveBoardshallhavethepowertorevise,edit
andupdatetheestablishedwebsiteasdeemedappropriate.
B. AllchangestotheCTMEwebsiteshallbemadeinconsultationwiththe
AdvisorsandwithapprovalfromTMEC.
ARTICLEIIIReportingandCommunication
SECTION1.Reporting
A. TheSecretary/Treasurer,inconjunctionwiththePresident,shallprovide

anoperationsreportforeverymeetingtotheTMECExecutiveBoardand
theminutesshallbepostedonline.
B. TheSecretary/Treasurer,inconjunctionwiththePresident,shallprovide
anannualoperationsreporttotheTMECCollegiateChair
.
C. ItshallbethedutyofeverymemberoftheExecutiveBoard,excludingthe
Advisors,toprovideallreportsonanexecutivereporttemplateand
maintainanactiverecordofallreportsproducedbytheiroffice.

D. Minutes of every meeting shall be provided online in a timely fashion


following a meeting of the Executive Board.
SECTION2.ChapterContactInformation
A. ItshallbethedutyoftheVicePresidentto:
i. Maintainrecordofallcollegiatechapters,chapterpresidentsand
facultyadvisors.
ii. Ensurecurrentcontactinformationisonrecordatthebeginningof
theirterm.
iii. Obtainpermissionfromchapterpresidentsandadvisorsforrelease
ofinformation.
iv. Provideregistrationformsandanyotheroperationalcorrespondence
toadvisorsandpresidents.
v. FacilitateregistrationforCTMEprograms.
B. Chapterpresidentsandadvisorsshallberesponsibleforcontactingtheir
membersandencouragingparticipationinCTMEevents.
ARTICLEIVCTMEArticlesforSouthwesternMusicianandConnections
SECTION1.Requirements
A. AllarticlessubmittedtosponsorpublicationsbytheExecutiveBoardmust
beofdirectrelevancetocollegiatemusicstudents,noteCTMEbusiness
andacknowledgeCTMEevents.
B. ItistheresponsibilityoftheExecutiveBoardtoensureallarticles
submittedtotheSouthwesternMusicianandConnectionsmeettheformat
requirementssetinthestyleandguidelinesofeachpublication.
SECTION2.Allotments
A. TheExecutiveBoardshallwriteandsubmitanynumberofarticlestoboth
the
SouthwesternMusician
and
Connections
forconsideration.
B. Advisorsshallhavethepowertoallotmonthlysubmissionstothe
SouthwesternMusician
andseasonalsubmissionsto
Connections
.
C. ItshallbethedutyofthePresidenttosubmitthreearticlesto
Connections
duringtheirterminoffice.
SECTION3.Deadlines
AllarticlesshallbesubmittedtoappropriateAdvisorsaccordingtotherequirementsof

articleallotmentsanddeadlinesshallbe
conductedbytheTMEACollegeDivisionVicePresident.

articlesforCollegeNotesinthe

ARTICLEVProposingaSessionfortheTMEAConvention
SECTION1.Requirements
A. AllsessionsproposedbyCTMEfortheTMEAConventionmustbeof
directrelevancetocollegiatemusiceducationstudents.
B. Allsessionsmustbeofcurricularrelevancetoattendees.
C. CliniciansmustberegisteredmembersofTMEA.
D. Sectiondescriptionsaretoprovideacomprehensivedescriptionofthe
topiccovered.
SECTION2.Allotments
A. EighttotalsessionsshallbeproposedbyCTME.
B. EachmemberoftheExecutiveBoardshallberesponsiblefortwo
sessionseachwiththeexceptionofthePresidentandPresidentElect.
C. ThePresidentandPresidentElectshallberesponsibleforproposingone
sessioneach.
D. TheTMEACollegeDivisionVicePresidentisthefinalauthorityon
approving,rejectingandreplacingsessions.
SECTION3.Deadlines
Cliniciannames,contactinformation,sessiondescriptionandotherrelevant
informationrequiredforregistrationshallbesubmittedtotheTMEACollegeDivision
VicePresidentbyMay15oftheyearprecedingtheClinic/Convention.
SECTION4.SpecialRules
A. MembersoftheExecutiveBoardshallhavetherighttoexchangecontact
informationforproposedcliniciansinordertosecureallallottedsessions.

B. ItshallbethegoalofeachnewExecutiveBoardtoproposesessions
whichaddressavariedrangeoftopicsandfollowcriteriaestablishedby
TMEApolicyforCollegeDivisionsessions.
C. AttheinvitationfromTMEA,membersoftheExecutiveBoardmay
operateaboothoutsidetheexhibitareaduringexhibithallhours.
ARTICLEVICTMEGeneralBusinessMeetings
SECTION1.SetUp
A. MembersoftheExecutiveBoardshallarrivethirtyminutesbeforethe
beginningofthescheduledGeneralBusinessMeetingforsetup.
B. TheSecretary/Treasurershalloverseesigninandensuremembersofthe
ExecutiveBoardgreettheConstituencyattheentrancedoor.
C. TheOutreach/ChapterCoordinatorshallensurealltechnicalequipmentis
preparedforthemeeting.
SECTION2.Agenda
A. ItshallbethedutyoftheVicePresidenttoensureallparticipating
chaptersarerecognizedandacknowledged.
B. ItshallbethedutyoftheExecutiveBoardtoprovidecompletereportsto
theConstituency.
C. ThePastPresidentshalloverseemanagementofcandidatespeechesand
ballots.
D. ThePresidentshallberesponsibleforthedistribution,collectionand
countingofballotsinconjunctionwiththeAdvisors.
ArticleVII.OfficerElections
SECTION1.Nominations
A.Studentswhowishtobenominatedmustsubmitaworddocument
containingabiography(max.250words)andastatementofintent
pertainingtotheofficedesired.
B.Studentsmustmeetwithchapteradvisortosubmitdocumentreferenced
inArticleVII,Section1,A.
C.ChapterAdvisorwillemailofficenominationstoTMECCollegiate
ChairbytheFridaybeforeThanksgivingofcurrentschoolyear.
SECTION2.Elections
A.VotingwilltakeplaceonlinefourweekspriortotheLeadershipSummit.

B.Votingwillbeopenfortwoweeksandwillcloseat11:59p.monthe14th
day.

Firstreminderwillbesent7dayswillbesentpriortodeadlineand
secondreminderwillbesent2dayspriortodeadline.

C.Winningofficerswillbecontactedtoaccepttheposition.Ifdeclined,
officewillbeofferedtonomineesinorderofthenumberofvotesgarnered.
D.Winningofficerswillbeannouncedatbusinessmeeting.
