Yourimmediateresponseisrequestedinthisimportantmatter.
DearJudgeSpitzer:
IhereinrequestyourimmediateresponseonmyAugust4,2014letter:[1]Requestfor
responseontheJuly26andAugust3,2015lettersbyAttorneyHeliBarachafrom
AdministrationofCourts,[23]regardingthepublic'srighttoinspectcourtdecisionrecords.
MyrequeststatedthatAttorneyBracha'sletterweresuspectedfraud,andaskedforyour
responsewithin14days.
Tothisdate,Ihavenotreceivedanyresponsefromyourofficeofmyrequest.
However,inthemeantimeIhavereceivedresponsefromtheAdministrationofCourtson
FreedomofInformationRequest(752015),whichclarifiesthatAttorneyBrachaholdsno
lawfulappointmentatallintheStateService.[46]Therefore,herletters,whichpreviously
wereonlysuspectedfraud,arefraudproper.
Theessenceofthefraudisinthesendingoflettersbyaperson,whomisrepresentedherself
asholdingtheauthorityofalegalprofessionalintheAdministrationofCourts,and
furthermore,misrepresentedherselfasprovidingaresponseonmyinquirytothe
AdministrationofCourts,whichneverexistedatall.Throughsuchmisrepresentations,
AttorneyBrachaattemptedtoestablishfalseanddeliberatelymisleadinglegalposition,
whichfalselydeniedtherighttoinspectcourtdecisions:Thatviewingofpostitdecisions
inNetHaMishpatITsystemoftheIsraelicourtswasnotpossiblefromcomputational
perspective.
Suchlettersmadefalseanddeliberatelymisleadingstatementfromcomputational
perspective.
Suchletterattempttounlawfullyandwithnoauthorityatalltodenyaright,whichwas
declaredbytheSupremeCourt'sJudgmentinpetitionTheAssociationforCivilRightsin
IsraelvMinisterofJustice(HighCourtofJustice5917/97)afundamentalprincipleina
democraticregimeandaconstitutional,suprastatutoryright.ThesameJudgmentalso
clarifiedtheexpectation,thatwithimplementationofNetHaMishpat(ITsystemofthe
courts),decisionsandjudgmentswouldbeopenforinspectionbyeverypersononan
ongoingbasis,pursuanttothelimitsinthelaw.[underlineaddedjz]
Suchlettersalsostateafalseanddeliberatelymisleadinglegalpositionrelativetothe
RegulationsoftheCourtsInspectionofCourtFiles(2003),Article2(b),whichstates:

Everypersonispermittedtoinspectdecisions,whicharenotprohibitedforpublication
bylaw.
Suchlettersalsostandcontrarytotherighttoinspectcourtdecisions,whichisestablished
intheUniversalDeclarationofHumanRights,Article10therightforfair,public
hearing.
Therefore,Ihereinrequestyourimmediateresponseinthisimportantmatter,which
underminespublictrustinthecourts.
