-Town Planning Consultancy Services Proposal

Propose Scope-of-Works and Fee Schedule as Consultant Planner for the above
esteemed commission. Our proposals are as follows:
1A.

THE SERVICES
1. To provide the Planning Services for the preparation of Detailed Layout
Plan (site plan provided by Architect) and Laporan Cadangan
Pemajuan (LCP) and all documents required by Local Planning
Authority for the purpose of securing KEBENARAN MERANCANG
(KM) BAGI PELAN PENDIRIAN BANGUNAN under ONE STOP
CENTRE (OSC).
2. To co-ordinate and liase with Jabatan Perancang Bandar, Majlis
Bandaraya Petaling Jaya (MBPJ).
3. Attending all meetings as may be required in the course of preparing
the LCP.
4. To carry out the services within the established time-frame as per the
project schedule taking into consideration dates for working session
and reviews with the client / Local Planning Authority.
5. To submit the Detailed Layout Plan and LCP to Local Planning Authority
in accordance to Town & Country Planning Act (under Section 21A)
6. To make necessary amendment to the reports / plans (if necessary) in
order to secure approval.

PLANNING
Stage 1 compromise of the following study activities
a).

Review of Planning Guidelines


With the completion of the preliminary Detailed Layout Plan, a
review of the Planning Guidelines may be appropriate, particularly
in terms of institutional planning requirements.

b).

Preliminary-Investigation and Data Collection


This covers site visits and investigation, compilation of relevant
data / information and liaison with relevant authorities on all
matters pertaining to development planning of the project area.

c).

Site Analysis
The site analysis will look into the following aspects: Topography
Slope analysis
Orientation
Visual aspects
Soil conditions
Landscape elements
Environment
Utility reticulation system within the project area

Stage 2 : Preparation of Detailed Layout Plan (DLP) and Laporan


Cadangan Pemajuan (LCP)
a).

To finalize layout plan in order to fulfill the authority requirement.


This enable a more focused, systematic and efficient / effective
liaison and feedback between the various consultants. The LCP
report as a supportive document to DLP.

b).

The Detailed Layout Plan shall indicate :i).


The land-uses (Lot size, plot ratio, plinth area, land area,
building
height, car park provisions)
ii).
Public facilities (Lot size, uses and location)
iii).
Open Spaces (Size, function and facilities)
iv).
Road access (Hierarchy, width, alignment)
v).
Utility reserves (Locations, sizes)

To submit a copy of draft DLP for the clients comments and / or

To amend the draft DLP to incorporate all comments made by


client, other parties appointed by the client and the State Planning
Authority.
To prepare and submit the DLP and LCP and other necessary
documents to Local Planning Authority for the approval.
To advise on the necessary amendments to the plans submitted to
the Local Planning Authority in order to secure approval for the
project.
Liase with Local Planning Authority for approval.

Other consultants Involvement


The above Planners scope of works is dependent on a number of other
consultants inputs which are assumed shall be appointed separately by
the client from the very outset if the exercise. The other consultants
inputs amongst others are:

PROFESSIONAL FEES
2A.

Proposed-Fees.

Our proposed fees shall be LUMP SUM of RM00,000 (incl. reimbursables)


Add Goods & Service Tax (GST) at 6%.

Mode - of - Payment:d

(i)
(ii)

Upon appointment
- 20 %
Upon completion of plans, reports & submission to relevant authority
- 60 %
(ii) Upon obtaining KELULUSAN DASAR
10%
(iv) Upon APPROVAL of KM by Local Planning Authority
- 10 %

2C.

Abortive Fees

Abortive fees will be charged in direct proportion to the work-stages (refer item 2B above that have already been accomplished should :
(i)
the client instruct for major a substantial design changes/amendments
when the earlier client-approved proposal drawings have been
completed.
(ii) the client to abort the project altogether.
(iii) the client defer the implementation of the project for more than six (6)
months.
(iv) the client decide to sell the property before, whilst or during
Implementation Phase prior to completion of the Project.
(v) termination of this Agreement by either party giving seven (7) days
written notice.
2D.

Amendmets to Approval Plan

Where amendments to an approved Layout involves changes to the street


layouts and layout patters or change to the development components, increase
in units/density/built-up is required by the client after the approval of the plan,
an additional professional fee will be charge. Professional fees shall not include
reimbursable cost incurred in this scope of services.
