Banns of marriage and marriage licenses are forms that are signed at a wedding ceremony to officially declare a couple as married. Banns of marriage are announced in a church and do not require a fee, but have restrictions, while a marriage license must be purchased in advance from the city hall and provides more flexibility. Both banns and licenses are sent to the government to register the legal marriage.
