The criterion C2 is an optional feature that can be enabled on a cell
basis. It is an enhancement of the cell selection C1 (for C1 please
see parameter CELLRESH). C2, however, is useful for microcell
configurations since it prevents fast moving MSs from performing
unnecessary cell reselections.
