In this thesis I heve sought to tell the story of tobsceo regulation in Virginie fvom the beginning of tobacvo culture in that colony until the end of the colonial period. Although there is a iultitude of inforastion conserning Golonial tobacco, it has been diffioult at tines to determine ‘the effects of various proclanations, oriers-in-counci] und laws on the to- Yagoo industry. Nevertheless, I nn convinced that tobacco regulation was @ failure during the colonial period. Tt hes deen novessary to begin this work at the tine the Virginia Con pany of London received ite first charter fron Jones I, Since many ef- forte to restrict the colonial tobucso industry eaaneted from the Crow ant Parliaaent, a reasonable discussion ie given on that angle of tobacco remi= Jetion, The substantial part of thts story 18 conderued with the efforts ‘ ©f the Governors, Council, and Burgeases of Virginia to regulate the pro- @uation and distribution of tobacco, Ono chapter is allotted to a disous- ion of the efforta of intercolontal regulation, Tite paper te uot in~ tended to give a story of the colonia tobscco trade only insofar as it has ‘been necessary to discuss the regulation of it, ‘The tobacee price table in the aypondix has been constructed fron in- formation gathered during the process of investigation of material for to~ ‘bageo regulation, The value of the price table oan be conaidered nothing ‘more than an indteation of the vixying price levels beseuse of the munerous Finally, I am indebted to Dr, Hugh T.
