hanan dahil ako ang tunay na nanalo
bilang gobernador,” ani Pagdanganan.
Noong Lunes, Marso 8, nagsimulang
manungkulan si Pagdanganan bilang
gobernador matapos maidikit sa pader ng
kapitolyo ng mga tauhan ng Commission
on Elections (Comelec) ang sipi ng writ of
execution na ipinalabas ng Election Con-
test Adjudication Department (ECAD)
batay sa utos ng Comelec en banc na
kumatig sa desisyong ipinalabas ng
ang magiging pansamantalang tanggapan
niya.
Kasunod nito ay ang pahayag niya ng
pagtatalaga kina Roberto Paulino bilang
chief of security, Abogado Jose Cruz bilang
provincial administrator, at Eric Castro
bilang chief of staff ng gobernador.
Agad ding nagpatawag noong Lunes ng
pulong ng mga hepe ng iba’t ibang de-
partamento ng pamahalaang panglala-
wigan si Pagdanganan, ngunit walang
nakarating sa mga ito.
Ayon kay Castro, ilan sa mga nasabing
hepe ay nasa bakasyon dahil sa walang
pasok ang tanggapan sa kapitolyo noong
araw na iyon.
Ang ilan naman ay kasama ni Mendoza
sa pangunahing gusali ng kapitolyo na
nababakuran ng rehas na may barbed
wire at ng mga taga suporta ni Mendoza.
Ayon kay Pagdanganan, hindi maha-
laga kung si Mendoza man ang nasa
pangunahing gusali ng kapitolyo dahil
iyon ay simbulo na lamang ng kapang-
yarihan.
“Ang mahalaga ay ako ang kinikilala ng
batas at ng gobyerno,” aniya, at dahil siya
ang nanalo sa halalan noong 2007. — DB

para sa kapangyarihan. Sa halip na
asikasuhin ang epekto ng El Niño, at
pagkakalbo ng kagubatan ng Sierra Madre
ay ang pansarili ang inuuna. Nawa’y
maayos agad ito at maiwasan ang ka-
rahasan.”
Inayunan ito nina Larry Ocampo ng
San Miguel at Tony Medina ng Malolos
nang igiit nila ang naglahong isang
katangian ng Bulakenyo.
“Mukhang hindi na uso ang salitang
maginoo sa panahong ito, at gagawin ang
lahat manatili lang sa kapangyarihan.

Nito, samantalang sinabi ni Lucas na
“bago po mag comment alamin muna (ang)
buong detalye.”
“Kapitan Jon-jon, bumaba ka na di-
yan,” ani ni Rorecel Roque na nagpayo rin
kay Mendoza na tanggapin na ang kato-
tohanan na si Pagdanganan ang nanalo sa
halalan.

nong-puno ng mga taga-
suporta ni Mendoza.

pader ng kapitolyo, pinilas
ito ng mga taga-suporta ni
Gob. Mendoza.
Sinabi naman ng ilan
niyang tauhan na may posi-
bilidad na tao ni Pagda-
nganan ang may kagaga-
wan noon nang sabihin
nilang “baka tao ng kabila
na nakihalo sa grupo ’yung
sumira.”
Ngunit para sa mga na-
kasaksi, imposibleng tao ni
Pagdanganan ang sumira
sa sipi ng writ of execution
dahil ang pumilas ay nasa
loob ng barikada ni Men-
doza, bukod pa sa mahigpit
ang kanilang seguridad at
hindi basta makapasok

mga Bulakenyong sumusubaybay sa mga
pangyayari sa kapitolyo sa pamamagitan
ng pahina ng “Mabuhay Newspaper” sa
Facebook.com.
Ilan sa kanila ay bumatikos kay Men-
doza, samantalang ang ilan ay bumatikos
din kay Pagdanganan.
Ayon kay Janice Dizon ng Malolos,
“bantayan ang kapitolyo, baka masunog
na naman, Gob. Jon-jon mag-ingat ka
diyan sa loob.”
Giit pa ni Roque, “Sana magkaroon siya
ng delikadesa na bumaba nang maayos sa
puwesto. Tatlong taon na niyang pinag-
sawaan ang posisyon na si Gob Obet ang
dapat umupo.”
Musical chairs
Ang tanong naman ni Marie Sanes ay:
“Bakit kasi gusto pang umupo, eh, mata-
tapos na? Ano balak ni Obet?”
Para naman kay Gladys Bernardo ng
Baliuag, “Ang nangyayari po ay patunay
lang na isip bata pa si Gob Jon-jon at Gob
Obet ... feel pa nila mag-play ng musical
chairs habang ang mga supporter nila ay
nasusunog sa init ng panahon ... tsk tsk.”
Simple lamang ang dahilan ng pag-
aagawan nina Mendoza at Pagdanganan
sa liderato ng lalawigan ayon kay Em-
manuel Marcelino ng Hagonoy na nag-
sabing, “It’s a matter of money and power.”
Para naman kay Rafael Gonzales, “It’s
a matter of pride.”

or gates. The clip popped up while
I weeded my files.
Welcome to the “Talking
Wall”. Others used to dub it the
“Aerosol Kingdom”. But that was
before the recession bit. Imported
spray cans now cost more. That
forces locals, like jeepney drivers,
to splash paint instead.
Graffiti are disguised socio-
economic indicators, some say.
You doubt that? Consider the
chap who scribbled on a Quezon
City office entrance: “None ID,
Nothing Entry.” Obviously, he’s
barely literate.
“Semi-lingualism” is a condi-
tion “where the student has not
mastered even one language, na-
tive or foreign,” a University of
Tampere study says. “Thus, he/
she can not carry on higher or-
der cognitive activities in it.”

an American archbishop is, I
think, worth noting. The Arch-
bishop is Charles J. Chaput of
Denver who gave an address last
March 1 before a group of Prot-
estant pastors in Houston, Texas.
The topic was “The vocation of
Christians in public life.”
The speech was about how
Christians, particularly the lay
faithful occupying official func-
tions, need to live their faith in
public, living it in complete con-
sistency and visibility, without
hiding or diluting it.
The theme is very relevant to
us, because in the world stage
today, especially in developed
countries like the US and Eu-
rope, there’s this notorious ten-
dency for Christian politicians to
feel a certain unease regarding
their faith.
They appear to be ashamed of
it, giving the impression that
their faith hardly has anything to
do with their work. Perhaps they
believe that their faith is com-
pletely irrelevant to their public

Or, worse, their faith has noth-
ing to say about their work.
Thus, they tend to suspend at
least parts of it, or they treat it
purely as a private thing with
absolutely no public effect. And
so there develops a type of di-
chotomy in their public life and
private life, their public views and
positions and their conscience, an
unhealthy situation, to say the
least.
This kind of mentality, sad to
say, is also gaining ground in our
local scene, and this is what
should worry us. We have to cor-
rect it, because it is wrong and
has dangerous consequences.
In the US, this mentality be-
came an official doctrine with the
pronouncement of the former
president John F. Kennedy, the
first and so far the only Catholic
president in the US.

of Protestant pastors in Houston
50 years ago, he described how he

Dishes of gizzards, liver and
other innards may be ordered.
What do Rizal’s novels or
Horacio dela Costa’s history, let
alone Shakespeare or Tagore,
mean to graffiti squads? They can
barely read. Can they add or sub-
tract — without resorting to their
toes.
“Numeracy” is the “capacity
for quantitative thought and ex-
pression”. In the 1999 Interna-
tional Mathematics and Science
Test, the Philippines limped in as
39th of 42 countries. We stayed

of rigid and absolute separation
of Church and state.
In Chaput’s words, Kennedy

sive way. He also divided a
person’s private beliefs from his
public duties. And he set the na-
tional interest over and against
outside religious pressures or dic-
tates.”
This Kennedy doctrine pre-
pared the ground for secularism
and relativism to take root in so-
ciety as Christian politicians
practically did nothing to stop
them. They just flowed with the
fashions, with what was popular,
and adopted positions openly
anti-Christian, saying it was just
a public position but personally
they were still Christian.

But to women, age does mat-
ter. While shopping, a little girl
asked her mother, “How old are
you?” The mother replied, “My
dear, women don’t talk about
their age, you’ll learn later on in
life.”
Hollywood film actress Lillian
Gish complained, “You know,
when I first went into the mov-
ies Lionel Barrymore played my
grandfather. Later he played my
father and finally he played my
husband. If he had lived I’m sure
I would have played his mother.
That’s the way it is in Hollywood.

Q. How can convergence happen
on the environmental side?
A. First, we have to restore
our environment, and then we
have to preserve it. Restoration
and preservation are the twin ap-
proaches that are needed in or-
der to ensure higher productiv-
ity and long term sustainability
of the environment. Every piece
of land, every sphere of air and
each body of water in our terri-
tory has to be made productive,
and sustained on the long term.
Q. How can we make every
piece of land productive?
A. Agroforestry is the technol-
ogy that UNIDA will promote to
make every piece of land produc-
tive. Agroforestry is the combi-
nation of agriculture and for-
estry technologies, but without
the plantation method. Accord-
ing to Mr. Joseph Reynolds, a
member of UNIDA, agriculture
was built on the back of slaves.
This is a true observation, be-
cause it was the plantation
method that encouraged the
growth of slavery. Today, many
plantation workers are still la-
boring under slave-like condi-
tions. In agreement with Mr.
Reynolds, UNIDA will pursue
the biodiversity method instead;
growing and raising plant life
and animal life together in re-
stored and preserved forests,
both in urban and rural settings.
Q. How can we make every
sphere of air productive?
A. Aerophonics is the technol-
ogy that UNIDA will promote to
make every sphere of air produc-
tive. Aerophonics is the process
of growing plants in an air or
mist environment, without the
use of soil or any other growing
medium. In some ways it is simi-
lar to hydrophonics, except that
the latter uses water or water

escape old age. So, you better pre-
pare for it. Here are some great
truths about growing old: Grow-
ing old is mandatory; growing up
is optional. Forget the health
food; you need all the preserva-
tives you can get. When you fall
down, you wonder what else you
can do while you’re down there.
You’re getting old when you
get the same sensation from a
rocking chair that you once got
from a roller coaster. It’s frustrat-
ing when you know all the an-
swers but nobody bothers to ask
you the questions. Time may be
a great healer, but it’s a lousy
beautician. Wisdom comes with
age, but sometimes age comes
alone.
More often than not, people
hate talking about old age. In
fact, some of them fear it. Phi-
losopher Cicero gave some
thoughts: “As I give thought to
the matter, I find four causes for
the apparent misery of old age:
first, it withdraws us from active
accomplishments; second, it ren-
ders the body less powerful; third,
it deprives us of almost all forms
of enjoyment; fourth, it stands
not far from death.”
Old age should not be consid-
ered a liability but rather an as-

Enrique Macadangdang, a mem-
ber of UNIDA says that fish
could now be grown anywhere
and everywhere, even in the
mountains, for as long as fish
tanks could be built, and for as
long as clean water could be
made available. In Europe, some
countries are already growing
salmon in factory buildings.
Q. What is the correlation be-
tween connectivity and automa-
tibility?
A. Automatibility is necessary
in order to achieve higher pro-
ductivity. Programmable Logic
Controllers (PLCs) are now
available in the market. In a
manner of speaking, PLCs are
the industrial equivalents of per-
sonal computers (PCs). PCs are
used for office automation,
whereas PLCs are used for fac-
tory automation, PLCs are used
to control machinery, running on
programs that are designed to
work repeatedly, such as repeti-
tive manufacturing processes.
Through the combination of con-
nectivity and automatibility, fac-
tories could integrate their
backend production activities
with their front end marketing

Life is also like learning to dance. In the first place,
we need someone to dance with. Second, it’s best to dance
with someone who knows and can teach us to dance and,
third, someone who wouldn’t mind our stepping on his
feet once in a while.
All these seem to point to one patient and loving per-
son: God. To choose to live our life alone –with its many
trials and burdens– can turn out quite frustrating. With-
out God’s presence and ever guiding hand, it is next to
impossible to dance through the challenges of life.
It was some time ago that someone sent me an email that
played with the word GUIDANCE. The first three letters
G+U+I stood for: G – God U – You and I –I plus Dance. Isn’t
this the secret in living our lives? We will never fail if we never
to let go of His hand and allow him to teach us to dance through
our defects by learning to waltz or rock with the music of prayer,
sacrifice and our good deeds.

City. Sa kasalukuyan si Fr. Avel ay
kura paroko ng parokya ng Sto.
Cristo at San Andres Kim Tae-gon,
Lolomboy, Bulacan.
Kung tutuusin, mababa rin ang
kanyang paglalakbay sa pagkapari sa
loob ng 30 taon. Una siyang nag-aral
sa Imaculada Concepcion at nag high
school sa Immaculate Concepcion
Seminary (ICS) noong 1965-1970.
Kumuha siya ng Philosophy sa San
Jose Seminary at natapos noong
1973. Bilang pagsubok ay pinalabas
siya sa seminaryo noong 1973 hangg-
ang 1975 upang makapag-desisyon
kung talagang gusto niyang maging
pari sa pang habang-buhay. Ginugol
niya ang panahong ito sa pagtuturo
sa Ateneo Grade School. Bumalik siya
sa seminaryo at nagtapos ng Theol-
ogy noong Marso 8, 1980 kung saan
siya ay na-ordinahan sa pagkapari sa
Malolos Cathedral.
Naging assistant parish priest siya
sa simbahan ng Sta. Ana sa Hagonoy,
Bulacan, 1980-1982; assistant parish
priest, Sto. Rosario Parish Church,
Sapang Palay, San Jose del Monte,
1982-1984; Nuestro Senora de Salam-
bao Parish Church, Binuangan,
Obando, 1984-1987; parish priest ng
Sacred Heart Parish, Pinaod , San
Ildefonso, 1987-1991 at San Pedro
Alcantara Parish ng Taal, Bocaue,
1991-2001. Mula 2001 hanggang
kasalukuyan ay parish priest na siya
ng Sto.Cristo at San Andres Kim Tae-
gon parish church, Lolomboy Bocaue.

batas, maaari nang ideretso sa mga
anak ng isang tagapagmana ang
rehistro ng ari-ariang minana.
Wala namang pagbabawal sa batas
ang ganitong klase ng direktang
pagpaparehistro sa mga anak ng
isang tagapagmana.
Kaya lamang, halos wala ring
biyaya ang ganitong klase ng sistema,
kasi, lahat ng dadaanang proseso,
kailangan pa ring magkaroon ng
pagbabayad ng buwis.
Kaya ko nasabi ito kasi, sa di-
rektang pagpaparehistro ng ari-
ariang minana ng isang tao sa pa-
ngalan na ng mga anak ng taong ito,
kakailanganin pa ring bayaran ang
tinatawag na estate tax para sa
paglilipat ng ari-arian mula sa pinag-
manahan patungo sa magmamana.
Ang estate tax, ayon sa National
Internal Revenue Code, ay siyang
buwis na kailangang bayaran upang
mapayagan ng gobyerno ang pag-
paparehistro ng mga minanang ari-
arian sa pangalan ng mga mag-
mamana.
Ngayon, kung pagkatapos ma-
nahin ay nagnanais ang nagmana na
ilipat naman ang mga minana sa
ibang tao, kahit na sa kanyang mga

dalawang paraan.
Ang unang proseso ay bilihan, at
ang pangalawa ay sa pamamagitan ng
donasyon. Mamimili na lamang ang
nagmana kung anong proseso ang
kanyang pipiliin upang mailipat
naman ang kanyang mga minana sa
ibang tao.
Kung bilihan ang kanyang pipiliin,
mayroong babayarang capital gains
tax, at kung donasyon naman, ang
babayarang buwis ay donor’s tax.

isang bahay na ang isang kuwarto ay
naisanla na sa ibang tao bago pa
maganap ang bilihan.
Kung ang sanlaan ay nakasulat at
ipinarehistro o ipinatatak ito sa titulo
ng bahay (o sa lupang kinatitirikan
nito), o di kaya ay sa kanyang oja o
tax declaration, magkakaroon na ng
balakid sa nasabing bilihan.
Ibig sabihin, kung nasa titulo o oja
na ng bahay o ng lupang kinatitirikan
nito ang sanlaan ng isang kuwarto,
hindi pupuwedeng sakupin ng bilihan
ang nasabing kuwarto.
Sa ilalim ng batas, wala nang
karapatan ang may-ari ng bahay at
lupa na ipagbili pa sa ibang tao ang

Sino ba si San Andres?
Siya ang unang Koreanong pari na
ipinanganak sa Solmoe, Tangjin-Gun
County, Timog Korea noong Agosto
21, 1821. Siya ay anak ni San Ignacio
Kim Che-gon na kabilang sa mga
martir ng Korea.
Nang si Andres at 15 taon, pinatay
ang kanyang mga magulang at kapa-
tid dahil sa kanilang pananam-
palataya. Nagtungo siya sa Macau
upang doon mag-aral sa pamamat-
nubay ng mga paring Katoliko. Nang
sumiklab ang kaguluhan sa mga
teritoryo ng Tsina, at inuusig pa rin
ang mga Katoliko sa Korea, naglayag
siya patungong Pilipinas at tumira sa
barrio ng Lolomboy na noon ay kilala
bilang “Hacienda De Lolomboy” na
pag-aaring mga Dominikanong
prayle. Dito siya naging interpreter,
dahil siya ay paham sa Ingles, Espan-
yol, Mandarin at Pranses. Tumira
siya sa Lolomboy nang mga taong
1837, 1839 at 1841. Sa isang sulat sa
kanyang mga kamag-anak, isina-
larawan niya ang Lolomboy na “tahi-
mik na lugar at angkop pagdausan ng
mga banal na pagsasanay.”
Na-ordinahan siya bilang unang
Koreanong pari noong Agosto 17,
1845 sa Shanghai, Tsina. Noong
Oktubrer 1845 nagbalik siya sa
kanyang tinubuang bayan at agad
hinuli ng mga kawal ng emperador.
Inakusahan siya ng “pagsunod sa
relihiyon ng mga dayuhan at pakiki-

kapagtrabaho ng halos 35 years in
service bilang mekaniko ng ice plant,

lupa ng planta at halos kami ng mga
