District of Columbia law banned handgun possession by making it a crime to carry an
unregistered firearm and not allowing the registration of handguns. No person would be
allowed to carry unlicensed guns and policemen were the only citizens allowed to have
licenses.
If you owned a gun bought before 1975, you would be required to keep them disassembled
or bound by a trigger lock or similar device.
Dick Anthony Heller (a policeman) applied to register a handgun he wished to keep at
home, but the District refused. He filed this suit seeking, on Second Amendment grounds

Proposal #1
A law that makes it illegal for handguns to be carried in public unless the gun is
unloaded.

Proposal #2
A law to ban all high-capacity magazines (magazines that allow a gun to hold more
than ten bullets at once). The government has also done a study showing that very
few people use high-capacity magazines for hunting.

Proposal #3
A law that bans gun ownership for people who are currently living in the same house
as another person who is a felon. Felons are currently banned from owning guns
unless their home state restores their rights.

Proposal #4
A law that bans the manufacture or sale of any new weapon that can fire more than
six rounds per minute.
