In the summer months of 2002, there had been a rash of murders in southern Louisiana. A special task force was formed to solve these murders.In April of 2003, the Baton Rouge Crime Stoppers (BRCS) advertised through the use of newspaper, television and billboards declaring an offer of $100,000 reward for information regarding the identity, capture and prosecution of the serial killer. Lafayette Crime Stoppers made a similar offer. Both Crime Stoppers included a deadline of August 1, 2003. On July 9, 2002, Diann Alexander was attacked in her home. Her son came in on the attacker and was able to chase him away. Both Ms Alexander and her son we're able to give a description of the attacker. to their local police. Then in May of 2003 she made further statements to the special task force as well as the FBI. In late May of 2003, she made a positive identification of a suspect from a police lineup.. Around mid August, Ms. Alexander contacted the Crime Stoppers for payment of the reward.She was denied and she sued.
