Executive Summary
Bringing the people of Dallas together to prevent drunk driving
by providing a safe ride home.
Combating DUI crashes is vital to the well being of Dallas, a city that has been
rated to have the most DUI deaths per population in the United States (Cohen 188). In
2013, TxDot reported 2,489 alcohol related accidents in Dallas, resulting in 82 deaths.
Dallas has approximately 4 people injured in DUI crashes per day and is incurring over
$600 Million per year in economic losses. Someone is hurt or killed every 20 minutes in
the state because of drinking and driving (Texas Motor Vehicle Crash Statistics).
State Farm Insurance will be partnering with Safe Ride America and the Dallas
Regional Chamber in order to provide an effective and readily available service to
protect people across Dallas from drunk driving. We would like to host the Drive Sober
Dallas car show in order to raise money to fund a preventive program that provides
reasonable and affordable transportation options in order to keep drunk drivers off
Dallas roads.
Drive Sober Dallas will participate with Toyota, Ferrari, and local collectors to
provide different types of vehicles such as: sport and luxury cars, sedans, trucks, SUVs,
and motorcycles. Tickets will be sold at the door and at a discounted price online before
the day of the event. The money that is raised will go towards bringing Safe Ride
America to Dallas.
Safe Ride America is an Atlanta based non-profit that offers a more convenient
and affordable way for people to arrive safely without driving under the influence. A selfsustaining organization, they provide a service to drive you home in your own car for
about the cost of a taxi. By gathering local automobile companies together to put on
this car show, we will accomplish an extensive decrease in the number of drunk drivers,
deaths, economic loss, and injuries.

Dallas Regional Chamber

Together, we will lead the Dallas region to become the most economically prosperous
region and the most desirable place to live and work in the United States
Since the inception of the Dallas Regional Chamber in 1909 as the Dallas
Chamber of Commerce, the group has worked towards bringing people together to
make a better city. They have led not only the city but the entire DFW region to be a
great place to live and have one of the fastest growing economies in the United States
(www.dallaschamber.org).
In line with our projects goals, the Chamber has already been a part of fostering
improvements to road safety and public transit around Dallas, starting as far back as
1923 when Dallas installed the first automatic traffic signal in the U.S. (Timeline). Since
then, the Chamber has worked on projects to create more public transit such as with
DART in 1983, the Trinity Railway Express in 2002, and a current proposal to construct
a high speed rail between Dallas and Houston.
The Drive Sober Dallas project fits together with the Dallas Regional Chambers
goals perfectly. The project focuses on bringing as many people together as possible to
address an issue that is both economically damaging to the community and detrimental
to the desirability of the region. By raising funds and putting them back into the
community in places that focus on key aspects of drunk driving, not only will the city
benefit economically, but the entire region will receive a boost to public image and its
attractiveness in the eyes of major companies.

State Farm
The State Farm mission is to help people manage the risks of everyday life, recover

Drunk Driving in Dallas

When looking at drunk driving numbers in Dallas, the most staggering fact is that
it tops the list at number 1 in drunk driving deaths. This great city has more deaths per
population than any other city. The following chart displays the top three cities along
with some other relevant cities.

Information courtesy of LSUs Department of Public Health and Preventive Medicine report The Population Consumption Model,
Alcohol Control Practices, and Alcohol-related Traffic Fatalities. (Cohen 188).

At 10.23 deaths per 100,000 residents Dallas has nearly 20% more deaths than
the third ranked city, Albuquerque at 8.62. Even more astonishing is that another large
city less than 10 miles away, Arlington, has less than half the drunk driving deaths of
Dallas. Lastly, L.A. and New York are so much safer from drunk drivers they are nearly
on a different scale.
We may not be able to compete with the public transit systems in L.A. or New
York but these numbers show that Dallas must do something to combat this ever
growing problem affecting our communities. Even more surprising is that Arlington can
be so close to Dallas yet so much safer from drunk drivers and have less public transit.
Although DUI deaths per population have decreased throughout the nation since
this 2002 LSU report, Texas still has the most drunk driving deaths in the nation year
after year. As the only scholarly, peer-reviewed study on the differences in drunk driving
deaths per city, the LSU reports painstakingly gathered data can be validated for
current issues using data published by the Texas Department of Public Safety.

TxDot Public Accident Reports 2013

Between 2003 and 2013 the overall traffic fatalities in Texas dropped by 13%.
However, the DUI deaths in Dallas county did the opposite and increased by 28%.
Additionally, within the state the only city with more overall DUI deaths is Huston, but
with a population of 2.196 Million versus Dallas 1.258 Million they have significantly
fewer drunk driving accidents per population. Huston came in at 1,665 drunk driving
accidents in 2013 which is only 237 (16.5%) more than Dallas. Considering their
population is about 75% higher than dallas, Houston is successfully preventing a
significant number of DUI accidents.
Texas Department of Transportation public reports for 2013:
Total economic loss (TX)
$25.7 Billion
Total deaths (TX)
3,377
Cost per death
$7,600,000
(Estimating the Cost of Unintentional Injuries)

Total drunk driving deaths (TX)

Drunk driving deaths (Dallas county)
Total economic loss (Dallas county)
Drunk driving injured (Dallas city)

1,089
82
$623,200,000
1,428

With over 7.5% drunk driving deaths in the state occurring in Dallas, the city is
taking an unsustainable burden as part of the $25.7 Billion lost each year to traffic
accidents. Combine that with an average of almost 4 (actual average 3.91) people
injured each day in DUI crashes and drunk driving quickly emerges as an issue that
must be addressed (Texas Motor Vehicle Crash Statistics).
With over $600 million lost every year to drunk driving deaths Dallas is suffering
staggering losses to the economy from this social issue. Not only is drunk driving
making Dallas a dangerous place to drive but it is costing money that we should be
using for our schools, our roads, our parks, and the other great things this city can do.
The city needs Drive Sober Dallas to bring Safe Ride America to Dallas to help curb this
difficult problem.

Safe Ride America

Our mission is to pro-actively prevent all types of impaired driving and to assist children
that have been orphaned or injured by impaired driving crashes.
By driving both the intoxicated person and their vehicle home, Safe Ride America
eliminates the two main reasons people end up driving under the influence:
I do not want to leave my car behind
I do not have the money to pay to get my car home
This designated driver service does charge a fee, but will provide the service with
no questions asked. If someone does not have the money they can simply pay later
by volunteering, paying the fare at a later date, and/or telling others about the service
(www.saferideamerica.org).

How Safe Ride works

Safe Ride America offers designated driver services for parties and chauffeur
services by reservation, but the most important and by far most used system is their on
demand service.
1. Someone orders a driver by either calling a dispatcher at (404)888-0887
or using the SafeRideNow app.
2. Safe Ride dispatch sends a driver riding in a chaser car to the restaurant.
a. The professional driver is a paid employee of Safe Ride who
receives 20% of the fare and the driver of the chaser car is someone
completing court ordered community service.
3. The professional driver shows up in a suit or tux, is licensed for their work,
and has passed a background check.
a. The chaser driver never interacts with the customer, and no
one besides the Safe Ride employee is allowed in the chaser car.
4. Next, the Safe Ride professional driver takes the customer home in their
own car and the customer either pays now or pays later.

Pay Now or Pay Later

10

Dont end your career before it starts.

Because many of the Safe Ride customers are young and either still in college or
recently graduated the non-profit has come up with multiple ways for people to use the
service without having the cash to use the pay now feature.
There are no collection calls and no time wasted tracking down people who did not pay
80% of pay later customers actually pay their fare
Others decide to volunteer their time to pay for the ride
College students and others are urged to volunteer before they need to
use the service to earn Free Ride Credits
A future goal to help students in more than just Atlanta and DFW is to provide
backend software to Universities to set up Safe Ride America programs in their cities
once Safe Ride has the funds to set it up.
The professional nature of Safe Ride drivers has even led to people using the
service as a way to impress dates with a personal driver. On top of everything else the
service helps people who may need a ride home from a medical procedure, and Safe
Ride drivers have been known to make extra stops to help people. Since they are
willing to make a stop to help fill a prescription, pick up fast food, or let the customer use
the bathroom people really have no reason not to use Safe Ride America (Ryne).

Location
Currently located in Atlanta, Georgia and the surrounding suburbs, Safe Ride
America has been working towards moving to Dallas, Texas for a while but has not had
the surplus in funds needed to make for a successful expansion.
With a population of about 2.8 times greater than Atlanta, Dallas provides a significant
challenge for Safe Ride America. Additionally, DFW, such a great combination of cities
that the term metroplex was created just to describe it, has a population that dwarfs
Atlantas suburbs. The money raised through the Drive Sober Dallas car show will be
vital for successfully expanding to Dallas.

Safe Ride Success

15 years experience
Managers also have prior experience running a limo
business
Over 10,000 safe rides each year
Self-sustaining income stream
No grants and no professional fundraisers
In 2013 they received less than $8,000 in donations but
generated over $360,000 revenue
Over 3,500 volunteers in 2013
Advantages over Uber
No credit card needed
No app needed
No smartphone needed
Call center allows for personal interaction
Full documentation
Everything is recorded at dispatch
All documentation as needed for 501(c)3 charity status
Documentation necessary to prove results
Custom built software
Similar to Uber
Also uses Voxer - free walkie talkie app
Partners with restaurants and bars
No fee and no signature required
Empowers bar staff to be able to call for a free driver for
unruly customers
Partnered establishments receive discounts
One of the most beneficial aspects of their 15 years of experience is that Safe Ride
America has held previous business models that provided completely free rides, but
proved to be unsustainable. Safe Ride used to charge restaurants and bars to provide
their customers free rides but found out that many small business owners either do not
have the funds or are unwilling to pay for such a service. Additionally, many people will
refuse a free ride because they feel that there must be a catch. They fear that they
might have to listen to a sermon on the evils of drinking or that they are getting a ride
from an unqualified driver. Over time Safe Ride America has created a truly unique
system that provides true value through charging for designated driver services (Ryne).

Car Show Intro

To raise the $300,000 desired to successfully bring Safe Ride America to Dallas
we are hosting the Drive Sober Dallas car show. We plan on at least 200 cars and over
30,000 attendees for this 2 day event. Drive Sober Dallas will be from September 19th
to the 20th. We chose this event because it brings together large numbers of both local
businesses and local people. Not only will this event bring people together, but it will
also raise awareness about the seriousness of drunk driving in Dallas. Since our
mission is to bring people together to combat drunk driving we reached out to find
companies locally that would donate their time to participate in our event.
The car show will have all kinds of cars from the DFW area that will go from
sedans, sports cars, luxury cars, and more. Toyota, Boardwalk Ferrari, and local car
collectors are all joining Drive Sober Dallas to make it a success. We also are selling
booth space for food trucks, body shops, and other organizations so people have a
variety of options.
By raising money through ticket sales and selling booth space we will not need
any additional donations from the public to raise all the necessary money. The money
that is being raised by the car show will go towards expanding Safe Ride America to
Dallas, which will allow an alternative to drinking and driving. We hope to accomplish an
extensive decrease in the number of drunk drivers, deaths, economic loss, and injuries.

Location
Drive Sober Dallas will be located at the Kay Bailey Hutchison Convention
Center (previously known as the Dallas Convention Center) because it serves us with a
prime location for all the people wanting to come. This location has an enormous exhibit
hall, parking garage, a big lobby, dart rail station, and everything else we need.

The Convention Center has also had previous car shows, so the place is an
excellent place to have a wide variety of cars. Their event coordinators also have
expertise to lend that is beneficial to making Drive Sober Dallas a success.

The convention center is also fully accessible through the public transit, DART, which is
the official transit provider. This location also allows of having all the cars we need, but
we will also be getting vendors that can set up booths around the convention center.
However, as far as public transportation goes, people will also have options to call uber,
lyft, and even a taxi. There are numerous parking lots nearby the Kay Bailey Hutchison
Convention Center and a parking garage. The average fee is $10-$15 for parking
depending on if you park on the street or in a parking garage. A free shuttle service is
available Friday through Sunday for remote parking and will drop you off at the

14

Convention Center door. There is 24-hour security patrol and traffic control at the
Convention Center.

attendees to view but will provide a great way for these local businesses to show their
care for the community and create potential customers.
Boardwalk Ferrari is a dealership located in Plano that expressed great interest in
lending their name and cars to the Drive Sober Dallas car show. As a major
manufacturer of exotic sports cars and high performance race cars, Ferrari has had a
long legacy of being involved with the car enthusiasts scene. Because of their
successes in DFW they have decided to donate a vehicle to auction at the car show.
The auction will consist of a brand new 2014 Ferrari 458.
Toyota is currently in the process of moving headquarters into Plano and would like to
show that they will be a positive force in the metroplex. Along with bringing cars to
display they will be donating a $1,000 cash prize for a competition for local collectors.

Local Collectors
We are reaching out to established car meets to find enthusiastic car collectors
who will be willing to enter their vehicles into our show. Every collectors vehicle will

show.
Cars and Coffee is a car meet run by Classic BMW in Plano on the first Saturday of
every month. An extremely popular local meet, they can bring a wide variety of

Trophies
Medals
Certificates

Every collector who participates will get a certificate thanking them for helping
fight drunk driving by bringing their custom car to the Drive Sober Dallas car show.
About 20 vehicles should also win a variety of awards. As a family friendly event many
of the awards will be humorous to provide a fun vote for both children and adults.

Other Vendors
Our car show at the Convention Center will not only have a variety of cars out for
people to view, but we will have many different vendors. We will have different body
shops and food trucks to insure that you will get the exact kind of car you want and
enjoy some of the famous food trucks in Dallas.

17

Buying a booth is open for anyone to apply. We expect a number of

organizations may want to give $300 to this charity event and get some booth space to
promote themselves. Universities, other non-profits, and a variety of local businesses
may want to participate, but the following are a few examples of who we already know
will be attending Drive Sober Dallas with us:
Kid Zone
Kidventure provides a great place for kids to play in bounce houses and
make fun artwork when they are not mesmerized by the hot rods, even a Grand
Prix for kids 5 and under.
Body Shops:

handle any task thrown at them. They are good at collision repairing, body work,
painting, enhancements, refurbishing, and etc.

experienced Gandolfos, you are missing out on one of the best.
Bobaddiction is a dessert food truck that has gourmet boba tea, shaved
snow, ice cream, and many other desserts. Visit us and you WILL be
Bobaddicted!
These vendors and more will add to the overall experience and will help make
this event exciting by having many different options for food and body shops.

18

Marketing
Since the Drive Sober Dallas car show is focused on bringing people together,
the marketing campaign we will launch relies on word of mouth more than any paid
advertisements. Utilizing a new form of social outreach, Thunderclap, as well as
capitalizing on news coverage we can get a large turnout of attendees through this
guerilla marketing.

Competition
Each year Dallas holds some wildly popular and impressive auto shows. The
DFW Auto Show, Autorama, and the State Fair of Texas Auto show all have a high
success rate, bringing in millions of dollars from ticket sales. Drive Sober Dallas car
show is focused on creating a similar event and can learn from the successes of these
events to ensure a phenomenal car show. Based on the financial success of these other
shows, Drive Sober Dallas can raise more than enough money to expand Safe Ride
America to Dallas.

Use of Funds
Although we hope to raise more than our goal of $300,000 through this car show
we anticipate being able to facilitate Safe Ride Americas expansion to Dallas with far
less if necessary. The more money we raise will equate to a quicker expansion as well
as being able to reach a larger area of the community from the onset.
Costs:
Acquire office space
Hire and train drivers
Background checks
Sensibility and courtesy training
Acquire necessary licenses and permits
Become authorized for Dallas County community service workers
Minimum funds needed approximately $50,000
At this level the expansion will take 4+ months to coordinate between everyone
and additional funds will need to be raised from private donors. The area covered by
drivers would be limited because fewer drivers could be hired.
Achieving $300,000
At this level the first drivers can be out on the streets in under a month and there
is financial security for Safe Ride when people do not have the funds to pay now.
They would be able to immediately cover the entirety of Dallas and might be able to
cover surrounding suburbs within a short period of time. Safe Ride would also hire
more Dallas employees as drivers and afford advertising to inform people of the new
solution to driving drunk. Estimated 20,000+ safe rides each year.
Extra Funds
All funds raised that are not spent on the expansion go towards supporting children of
DUI accidents. Safe Ride regularly gives money directly to families with children who
have been injured or lost their parents as a result of a drunk driver. They are currently
raising money for the Underwood Childrens Fund.

Frequently Asked Questions

Is there a difference between drunk driving and DUI (Driving Under the Influence) in
this proposal?
No, not in our proposal. The definition difference is that drunk driving is related to alcohol only,
while DUI includes all drunk driving plus impaired driving because of other factors such as
narcotics. However, Drive Sober Dallas is just as effective in reducing narcotic related DUI
deaths as alcohol related DUI deaths. Because the term drunk driving is instantly recognizable
to people we use the two terms interchangeably in this document to refer to the same issue.

Why is some DUI information for the city and some for the county?
For two reasons: First, the information released by TxDPS for city level information is missing a
number of DUI incidents that occur within city limits. Second, because TxDPS has been
releasing reports by county longer than they have been releasing information by city the county
reports are likely more reliable.

Why bring a charity from Atlanta instead of fund a local charity?

There is no charity in Dallas that is currently set up to perform what Safe Ride America does and
this partnership brings a much greater chance of successfully combating DUI crashes in Dallas
than trying to start up a new charity. Bringing the best companies to Dallas, whether they are forprofit or non-profit, is something the Dallas Regional Chamber is proud of. We are glad to help
bring another one with Drive Sober Dallas.

How realistic is the budget?

All of our numbers are as accurate as we could make them with a margin of safety built in (all
profits were slightly underestimated while expenses were slightly overestimated). We reached
out to a number of vendors to find realistic information: (Convention Center, SafeRide,
Kidventure, Ferrari, etc.) and we are looking to get help from organizers currently involved with
DFW Autoshow and Autorama who are willing to donate some time helping insure we can meet or
exceed this budget. Any numbers we could not find from vendors were taken from competitor
research.

What if Drive Sober Dallas does not raise the expected funds?
Safe Ride America can begin to expand to Dallas with as little as $50,000 so we are guaranteed to bring
them to the city. However, in order to allow Safe Ride to expand to such a larger market as Dallas and
ensure there is a safety buffer that will allow for initial operations expenses we need about $200,000. The
more money that is raised will ensure success and allow much quicker expansion into the broader DFW
area. So we will have results even if we do not recieve expected demand, and regardless the people of
Dallas who come will have a great time at a wonderful local event.

The Tragic Tale of Drunk Driving

Just after 5:30 on a Tuesday evening February 10th 2015, 34 year old Gabrielle Javadi
had just finished exercising in Cole Park with a group of people and was in the process
of getting into her car when a drunk driver struck and killed her. This is the sort of
tragedy that is heard about on the news nearly every day in Dallas, where an average of
4 people were injured per day from drunk drivers in 2013. But there is more to the story
than just this tragedy, Gabrielle Javadi was a valuable member of our city who touched
many lives Even more than that, she was an entrepreneur in Dallas having started her
own cake-pop business in 2014. Not only did our city lose out on a valued person, but
we lost an entire company to this senseless DUI act. For a city that prides itself on
innovation and growth the loss of someone who embodied that entrepreneurial spirit is
devastating. The Drive Sober Dallas proposal will show you that with over $600 Million
in economic losses in Dallas County in 2013, drunk driving in Dallas has turned from
being just another tragic story to being a social cause you have to stand up and fight.

It is simple to look on drunk drivers as an evil in the community, yet more often than not
the youthful drivers such as this 23 year old one are either ignorant of the dangers or
are unable to find an alternative ride home. This is where our prevention program with

Safe Ride Americea will hit home. By providing a safe ride that gets both the intoxicated
person and their car home, Drive Sober Dallas will make a difference.
