House Bill H0073

2015 Freedom Index Score: (-1)

Analyst: Parrish Miller
Date of analysis: February 4, 2015

ANALYST'S NOTE: Current law requires that certain licensing fees be returned to an applicant for
veterinary licenses who is ultimately denied licensure. House Bill 073 would strike this language from
the law and make all fees nonrefundable.

Point No. 5 Does it directly or indirectly create or increase any taxes, fees, or other assessments?
Conversely, does it eliminate or reduce any taxes, fees, or other assessments?
ANALYSIS: House Bill 073 would modify Section 54-2107, Idaho Code, by deleting the existing
requirement that "any applicant who is denied licensure [to practice veterinary medicine in
Idaho] shall be allowed the return of the license fee portion of the application fee." It would add
language declaring that "all application and licensing fees are nonrefundable." (-1)
