ANALYST'S NOTE: House Bill 107 extends the sunset clause from July 1, 2015 to July 1, 2017 on the
"Immunization Assessments" program found in Chapter 60, Title 41 of Idaho Code. This program is
objectionable because it requires compulsory payments by insurance carriers (defined in part as "any
entity subject to regulation by the department that provides or is authorized to provide health insurance
or health benefit plans, or that administers health insurance or health benefit coverage or that
otherwise provides a plan of health insurance or health benefits") to fund the "Idaho immunization
dedicated vaccine fund." House Bill 107 both keeps a government program going which would
otherwise cease to exist and keeps in place an assessment which would otherwise cease to be levied.

government? Conversely, does it eliminate or curtail the size or scope of government?
ANALYSIS: House Bill 107 extends the sunset clause from July 1, 2015 to July 1, 2017 on the
"Immunization Assessments" program found in Chapter 60, Title 41 of Idaho Code. This keeps
alive the "Idaho immunization dedicated vaccine fund" and the "Idaho immunization
assessment board" which administers it. (-1)

ANALYSIS: House Bill 107 extends the sunset clause from July 1, 2015 to July 1, 2017 on the
"Immunization Assessments" program found in Chapter 60, Title 41 of Idaho Code. This keeps
alive the coercive assessments levied by the "Idaho immunization assessment board" against
insurance carriers under Section 41-6006, Idaho Code. (-1)
