5-year Technology Plan

Introduction
Consistent with the Army Learning Concept (2015) we must begin to drive a campaign of learning in the
dynamic environment of educational technology. To achieve this end we must begin to realize potential
friction points, develop new ideas, adapt to changing conditions, and finally address future modifications
that will result in UCONN ARMY ROTC offering a competitive and technologically enhanced
learning environment. What I plan to offer in this 5 year technology plan is a solution for us to meet
mission (ALC-2015). I will identify several deficiencies, assess where we currently are as a department in
terms of our end items (hardware) and software, as well as offer a comprehensive implementation plan
Professional Development
Technology has become heavily infused in the activities of teaching and learning. As such the need for
Cadre to attend technology and computing workshops hosted through UCONN's UITS department
becomes of paramount importance. If, as tradition holds, we fully desire to deliver a cutting edge
learning experience we must begin to understand digital and mobile learning. The training and
professional education offered here at the university, represents a professional development opportunity
that is a shared responsibility for each staff member of the ROTC program. The intent of this
professional development program is not to become a subject matter expert on any particular technology,
but rather to focus on the many ways that technology can enhance and optimize the learning experience.
Slow is smooth, smooth is fast
Its important to note that this is a 5 year plan. Due to tightening budgets and limited funding its simply
not feasible to address all of the departments needs in one year. What we can do, and what I am
proposing with this plan, is to address those areas that have an immediate impact on the quality of
instruction. Essentially what I have put forth is an order of precedence list that starts with hardware items
first. The tailored approach is will leverage all of our annual OMA funds as well as 15% of the
universities

These variants will allow us to meet two mission sets:

PC Computers
Nformed.net training and TBOC simulations. Every year
- Optiplex 790
the Army requires all Cadets to complete training on the
Nformed.net training portal. The modules required for
completion are best fulfilled with the capabilities of the
790. 610s are capable if they are upgraded with graphics
cards.
Minimum System Requirements to complete training on
the TBOC site: Windows 7 64-bit, Intel Core2Duo 2.4GHz,
4GB RAM, 40GB Disk Space, Nvidia Quadro FX 3700M
1GB. This will allow us to utilize the Unity Player and
complete Call for Fire training, land navigation, as well as
several other games and simulations. We can not
complete training on the Army Enterprise Network
unless we have a 790 or above!
Standardization of computers will ensure that the planning
and preparation process is seamless. Instructors will be
confident knowing the material they prepare in their offices
will work on the computers in the classroom.
** The other two computers belong to UCONN. The cost will be absorbed by the university

As of 4.8.14 Microsoft has ended support of


XP. Although our computers will continue to
work they will become more vulnerable to
security and risks. Only 6 of the 13
computers requiring upgrades are DoD.
The others belong to the university. The
university computers should not cost us
anything to update.

Camstasia, Snagit

When attempting to put together a tutorial it becomes of


paramount importance to share your screen. A yearly
subscription is relatively cheap. A simple authoring tool as
Camstasia will allow the students to be creative in to
parsing together audio and video.

Software: SPOT

To maximize the potential of the SPOT devices (locator


beacons we should buy the accompanying software.
The software can be a great learning tool providing the
Cadets with timely and accurate feedback. They will
be able to battle track their movements identifying land
navigation problems, natural drifts, etc. Buying the
software allows us to bring the technology to the
classroom, literally dissecting the learning experience.
The Army wants its instructors to follow the experiential
learning model and deliver a concrete experience that
will serve as the staple for the publish and process
sequence. Part of the problem is that we have limited
resources. Incorporating movie clips in teachings will
dramatically connect the themes of our message to the
hearts and minds of our audience. Wing clips is a
collection of resources that we can add to our
professional toolkit
Having white boards along the perimeter of the
classroom allows the students to literally draw a
concept of the operation when they are war gaming the
execution of the mission. This is a cost effective
measure that serves multiple purposes

Each classroom needs to be fitted with state of the art


equipment. Instructors need to be confident with the
arsenal of resources they have at their disposal. There
are multiple platforms that the instructors can sign out
from the UITS department (to include a document
camera). If instructors are to talk, teach, and train
students on 21st century learning technologies we
must do so on a platform that is capable of handling
diverse array of needs.

Each workstation will be able to house 6 Cadets and


will be equipped with state of the art connectivity. More
and more students will be bringing their smart devices
to class and we need to have start of the art work
stations. Students need to have multiple
accommodations in terms of connectivity. If we are to
deliver a 2 hour block of instruction that is gamingcentric we need to account for the students being able
to charge their devices.

Justification
Features include built in wifi, video resolution of up to
1080P, 10MP photos up to 10 frames per second, and
enhanced low-light performance for use with night ops.
Given the nature of the read/write web and the ability to
publish content this model of a GoPro is a must because
you can view photos, play back videos and publish
instantly to Instagram, Facebook, etc. The current
Handycam camcorders are over 10 years old and should
be phased out. A great tool for publishing and sharing
content/adventures!
